Hodges, Larimer EOC Manager REPORT DATE/TIME: 05/10/2020 0900 MST INCIDENT NAME: Larimer County COVID-19 Response INCIDENT START DATE/TIME: 03/09/2020 11:00MST INCIDENT LOCATION: Larimer County LARIMER OEM OR EOC POC NAME/CONTACT INFO: Lori Hodges (303) 656-3214 [mobile] hodgeslr@co.larimer.co.us CURRENT SITUATION: DESCRIPTION: The Larimer County Emergency Operations Center (EOC) has been activated for 63 days and continues to respond to the effects of the Novel Coronavirus 2019 (COVID-19) pandemic. The CO Department of Public Health and Environment issued a Public Health Order based upon the Governor’s Office “Safer at Home” Order on April 27, 2020. Because each county has different requirements and guidelines in addition to the state orders, the Larimer County Department of Health and Environment (LCDHE) has provided detailed information for Larimer County organizations and community members which can be found on the larimer.org/coronavirus website by clicking on “Safer At Home Phase.” As part of the Safer at Home Order, Larimer County must create a Suppression Plan, outlining how the county will continue to monitor the effects of the virus and how the county will adjust our response if/when we see a resurgence of the virus in our community. The Larimer EOC spent a great deal of time this last week in developing the Suppression Plan and the Public Health Director has submitted it for comment and approval to the Board of Health and our local hospital systems. Once approved, the plan will allow Larimer County to apply for variances to the Safer at Home Order where appropriate for our community. LARIMER COUNTY | OFFICE OF EMERGENCY MANAGEMENT P.O. Box 1190, Fort Collins, Colorado 80522-1190, 970.498.7010, Larimer.org May 14, 2020 TO: Mayor & Council FROM: Darin Atteberry FYI /sek 2 The COVID-19 Recovery Manager and our Economic Development partners have worked with the business community over the last two weeks to develop best practice suggestions for how businesses can begin to re-open. In many cases, modifications will need to be made to how we are used to doing business, but this collaboration has brought forth multiple excellent suggestions for how to do this in a manner that benefits business owners and workers while keeping the community as safe as possible. Variance suggestions will be made to the CO Department of Health and Environment as soon as the Suppression Plan is approved and as appropriate while we transition to a phase in this disaster of living with the virus in our community. ACS at the Ranch: The Ranch Alternate Care Site (ACS) was turned over by the U.S. Army Corps of Engineers to the State of Colorado on Friday, May 1st, as substantially complete. The Larimer EOC continues to work with the State of Colorado on additional areas that need to be completed before the site can open. The recent Stay at Home Order reduced peak infections and flattened the curve allowing the hospital systems to manage hospital admits from the COVID-19 virus. Therefore, the opening date of this facility has been extended to June 11th. Evacuation & Sheltering: As we enter into severe weather season and the peak of wildfire season, we want to ensure that community members are prepared for sheltering and evacuations in our new COVID-19 environment. No community member should hesitate to evacuate when necessary for public safety. Public messaging was pushed out Monday in conjunction with the Larimer Emergency Telephone Authority and the American Red Cross with instructions for the public on how evacuations will be conducted in a COVID environment. Information can be found on the Larimer OEM webpage at: www.larimer.org/emergency/evacuees. Testing: Larimer County held another public drive thru testing site at the new CSU location on Friday with 64 people signed up to receive tests. Testing for asymptomatic contacts of presumptive positive cases at this site is now available. Persons who want to receive this testing will also need to pre-register. This site is available for testing operations until July 31st, at which time availability will be re-evaluated with CSU. Testing also continues to be available for first responders, healthcare workers, critical infrastructure personnel, and Tier 2 patients needing testing (on a case-by-case basis). LCDHE has trained a number of staff to conduct specimen collections as well. Recovery: The Recovery Manager and Larimer OEM Director reached out to county and municipal partners this week to discuss the structure of the Long-Term Recovery Collaborative and receive feedback. This structure will be operating cross-sectorally and will be an ongoing collaborative effort. The following page outlines the proposed structure of the recovery collaborative. All three are now cleared. Civilians: Larimer currently has 459 positive test results, 20 fatalities which includes probable COVID- related deaths. 4 Outbreaks. That phone line is (970) 221-5551. There is also a 24/7 crisis hotline established at (970) 494-4200. Larimer County PIO continues to provide messaging and communication as the event evolves. The key priority for this team continues to be providing education to the public regarding the Safer-at- Home order currently in place. Colorado Mask Project: On Friday, April 3rd, the Governor announced that Colorado residents should wear CLOTH masks whenever they leave their residence to do essential tasks. The Governor stressed that N95 and surgical masks should not be used by anyone other than medical personnel to save PPE supply. This campaign is being called the “Colorado Mask Project.” More information, including how to create cloth masks, can be accessed at www.coloradomaskproject.com. Larimer County EOC is working with municipalities on what this means and provides consistent messaging. 9 Current State of Colorado and Larimer County Public Health Orders On April 26, 2020, Governor Polis issued a state-wide “Safer at Home” order which allows for phased re-opening of Colorado communities. This Executive Order implements a number of measures that will allow many Coloradans to return to work while we maintain a sustainable level of social distancing. In particular, this Executive Order continues Social Distancing Requirements for all Coloradans and stay at home requirements for Vulnerable Individuals, permits the limited reopening of postsecondary institutions and certain business operations, and orders the Executive Director of CDPHE to amend or issue public health orders (PHO) consistent with the directives in this Executive Order. This Order went into effect on April 27, 2020 and remains in effect for 30 days. On May 3, 2020, Larimer County Public Health issued a face covering order. This order requires that all employees who interact with the public or other employees are required to wear face coverings. All individuals entering or in line to enter businesses must cover their nose and mouth by wearing a mask or other form of facial covering. Businesses include but are not limited to schools, recreational facilities, retail businesses, manufacturing, places of worship, and personal service establishments.
