HomeMy WebLinkAboutMinutes - Read Before Packet - 6/16/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - June 15, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 15, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City Manager Darin Atteberry (by video-conference call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video-conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Monday, June 15, and the following summarizes the discussions that began at 7:31 a.m. June 16 Regular Meeting: The June 16 agenda items were reviewed. • There was brief discussion about meeting logistics. Should all Councilmembers attend in person, it is likely that an additional spot will be added between the two daises to help ensure appropriate physical distancing. Public participation will be available in four ways: in-person, by phone, online through Zoom, and by email. Staff will continue to provide reports, present, and answer questions remotely. It was also noted that the Mayor intends to leave the meeting by 9:00 p.m. If the meeting is still going, Mayor Pro Tem Stephens will facilitate. Having additional masks available for Councilmembers was requested. • Resolution supporting National League of Cities’ efforts to provide direct federal support to all cities – More information about this item is expected to be shared under Consent Calendar follow up. • COVID-19 update – Adam Crowe from Larimer County and SeonAh Kendall, the City’s Economic Recovery Manager, will be providing the report. This is an important item to discuss considering the number of jobs that are being lost. • 2020 Spring cycle for allocating funding to affordable housing and community development activities – There was a question about whether this was the highest amount ever received and allocated. Staff is asked to follow up. • Harmony Corridor Plan – There was brief discussion about some emails that have been received related to this item. Council will be receiving more information in preparation for this discussion. On a different but related note, there was discussion about the digital billboard recently approved by the County on the northwest corner of the I-25/Harmony intersection and its impacts on this important Gateway to the community. Leadership Planning Team Meeting June 15, 2020 Page 2 of 6 • Appointment to the Boxelder Basin Regional Stormwater Authority – There was brief discussion about possibly extending the application deadline due to very few applications having been received. The Mayor or Mayor Pro Tem will highlight the opportunity and note that applications are still being accepted. • Moratorium on New Metro District Applications – There was clarification that this item relates specifically to new service plans. Amendments for existing service plans would be allowed to move forward for Council consideration as needed. A memo is expected to go out to Council today giving more information on the upcoming policy review process and related timeline. • Other Business – Several items were discussed including: o Considering a motion to adjourn to June 23 for the following items:  Consideration of an emergency ordinance for an appropriation for non-congregate housing.  Possible consideration of a motion to enable the Planning & Zoning Board to hear the following items with one or more Boardmembers participating remotely: • Appeal of Landmark PUD Minor Amendment • Fischer Rezone (property owner-initiated rezone on Shields Street) • Wells Fargo Parking Lot Addition of Permitted Use (non-controversial) • Spring Creek Rezone Correction of Map Errors (City is applicant, clean-up of a previous rezone) o Black Lives Matter/Defunding the Police – discussion about possible next steps related to this. o Staff report highlighting July 4th activities. 6-Month Calendar: • June 30 o 5th Tuesday – no meeting planned. • July 7 o Meeting is canceled due to the July 4 holiday. • July 14 o A special meeting and executive session item will be added related to the Northern Integrated Supply Project (NISP). o Reimagining Community Engagement and Reimagining Boards and Commissions were split into separate items. Leadership Planning Team Meeting June 15, 2020 Page 3 of 6 • July 28 o Possible Election Code Amendments was added to the calendar for a work session discussion. Staff is planning to bring forward an ordinance with campaign finance-related Code changes in early August. • November 30 o Urban Renewal Authority (URA) Board Meeting was added to the calendar. There was discussion about the recent URA Finance Committee meeting, and the hotel project being proposed on the southwest corner of College Avenue and Prospect Street. The URA Board will be considering the proposal at the June 25 meeting. City Clerk Coldiron: • Noted that the County Clerk reached out to see if we would be interested in collaborating with her on ballot boxes. The County would like to place permanent ballot boxes at the South Transit Center, the Police Station, the Senior Center, the Northside Aztlan Center and possibly City Hall. Each location would need an electric outlet for camera equipment. The City would be able to utilize the boxes for City elections, including the one at the Larimer County facility. Deputy City Manager DiMartino: • Outlined a variety of activities that are expected on July 4, including: o Partnering with the City of Loveland and Larimer County for a Northern Colorado drive-in fireworks show out at the Ranch. o 2-3 locations in the City where sunrise hot air balloon launches will occur. o Air and land parades.  The Air parade will include pilots from the Experimental Aircraft Association and medical personnel will be invited to participate.  The land parade will include Police, Fire and Utility vehicles and will go throughout the community. It was noted that the parade route is being developed with an equity lens in mind. o Partnering with Bohemian Foundation to co-produce a musical act that will travel around town. The route is not being publicized in order to keep an element of surprise and to avoid crowding situations. o Promoting a variety of neighborhood activities:  Front yard barbeques.  “Decorating Your Space” and placing photos on social media.  Making music within neighborhoods.  “Chalk Your Walk” activity. o Online programming:  Two musical acts and the Symphony will be streamed from the Lincoln Center.  The Gardens at Spring Creek will have online activities together with other Cultural Services related programming.  