Dear Commissioner Johnson,
Thank you for your letter dated June 16, 2020 regarding signature and location and extent
application for proposed regional composting facility. Fort Collins City Council is very
appreciative of the time shared by the Larimer County Commissioners and staff on June 11. Fort
Collins has convened a regional group to explore alternative sites for the Behavioral Health
Facility and plans to share the results on the timeline requested. We look forward to continued
partnership as we all work toward positive outcomes for the Behavioral Health Facility and
Regional Wasteshed implementation.
In your letter, you requested that Fort Collins sign the Location and Extent application the
County has prepared for the composting site.
Since that time, the City and County Managers have been working to clarify perspectives and
questions about the compost facility location and the relationship of that proposed facility to
other landfill issues. We anticipate more action on this at the staff level next week.
Fort Collins understands Larimer County can submit the compost facility permit application to
the Colorado Department of Public Health and Environment (CDPHE) prior to completing its
Location and Extent Review. We also understand the CDPHE review and the compost facility
site approval conversations can take place concurrently so as to minimize any delay in moving
forward with the composting facility.
We look forward to working through the issues related to the compost facility location and
coming to an agreement about it in the near future.
