HomeMy WebLinkAboutMinutes - Read Before Packet - 6/9/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - June 8, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 08, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by phone call), City Manager Darin Atteberry (by phone call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video-conference call), Judy Schmidt, Senior Assistant City Attorney (by video-conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Monday, June 8, and the following summarizes the discussions that began at 7:40 a.m. June 9 Adjourned Meeting and Work Session: The June 9 agenda items were reviewed. • There was brief discussion about meeting logistics and, since Council will not be taking action on any items, the meeting will be held remotely. • Staff Report – staff will be providing an update on continued planning efforts that have occurred related to transitioning Northside away from being a shelter and will provide information on potential exit strategies. There was some discussion about camping on residential property and whether this was a viable plan. There was also brief discussion about camping enforcement. These items are expected to be addressed as part of the staff report. • Council Committees – City Attorney Daggett noted that it would be helpful for the Mayor and City Manager to confirm their determination and intent about the need for Council Committees to meet remotely. The Mayor and City Manager agreed and asked that these notes report their determination that, until further notice while the local emergency continues, it is necessary and appropriate for Council committees and other subgroups of Council to use remote technology to conduct meetings in order to carry out their business, in light of the COVID-19 public health emergency and related public health orders and guidance. The opportunity for continuing remote participation for various meetings was discussed. Going forward, staff will be discussing and evaluating the practicalities of using technology to allow for remote participation in meetings as a way to provide flexibility and enable additional participation. Appropriate resourcing was noted as something necessary to ensure the meetings function effectively. • Poudre Fire Authority (PFA) – Timing of the work session was discussed. It is expected to start by 7:00 p.m. All members of the PFA Board and District Board will be informed. Should Council finish the adjourned meeting prior to 7:00 p.m., Council will take a break until then. Mayor Pro Tem Stephens has been acting as the Chair for this Board and received accolades for her work. Relationships on the Board are good. Council is likely to hear concerns related to budget and the possible Mulberry annexation. Leadership Planning Team Meeting June 8, 2020 Page 2 of 5 • Parks and Recreation Master Plan – There was a question about whether all facilities and parks have been opened; not all. The following facilities have opened: o Skate parks (other than at Northside). o Dog parks. o Lee Martinez Farm. o Gardens on Spring Creek. o Golf courses, including driving ranges. o Disc golf. o BMX and bike courses. o Archery range. o Horseshoe pits. o Tennis and racquetball courts. o Park restrooms. o Picnic shelters and sports fields in limited capacities. o Some recreation facilities and programs are working on a phased opening, starting on June 8. Details on opening playgrounds and allowing programming for team sports are still being developed based on Larimer County Health Department guidelines. Triple Crown has approached the City with interest on bringing some tournaments to town. It was noted that certain things, such as the City Park Pool, may not open due to guideline limitations and resulting budget implications. Staff will keep Council informed as more information becomes available. June 16 Regular Meeting: The June 16 agenda items were reviewed. • This meeting is expected to have most Councilmembers present with opportunity for the public to provide in-person comment. Participating remotely will still be an option. • Community Solar Farm – This is a good news item as the Utilities will be managing all aspects of the program and will provide better customer service and simplified internal processes. The transition will include a new customer agreement that maintains the current credit structure under time of day rates. The new arrangement will continue to recognize the ownership individuals have of their panels. • Staff Report on Priority 1 Calls Metric – There was discussion about whether this was the right time to bring this item forward in light of the nation-wide protests against police. The item does stress the critical nature of policing and involves others including the fire department and emergency services personnel. There was discussion about the numerous requests that have been received related to defunding the police and how our budgeting process focuses on outcomes versus specific departments. Staff should be prepared to speak to this as part of the item. • COVID Update related to Workforce Development – Adam Crowe from Larimer County and SeonAh Kendall, the City’s Economic Recovery Manager, will be providing the report. Leadership Planning Team Meeting June 8, 2020 Page 3 of 5 • Selection Committee for Boxelder Basin Regional Stormwater Authority (BBRSA) – This item designates two Councilmembers to a committee that will be charged with identifying a jointly appointed member to the BBRSA. Martina Wilkinson continues to serve on the Board in the interim. 