Appropriation of Funds for Non-
congregate Shelter
Appropriate unanticipated funding up to the amount of $420,000 from General Fund reserves to
be used to establish a non-congregate shelter program for persons experiencing homelessness that
are at risk for COVID-19 due to age or underlying health conditions.
Neighborhood Livability & Social Health 1.2 - Collaborate with other agencies to address
poverty issues and other identified high-priority human service needs, and to make
homelessness rare, short-lived and non-recurring
CARES Act IGA Approve an Intergovernmental Agreement with Larimer County related to the distribution of the
Coronavirus Relief Fund (CVRF).
Community Impact Ad Hoc Committee Approve an Ad Hoc Community Impact Committee to develop policy, funding, and program

occurring in 2020 for the Northern Integrated Supply Project.

Mountain Avenue Reshaping Project Present the Mountain Avenue Reshaping Concept Study, which will identify future
improvements for Mountain Avenue between Howes Street and the Lincoln Avenue Bridge to
address known and developing issues such as missing sidewalks, pedestrian crossings, streetscape
deficiencies, auto circulation, bicycle facility gaps, intersection functionality and curb-use
demand. The Concept Study will develop a vision for Mountain Avenue that celebrates the
importance and history of the corridor that is beautiful and user friendly, and also supports the
businesses along and adjacent to Mountain Avenue.
Transportation-6.5 Improve aging and/or missing transportation infrastructure that
serves Fort Collins.
Reimagining Community Engagement Share an update on the City’s public engagement strategy, framework and workplan moving
forward.
High Performing Government-7.3 Broaden methods of community engagement with
additional consideration to diverse backgrounds, languages and needs.
Reimagine Boards and Commissions Provide an update on progress made towards the Council priority to Reimagine Boards

Utilities Income Qualified Assistance Program (IQAP) and

Propose code amendments to modify the Income-Qualified Assistance Program (IQAP) to be an
“opt-out” program for LEAP enrolled Fort Collins Utilities customers. Additionally, this item
proposes sunsetting the Medical Assistance Program (MAP) and merging it with IQAP to
streamline the overall administration of Utilities Affordability Programs.
