Pause to Update and Redirection to a Regional Water Coordination Study
Bottom Line
Fort Collins Utilities (Utilities) is pausing an update to the Water Supply and Demand
Management Policy (Policy) and redirecting some resources to investigate the challenges and
opportunities that arise from having multiple potable water service providers in the Fort Collins
Growth Management Area (GMA) (Study).
Rationale for this redirection includes:
The Policy update process involves substantial public engagement, which is challenging
in our current COVID-19-informed environment.
Pausing the Policy update will result in a total net 2020 cost savings of ~$50,000 in the
Water Fund, which is aligned with current cost-saving measures.
Regional coordination on water issues in the GMA are a key aspect of the Policy.
Pausing the Policy update and completing the Study will help Utilities and other City
departments better understand the various aspects of regional water issues from a Utilities
and City perspective, which will inform the evaluation of potential opportunities to
address them.
Updating the Policy is important for long-term planning at Utilities; however, it is not
critical to current operations and pausing the effort should not have lasting implications.

Background
Utilities operates its water supplies and does long-term supply and demand management
planning for the water utility service area under the guidance of the Water Supply and Demand
Management Policy, last updated in 2012. Updating the Policy was an approved 2019/2020
Budgeting for Outcomes (BFO) Enhancement offer with the goal of developing new policy
elements and planning criteria, exploring water supply system requirements for meeting new
criteria, and performing outreach to gather input from the public on the changes.
A key component of the current Policy focuses on regional collaboration, highlighting the
importance of good relationships with regional entities and coordinating efforts to achieve
mutual goals wherever possible. There have been several concerns raised in recent years related
to differences in programming, rates, and development fees across the water service providers in
the GMA. Utilities has spent significant time attempting to address the issues on an ad-hoc basis.
Proposed Study
The three primary water service providers in the GMA are: (1) Fort Collins Utilities, (2) East
Larimer County Water District (ELCO), and (3) Fort Collins-Loveland Water District
(FCLWD). All water providers in the GMA are independent organizations with their own built
infrastructure systems, their own water supply portfolios, and their own distinct organizational
structure – with only Utilities being under the authority of the City.
The Study will consist of a robust evaluation of challenges and opportunities that arise from
multiple water service providers in the GMA and the costs and benefits of any potential
opportunities to address them.
The Study will focus on Utilities and City concerns and desired outcomes. However, the
initial problem identification phase will include input from ELCO and FCLWD.
The Study will include representatives from different levels of Utilities and the broader
City organization, including the City Manager’s Office and City Attorney’s Office, to
reach better intra-City understanding and alignment.
Findings of the Study will inform Utilities’ and the City’s planning and policy
development, as well as shape future engagement with the public and other entities,
particularly the other water service providers in the GMA.
Expected outcomes of the Study include:
Identification of challenges and opportunities and how they interrelate, including their
implications for Utilities, other City departments, and non-City organizations.
Set of possible solutions, with identified pros and cons, to address challenges and take
advantage of opportunities.

Described below are the terms and conditions for providing to you such notices and disclosures

information below carefully and thoroughly, and if you can access this information electronically

Getting paper copies
