Purpose
The purpose of this Memo is to provide status of maintenance to two major arterial intersections
within City limits. College Avenue at Harmony Road and College Avenue at Prospect Road. This
memo is in response to a request for a maintenance update for these intersections at the
Leadership Planning Team (LPT) on Monday, July 20, 2020. These projects were Capital
Improvement Projects managed by the Engineering Department and subsequently handed over
to Streets and Parks for long-term maintenance.
Discussion
College Avenue and Prospect Road maintenance:
Due to a vehicle accident the majority of the median, nearly all landscape material,
foundations and art pieces located in the median were destroyed.
Engineering is working with Risk Management to process a claim for compensation as
the repairs are not considered standard maintenance.
Engineering is expecting an estimate for median repairs mid-August. The contractor will
also address other maintenance needs within the project area at that time.
Arts and Public Places has been working with the Artist, Engineering, Parks Department ,
and the Streets Department for installation of Artwork to replace what had been
destroyed. The Artwork is currently under review.

College Avenue and Harmony Road maintenance:
Completed in 2013, the Streets and Parks Departments are responsible for long term
maintenance.
Operation Services replaced lights within the gateway towers to LED’s to extend the life
and be energy efficient.
The Streets Department is in the process of replacing broken plexiglass panels on the
north side of one light tower.
The Streets Department is researching paint products that will adhere and last for years,
as the original paint deteriorated at a much faster rate than anticipated. Repainting is
anticipated to take place this year.
Parks will maintain all existing landscape within the medians.
