HomeMy WebLinkAboutMinutes - Read Before Packet - 7/14/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - July 13, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: July 13, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City Manager Darin Atteberry (by video-conference call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video-conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Monday, July 13, and the following summarizes the discussions that began at 7:30 a.m. July 14 Special Meeting: The July 14 agenda items were reviewed. • There was brief discussion about meeting logistics. This meeting will be held remotely. One motion will be used for all planned executive sessions so there will be no need to move back and forth between Zoom and Teams. A Teams link for the executive sessions will be provided later today. There will be no general public comment taken at the meeting; only public comment related to the motion. After all executive sessions have been completed, the Mayor will move back to the Zoom meeting to adjourn. • Executive session related to the County Composting Facility – The Mayor provided response to a letter received from Commissioner Johnson related to Composting Facility issues. • Executive session related to manufactured housing - Councilmember Gorgol has requested an advisory ethics opinion related to whether there is a conflict for her to participate in items related to manufactured housing. The Ethics Review Board is scheduled to meet on Wednesday, July 15, and on Friday, July 17, to consider this item. In light of this and in order to reset the sequence and timing of actions related to manufactured housing, a plan was developed to proceed as follows: o July 14  No executive session will be held related to manufactured housing. o July 21  If ready for discussion, the opinion from the Ethics Review Board will be considered by Council. o July 28  The executive session related to manufactured housing will be held prior to the work session (July 21 meeting will be adjourned to this date).  The work session item related to manufactured housing will follow. Leadership Planning Team Meeting July 13, 2020 Page 2 of 5 o August 4  Council will consider extension of a moratorium related to manufactured housing rezonings.  Council will consider first reading of an ordinance amending the Land Use Code to establish a Manufactured Housing Zone District (moved from July 21). July 21 Regular Meeting: The July 21 agenda items were reviewed. • The meeting will be a hybrid meeting with opportunity for both in person and remote participation. • Ordinance appropriating philanthropic revenue for the 9/11 Memorial Park Project – Title should be changed to ensure the partnership with Poudre Fire Authority and CityGives is reflected. All future agenda items that involve CityGives should be done in a similar fashion. It was noted that the philanthropic revenues collected by CityGives is a form of revenue diversification. • Landmark Designations – There was a question about whether the properties moving forward were part of the audit that is being done and whether they are part of the top priority properties? Staff is asked to provide a one- to two-page memo on the process of how properties move forward in the designation process, how the audit process fits in, how the key property list fits in, etc. • 140 East Oak Street Affordable Housing Project – This project is being done collaboratively by the Downtown Development Association and the Housing Catalyst. The City Manager noted he has heard some concern about placing affordable housing units in this commercial building. However, it was noted that this would help provide affordable housing to individuals who may be employed in the downtown area and supports some equity and affordable housing goals Council has adopted. • Recommendations of the Northern Colorado Regional Airport Commission regarding the use of CARES funding – This was noted as a good news item. The Mayor added that the City of Loveland approved this at their last meeting. • Appointment of Michelle Kline as an Assistant Municipal Judge – The City Attorney noted that Michelle Kline was a finalist in the most recent assistant judge selection process from which Assistant Judge Brandi Nieto was hired. She added that Judge Hueser determined it would be a good idea to have a third assistant judge under contract and available on an on-call basis to ensure coverage in addition to Judge Nieto and Judge Ablao. Staff is asked to add Michelle’s resume and other background information that might be available to the agenda materials. • Appointment of Steve Hoxmeir to the Midtown BID Board – Although the Council previously appointed Mr. Hoxmeir to this Board, the related plan did not get changed. This is a clean-up item to ensure there is no ambiguity or conflict as to board members. • Citizen Review Board – Councilmembers Gorgol, Pignataro and City Manager Atteberry were involved in interviewing candidates and making recommendations for new Board members. They had good candidates to choose from and the process went well. The appointments run through the end of 2020. Leadership Planning Team Meeting July 13, 2020 Page 3 of 5 • Staff Reports – Colorado State University (CSU) President Joyce McConnell and Front Range Community College President Andy Dorsey will provide Council with an update on what preparations are being made as students come back, what education and outreach is being done to ensure students are familiar with masks and similar requirements, and other COVID-related items. CSU will be asked to provide an update on what is occurring with Community Welcome, the party registration program and similar programs/events. The report from Congressman Neguse is being rescheduled to later this month or August. • Ad Hoc Council Committee to support the development of the Housing Strategic Plan – There was discussion about the amount of work that will be required for the Community Impact Ad Hoc Committee and the need to be mindful of this as Councilmembers are appointed to this Committee. Considering a smaller committee of only two Councilmembers was also discussed. • Executive