Re: Week of June 8, 2020 Legislative Update
Background
With the COVID-19 pandemic, the Colorado General Assembly postponed work for over two
months. They have reconvened and are working on a limited number of bills with a primary
focus of right sizing the state’s budget given expected shortfalls and on criminal justice reform.
The legislature is expected to wrap up work for the 2020 session this week.
The Colorado Municipal League remains the City’s primary legislative advocate at the capitol,
but they are currently not hosting municipal caucus meetings. Given the fast-moving nature of
bills right now, staff is relying on them for any critical updates.
Two bills staff is watching closely:
The Long Bill (budget bill, HB 1360), which contains more than $3 billion in cuts to state
programs, and
Senate Bill 217, a police reform bill expected to become law that includes many changes
that may require changes to Police policies, practices and training. Its current form also
removes qualified immunity as a defense to violations of the State Constitution.
Federal Legislation
H.R. 6483 – CARE Act for those Without Homes – Congressman Neguse has
introduced this legislation which seeks to provide additional funding for Emergency
Solutions Grants for particular community needs associated with the COVID pandemic
including the purchase of hotel or motel rooms for homeless individuals and other non-
congregate shelter options. Given Council’s passage of Resolution 2020-033 and other
recent conversations, staff indicated that the City supports such legislation.
Criminal Justice Reform
Leadership Planning Team suggested that the Legislative Review Committee (LRC) take up the
topic of criminal justice reform. Staff’s recommendation and plan will be to include this in this list
of topics for updating the Legislative Policy Agenda for 2021, which the LRC will take up in the
fall.