Video from the City of Fort Collins in the form of a “post card” that will honor the Holiday, including a photo of Council wishing the community a Happy July 4th. Leadership Planning Team Meeting June 15, 2020 Page 4 of 6 There was discussion about ensuring that essential frontline personnel such as grocery store workers, custodians, truck drivers, nursing home workers and those who were involved in making masks or delivering food throughout the community are recognized as part of the parades and/or video postcard. A 5-minute staff report will be added to the June 23rd meeting to highlight these items. • Noted the northwest trail connection near Lincoln Junior High has been completed. Staff is working on a live stream video grand opening celebration that will be held later this summer. • Noted that a second drive through is being considered at Raising Cane’s restaurant to help alleviate some of the traffic issues. The change will require a minor site plan amendment that is being fast- tracked through the process. Their dining room is also scheduled to open today, which may help some. There was a question about whether COVID-19 and the resulting demand for drive-throughs is being considered by the planning department for future land use standards. Curbside pickups were noted as well. Staff is asked to follow up. • Noted that the City was awarded a $280K grant from the Federal Transportation Authority for Transit- Oriented Development planning on North College Avenue. The funding will support efforts to plan for expanded MAX bus rapid transit service in this area. Only 23 organizations across the country received this type of funding. • Noted that the City was awarded a $20K grant to support low stress bike enhancements. The money will be focused primarily on wayfinding improvements to the Poudre and Spring Creek trails. • Noted the City has received 46 applications for outdoor dining and retail expansion in all areas of the city. Colorado Department of Transportation is using Fort Collins as an example of a recommended best practice for how we pulled this together. Staff in Cultural Services is working with community members to have public art done on the concrete barriers. City Attorney Daggett: • Noted her office is holding interviews for the lead prosecutor position this week. This position replaces Jill Heuser, the new Chief Judge. • Noted her office continues to work remotely except for the limited times she and some of her administrative staff are in the office. City Manager Atteberry: • Noted that quarterly updates will be provided to Council on the various utilities. These will be work session items. • Noted the household hazardous waste event has been canceled due to COVID-19 and budget reductions. Community members will be directed to the Timberline Recycling Center to dispose of these items. Leadership Planning Team Meeting June 15, 2020 Page 5 of 6 • Noted he received updated information from the Colorado Municipal League related to the Colorado Sunshine Laws (attached). If Councilmembers are interested in getting a copy of this publication, please let City Manager Atteberry know. • Noted conversations are occurring related to parking downtown. Street parking is filling up, while parking garages have capacity. He anticipates terminating the emergency ordinance related to parking enforcement so that these efforts can start again. • Noted the joint meeting held with the County on the landfill and related issues. There were concerns expressed about the opposing viewpoints between the City and County on this item. Staff’s planning and environmental comments related to the site are being forwarded to the County Manager for additional consideration. The City Manager plans to meet with the County Manager to continue the discussion about alternative sites for the behavioral health center. • Noted that staff was able to follow up with Neighbor-to-Neighbor to ask about the difficulty some mobile home residents were experiencing related to the rental assistance program. Neighbor-to- Neighbor identified that some of the Spanish-speaking residents had some technology barriers that needed to be addressed. The program was adjusted to improve access for these individuals. • Suggested that an executive session related to the Northern Integrated Supply Project might be helpful. A special meeting will be scheduled for July 14 for a possible executive session related to this. A discussion item will be scheduled for July 21 to discuss staff comments related to the permit process. There was a question about the memo written by the Land Conservation Stewardship Board and about the process for getting this item on the Board’s agenda. Staff is asked to follow up. • Noted a meeting was held with Colorado State University (CSU) staff regarding revising the Intergovernmental Agreement related to the stadium. Once there is a list of major topics and a related schedule, information will be provided to Council. Mayor Pro Tem Stephens: • Noted an Interfaith Council meeting that was held yesterday. Mayor Troxel, Mayor Pro Tem Stephens, Councilmember Gorgol, and City staff members also participated. It was a good meeting. There was discussion about a Mi Gente video that was produced several years ago and a suggestion to make this available to the community. • Asked whether Council meetings were going to continue as a hybrid approach. Regular Council meetings are moving towards in-person participation based on the comfort of each Councilmember for doing this. Current thinking is that work sessions will continue to be remote. Staff presentation will continue to be given remotely. • Noted that a work session based on Black Lives Matter/Defunding the Police has been suggested. Councilmembers are receiving a lot of emails related to these items. There does not need to be a presentation by staff for this item, but rather a way for Council to have the conversation. It was noted Leadership Planning Team Meeting June 15, 2020 Page 6 of 6 that CSU should be involved in this conversation as well. This is expected to come up under Other Business at tomorrow night’s meeting. The agenda will be revised to reflect this. Mayor Troxell: • Noted language in a recent Order by Governor Polis related to local efforts to address issues of homelessness as they relate to COVID-19. Staff is asked to follow up and determine the impacts this might have on Fort Collins’ Occupancy Ordinance. Meeting adjourned at 10:07 a.m.
