RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Stephens, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron (all by video-conference call) met on
Monday, August 3, and the following summarizes the discussions that began at 7:35 a.m.
August 4 Regular Meeting:
The August 4 agenda items were reviewed.
• There was brief discussion about meeting logistics. This will be a hybrid meeting and most
Councilmembers are anticipated to be present in person in Council Chambers. Public participation will
be available in four ways: in-person, by phone, online through Zoom, and by email. Staff will continue
to provide reports, present, and answer questions remotely. Councilmember Cunniff has indicated he
plans to participate remotely.
• Landmark Designations – Additional information will be provided in Council’s read-before packets from
Kristin Fritz of the Housing Catalyst in response to Councilmember Gutowsky’s questions. The items are
expected to stay on the consent calendar.
• Staff Report – This COVID-19 update will focus on resources available to, and the communications and
engagement that have been done with, community residents. This is in response to the questions
Councilmember Gorgol posed at the July 28 meeting.
• Hughes Stadium Site – There was a question about whether individuals associated with PATHS are
expected to be in attendance? The City Manager reported that dialogue has continued between the
City and Colorado State University on possible ways to move forward; however, no updates are planned
for tomorrow night.
6-Month Calendar:
• August 11
o Election Code Amendments – It was suggested that this item be moved to the fourth item since
the other work session items may have more active interest from the public. It was noted that
proposed Code changes need to move forward on first reading on August 18 to ensure that
candidate guidelines and other election resources can be updated and provided to potential

candidates as early as possible. Most of the proposed changes are not expected to be
controversial. However, any that need further discussion such as the proposal to add City
requirements for Limited Liability Corporations that align with state requirements, can be
separated and brought forward for discussion individually.
• September 1
o COVID-19 Update: Discuss women in the workplace related to COVID-19, school choice and
childcare was added to the calendar.
o GID No. 1 meeting was added to the calendar. This item is to consider an allocation of funding
to the Downtown Development Authority given the temporary closure of the Downtown
Business Association.
• September 15
o CARES funding update was added to the calendar.
o Community Dashboard Metric: Cumulative Lane Miles of Roadway Pavement Improved was
added to the calendar (rescheduled from August 4). The Mayor noted that in the historical
information they found of his father’s there was an article from 1935 that talked about oiling
roads and connecting to Cheyenne. Most of the advertisements were related to automobiles
and related repairs and supplies. This provides some perspective on things.
• November 3
o 2021 Electric Rate ordinance was added to the calendar.
• November 24
o Visit Fort Collins Destination Master Plan and Tourism Improvement District was added to the
calendar.
City Clerk Coldiron:
• Noted that an appeal for 613 S. Meldrum has been received and reviewed some possible dates for
hearing. September 15 or October 6 were the preferred dates.
• Noted a follow up email received from Jake Knebgl stating his concern about comments made by
Councilmember Summers, asking whether the City intends to take any action. Mr. Knebgl has confirmed
that he does not intend for his email to be treated as a formal complaint. The email will be forwarded to
members of City Council for their information.
• Noted we received 37 applications for the vacancy on the Planning & Zoning board. Staff will work on a
process to pare down the applicant pool for interviews.
• Noted that Sara Gonzales is retiring and her last day is today.

Deputy City Manager DiMartino:
• Noted that the presence of West Nile Virus has been detected in mosquitoes for the first time this
season. The limits are currently well below the City’s policy threshold for adult mosquito treatments.
Council will now be receiving weekly memos providing updates.
• Noted that 58 outdoor dining sites have been approved in Fort Collins. Some restaurants are asking for
permission to extend this through the end of October. This is currently set to expire in mid-September.
Staff is working with the Downtown Development Authority to gather stakeholder input on this idea.
People are using the space to full capacity. Artwork is going up on the barriers which adds to the
downtown ambience. There was discussion about this being a best practice.
• Noted that Dean Klingner will be the point of contact for Traffic Operations for now. An internal process
to appoint an interim director will be done as soon as possible. A national recruitment is expected for
the director position.
City Attorney Daggett:
• Noted that the Ethics Review Board decided no further investigation was warranted for the ethics
complaints raised by Michael Pruznik against Councilmember Gutowsky and Mayor Pro Tem Stephens.
A notice of these determinations will be sent to Mr. Pruznik and Council shortly; no further Council
action is needed.
• Noted Councilmember Summers resigned from the Ad-Hoc Housing Committee. Unless further action is
taken, the Committee will move forward with the three remaining Councilmembers. If others are
interested in participating, they should let the Mayor, Mayor Pro Tem or City Manager know. Staff will
provide a memo for Thursday’s packet related to this.
• Noted a threat she became aware of from a resident who intends to show up at Council and not wear a
mask. Staff has been working with police and others to prepare for handling these types of situations. It
was noted that we have alternative ways for people to participate for those who do not want to wear
masks.
• Noted the new lead prosecutor, Tom Joaquin, starts today.
City Manager Atteberry:
• Noted the Board of County Commissioners is meeting today at 11:00 a.m. to discuss possible other sites
the City identified for the proposed behavioral health center. Tyler Marr will be making the
presentation with City Manager Atteberry and Mayor Troxell there for support. Council received
information in Thursday’s packet related to the information that will be presented.
• Noted Mike Beckstead will be actively engaging with the upcoming work on proposals associated with
the Hughes Stadium site.

• Noted the first mediation session with the County regarding the landfill plume was held and was
productive. A second meeting will be scheduled soon.
• Noted the Access Fort Collins materials that were provided in Thursday’s packet. He reported that
weeds and grass continue to be the top complaint. He added that complaints related to face coverings
are now included. Response time has moved from 1.31 days to 1.24 days. Council Service Area
Requests were also mentioned. He acknowledged the team of staff that works on these items and
shared his appreciation.
• Noted a sink hole that occurred. Pictures are attached.
• Noted that Fort Collins has been chosen as the 2nd Safest Community in Colorado!
Mayor Pro Tem Stephens:
• Liked the tone and content of the Soapbox article by the City Manager and published in the past few
days in the Coloradoan. She noted it is good to remind people about the need for civility in public
discourse.
• Noted a recent Soapbox on affordable housing that she found interesting.
• Noted the co-responder article introducing Stephanie Booco; this was valuable.
• Noted she has received a question about when transit will be going back to normal. She also asked
about how transit schedules would change when the students come back to town and how this
information is being communicated to the public? Staff is asked to provide an update on this.
Mayor Troxell:
• Thanked staff for the West Nile information that was provided.
• Asked about the Utility COVID dashboard and about the tracking work being done by wastewater. Staff
is asked to include the recent briefing memo that was provided in Thursday’s Council packet. Staff is
also asked to schedule this for a Council staff report.
• Thanked staff for the follow up work that was done at the intersections of College Avenue and Prospect
and College Avenue and Harmony.
• Thanked staff for the follow up with the Intergovernmental Agreement with CSU on the stadium. Think
this was an appropriate next step.
• Asked about ongoing issues at the Library Park neighborhood and whether any of the issues constitute a
nuisance.