6-Month Calendar Continued: • June 11 o Joint City Council/County Commissioner Meeting regarding the landfill site has been added to the calendar. • June 16 o Emergency Ordinance related to camping on private property has been added to the calendar. o Boxelder Basin Regional Stormwater Authority Nominating Committee has been added to the calendar. • June 23 o Work session was canceled. The time has been reserved for an adjourned meeting if needed. • June 30 o 5th Tuesday; no meeting is scheduled. • July 7 o Meeting is canceled due to the July 4 holiday. • July 21 o Water’s Edge Metro District Public Benefits Agreement was added to the calendar. The upcoming budget process was discussed. The budget structure is expected to stay the same with offers going to the various outcome areas approved by Council. Work sessions and public hearings will occur as has been done in previous years. No outcome teams will be formed this year; however, staff will provide Council with information on the expected public engagement process once it is available. City Clerk Coldiron: • Noted that there is no demographic information for existing boards and commissions since we do not request this as part of the application process. So, there is no information we can provide on the demographics of the Citizen Review Board requested by Councilmember Gorgol. Since building diversity on boards and commissions is a goal of the Reimagine project, staff will continue to explore how we can incorporate this while complying with applicable legal restrictions. Deputy City Manager DiMartino: • Noted in response to a question that Forestry received only 8 calls regarding public trees damaged in the recent storm. The City faired much better than our neighboring communities in this regard. Leadership Planning Team Meeting June 8, 2020 Page 4 of 5 City Manager Atteberry: • Noted that Colorado State University (CSU) made some public statements about their budget. He added that CSU has been very intentional with their choice about keeping people employed to help assist with community economic recovery. • Noted that the City is considering options such as furlough days or a freeze on City retirement contributions to help ensure no deficit spending for 2020. More information will be shared with employees this week to collect feedback. The City Manager and Executive Leadership Team will finalize decisions and notify staff by June 30. • Noted that the Poudre School District Board will be discussing the IGA related to School Resource Officers (SRO) this coming Tuesday. It is also expected that they will discuss their financial contribution to the City for SROs given that the COVID crisis has resulted in many of them being reassigned to community police work. • Noted the City is working on enhanced education and business support tools around facial coverings. He stated that he has heard from many business and restaurant owners about this requirement who have encouraged him to continue this. General indication from the Larimer County Health Department is that this requirement will stay for some time. • Noted that staff continues to work with management from Raising Cane’s to try to resolve the traffic issues that are occurring. There is a meeting scheduled for later today. It is expected that they will open their dining room soon which will help some. But this is not expected to completely resolve the issue. • Noted a chalk message indicating “Black Lives Matter” was mistakenly removed from an Oak Street sidewalk in response to a graffiti complaint. Larry Schneider, Director of Transportation Operations, provided an apology. It is attached. • Noted the upcoming joint meeting of City Council and the County Commissioners regarding the landfill site. It is scheduled for Thursday, June 11, from 5:00 p.m. to 7:00 p.m. • Noted positive feedback he is receiving on the expanded outdoor areas for restaurants and requests to continue this for a longer term. • Noted the soapbox article he wrote for the Coloradoan entitled “In the City: We share a responsibility to dismantle systemic racism.” He has received a lot of good feedback related to this. Mayor Pro Tem Stephens: • Noted she has received a lot of requests to defund the police. She asked about the Citizen Review Board and whether these meetings are public. The City Manager noted that there is a portion of the meeting that is public and allows for citizen participation. The Board then meets in executive session to review specific cases. Leadership Planning Team Meeting June 8, 2020 Page 5 of 5 Mayor Pro Tem Stephens noted that people are sharing some concerns about the police; however, are also sharing concerns about equity in general and budgets. The comments are not necessarily related to abolishing the police but having more money available for social issues. Criminal justice reform has been part of the comments as well. She encouraged the Legislative Review Committee to look at whether there are opportunities for the City to support this type of legislation in an effort to help the community. Sharing City success stories for things such as our Restorative Justice Program was recommended. She added that a multi-pronged approached is needed to address this. • Noted that she and the Mayor met with several mobile home residents. They raised some concerns about their access to rental assistance provided by Neighbor to Neighbor; staff is asked to follow up. She also mentioned a couple of young people who participated in the conversation who were well spoken about the various issues they are facing. She encouraged them to apply for a spot on the Youth Advisory Board and noted that we should be intentional about reaching out to mobile home park residents to generate interest. Mayor Troxell: • Noted a proclamation he signed on June 4th proclaiming the City’s commitment to institutionalizing equity, inclusion and justice in the City of Fort Collins and encouraging our community to work with Council and each other to improve racial equity in Fort Collins. A video was done as the Mayor read the proclamation. It can be found on the City’s website under the News section. Meeting adjourned at 10:14 a.m.