Session on Broadband – It was noted that staff will be providing a quarterly report to Council on competitive considerations and status, including financial status (costs/spending). • Motion to adjourn to July 28 should be added so that an executive session on manufactured housing can occur on that date. 6-Month Calendar: • August 4 o Pre-application hearing for Hughes Stadium site – Tony Frank and the president from the Colorado Lennar group will be presenting at this meeting. This will be an opportunity for Council to understand the overall objectives and impacts of the potential project and ask questions related to it. Public comment will be taken as part of this item. • August 11 o Reimagining Community Engagement was added to the calendar (moved from July 14). o Reimagining Boards and Commissions was added to the calendar (moved from July 14). • August 18 o Election Code updates ordinance was added to the calendar. o Staff Report: Community Dashboard Metric: Paved Trails – Cumulative Number of Visits was added to the calendar (moved from August 4). o Staff Report: COVID-19 Update was added to the calendar (moved from August 4). o General Improvement District #1 Board meeting was added to the calendar. The Board will consider an allocation of funding related to support given the temporary closure of the Downtown Business Association. Leadership Planning Team Meeting July 13, 2020 Page 4 of 5 • August 25 o Wastewater Utility Overview was added to the calendar (moved from August 11). • October 27 o Electric Scooter Share Pilot Program Review was added to the calendar (moved from August 25). It was noted that Bird scooters are back. There was a question about whether they could provide community bikes. Staff is asked to follow up with an update on the comprehensive plan for shared mobility. o Parks and Recreation Master Plan was added to the calendar. o Plastic Pollution was added to the calendar. • November 24 o E-Scooter Share Program Evaluation Follow-up was added to the calendar. Deputy City Manager DiMartino: • Noted the City will be hosting an online budget forum on July 16 from 6-7 p.m. City staff will share information and gather community input on priorities for the City’s 2021 budget. • Noted that the Fort Collins Museum of Discovery will be opening tomorrow. • Noted that staff is close to finalizing a revised Intergovernmental Agreement related to the CSU stadium which will continue to focus on good neighbor relations. As this moves forward additional updates will be provided to Council. City Attorney Daggett: • Noted that Ethics Review Board packets will go out sometime today. The meetings will be setup through Zoom. • Noted that she hired a new lead prosecutor to fill Chief Judge Jill Hueser’s previous position; he is scheduled to start on August 3. She will provide additional information regarding this new hire as the start date approaches. City Manager Atteberry: • Noted he received great feedback on all the July 4th activities that were provided for the community. Kudos to all involved! A summary of the activities provided is attached. • Noted that City Traffic Engineer, Joe Olson, and Assistant City Traffic Engineer, Martina Wilkinson, will be leaving the City to form their own traffic consulting firm. This will be a significant loss for the City, and yet we are excited for them as they begin this new venture. Details on departure dates and related items will be provided once they become available. Leadership Planning Team Meeting July 13, 2020 Page 5 of 5 Mayor Troxell: • Asked about the COVID discussions that are occurring with the increase in cases that are being reported. He noted some concerns about whether there are enough resources to keep up with current and coming testing demands as students come back. He noted that the dashboard indicates we are still in the moderate category which is indicative that community members are taking this seriously. He added that the numbers are climbing. The City Manager reported that Kevin Unger stated their cases doubled over the weekend, but numbers remain low. Staff will provide an update once information is available. Meeting adjourned at 10:06 a.m. FOURTH OF JULY 2020 EVENT RECAP This year, Fort Collins celebrated a Fourth of July holiday filled with non‐traditional, COVID‐responsible, physically‐ distanced activities. Thanks to a creative and collaborative planning team, celebrations occurred all over town, recognizing our country and the amazing community we live in. EVENT HIGHLIGHTS INCLUDE:  Celebratory video from Mayor, Council and Leadership: 4,795 reached via Facebook  Hot Air Balloon Launch: Six balloons took flight over Fort Collins from three locations ‐ Soft Gold Park, Edora Park and Twin Silo Park. Conditions were ideal for ballooning, and there were several spectators onsite (encouraged to keep their distance and wear a face covering).  Airplane Parade: 17 airplanes participated, carrying local healthcare heroes over Loveland and Fort Collins.  Driving Parade: 24 vehicles participated in the Stars & Trucks Driving Parade. Starting at Fort Collins High School, the parade lasted around an hour as it drove west and then north, ending at City Park. Spectators along the route were respectful and appreciative.  Music Pop‐Ups: Two local bands toured locations around Fort Collins, surprising onlookers with a free, mini concert. Ten locations were visited including: Edora Park, Avery Park, Harmony Village and City Park. People truly enjoyed this unexpected, positive event and the bands both expressed their thanks for the ability to play together for the first time since March.  Musical Video Stream: The webcast performances also went very well, with viewers fluctuating between 75‐100 throughout the evening.  Chalk Your Walk with Neighborhood Services: Several local artists from 24 neighborhoods participated in the sidewalk chalk art activity, leaving colorful creations around town! Social Engagement: Staff covered many of the events throughout the day, posting videos on Instagram, Facebook and Twitter, and taking photos. Positive engagement numbers were recorded online, as well as some very appreciative comments across platforms.
