RE: Utilities COVID-19 Dashboard
The purpose of this memo is to provide an update regarding ongoing efforts to document the COVID-19
pandemic impact on the community through the lens of Fort Collins Utilities.
Bottom line
Utilities has established a data “dashboard” which helps to represent the impact of the COVID-19
pandemic on the community and the Utilities organization. The initiative has established an ongoing set
of metrics intended to support awareness and decision-making for Utilities Senior Staff, the City
Manager’s Office and City Council.

Key takeaways (data from March 26 through July 25)
• Total electricity use and peak demand trending within 1% of expected values
• Residential use trending higher by 9% in the last week
• Small / medium commercial trending higher but remains 7% lower in the last week
• Large commercial use trending higher but remains 6% lower in the last week
• Industrial commercial use highly variable; lower by ~16% in the last week
• Accounts eligible for disconnect up 70%, trending downwards
• Community treated water up ~ 9% and wastewater down ~ 9%
• Single-family home water use up by ~21%
• Multi-family home water use down by ~5%

Data and Analysis Notes
Electricity use by sector analysis notes:
•Staff is investigating some apparent data anomalies in the industrial (E-400/GS-750) rate class
•2019 data (Jan-Dec) is used as the baseline with linear or parabolic weather normalization
•Weather normalization is split into weekday and weekend day types
•Premises in each rate class grouped based on classification in Q1 2020
•Uncertainty in the estimated usage is about 3% after systematic corrections
•Residential analysis does not account for vacant dwellings which may be impacted calculated averages
Water use by sector analysis notes:
•Single-family sector also includes duplex home types
•Small and medium commercial sector includes tap sizes from ¾ to 2 inches
•Larger and industrial sector not charted; usage appears to not be impacted by covid19
•Irrigation only water taps excluded
•Comparison is to similar period in 2019
•No weather normalization included
