HomeMy WebLinkAboutMinutes - Read Before Packet - 5/12/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - May 11, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 11, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City Manager Darin Atteberry (by video-conference call), Deputy City Manager Jeff Mihelich (by video-conference call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video- conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Monday, May 11, and the following summarizes the discussions that began at 7:05 a.m. May 12 Adjourned Meeting and Work Session: The May 12 agenda items were reviewed. • Executive session related to landfill issues – The Mayor noted that he has a phone call with the chair of the Wasteshed Committee scheduled for later today. Providing an update on landfill issues, the proposed behavioral health building and the composting site at an upcoming Work Session was recommended. Larimer County Commissioners and related staff should be invited to participate. • COVID Update – An update from a small business perspective is expected as part of this item. City Manager Atteberry noted that he has spoken to a representative from Front Range Community College and he would welcome the opportunity to provide an update from the perspective of community colleges. He will be invited at the same time President McConnell comes to share an update from Colorado State University related to COVID response and related activities. • Poudre Fire Authority (PFA) – This is an opportunity for Poudre Fire Authority to share their annual report and overall status update. It was noted that the Authority is doing well and is financially sound. Some impacts related to COVID are expected. May 19 Regular Meeting: The May 19 agenda items were reviewed. • Hemp Extraction – It was noted that this item cleans up an unintentional restriction placed on commercial businesses involved in the extraction of industrial hemp which is allowed by the Uniform Fire Code. State law allows for the cultivation, extraction, processing and manufacturing of industrial hemp and industrial hemp products. PFA has been unable to process applications that have been received by businesses interested in performing industrial extractions. The restriction was intended to apply to residential applications only. There was a question about whether this changes any zoning designations; no. There was a question about whether this includes marijuana extraction; no. Staff is asked to include information in the agenda item summary to clarify these things. Leadership Planning Team Meeting May 11, 2020 Page 2 of 4 • Emergency Ordinances approved by the City Manager – The only item currently included is a regulation that modifies the Community Development Block Grant (CDBG) process related to emergency funding that has been received. It exempts these funds from having to follow the normal CDBG process. • Permanent Waterline Easement in Maxwell Natural Area – There was a question about whether this is related to Hughes Stadium; no. This item pertains to a failing waterline that needs to be replaced to ensure water service delivery to existing residents. • Hughes Stadium Rezoning – There was a question about whether this meeting would be held with Council in-person; yes. Based on the Ordinance that was passed last Tuesday, a quorum of Council needs to be present in order to move forward on this item. It is expected that at least a quorum of Council will be present, and that masks and appropriate social distancing will be utilized. Staging for individuals who wish to speak at Council will be done in the lobby, in the CIC room, at the Operation Services building and at the 222 Laporte Avenue building as needed. Remote participation will continue to be encouraged as the preferred method for providing feedback to Council (online, phone and email). Councilmembers in Chambers will be able to see those participating remotely through Zoom on the monitors on the dais. Staff will ensure that all protocols are being followed with regard to facility cleaning, running water, etc., prior to the meeting. • Utility Billing System – This funding request is for the new billing system and is necessary for final configuration and related efforts to consolidate all utility bills and to get the desired level of functionality. This has been a complicated issue that has taken more time and resource than initially expected. • Harmony Gateway Plan – Staff has suggested that this item move to June 16 because the May 19 agenda is expected to be heavy. The key landowner supports this postponement. Because this is a second reading item that had been postponed to this date, this item will be added to the May 19 consent agenda to get Council’s approval to move it to the June 16 agenda. 6-Month Calendar: • May 26 o Mid-Year Reviews of the City Manager and City Attorney – The City Manager and City Attorney have met with the Chief Human Resources Officer about the expected process. The reviews will be done remotely through Teams. • June 9 o Parks and Recreation Master Plan was added to the calendar (moved from May 12). • June 16 o Harmony Gateway Plan was added to the calendar (moved from May 19). • June 25 o Urban Renewal Authority Meeting was added to the calendar. Leadership Planning Team Meeting May 11, 2020 Page 3 of 4 6-Month Calendar Continued: • July 2 o Possible executive session to discuss broadband issues was added to the calendar (Moved from June 2). Deputy City Manager Mihelich: • Noted that staff facilitated a meeting with Boxelder Sanitation District and Montava representatives. They are making progress. Another meeting is expected in the next couple of weeks. • Noted a process is being developed to recruit for the City/County joint appointment to the Boxelder Basin Regional Stormwater Authority. In the meantime, staff has confirmed that Ms. Wilkinson can continue on the board until a replacement has been identified with no action from Council needed. A memo providing more information about the process will be included in Council’s Thursday packet. Deputy City Manager DiMartino: • Noted that the City Park train is nearing completion in terms of construction. The fabricator will be storing the train for us until next summer for $300/month. At that time, staff will re-evaluate inclusion of the train as part of City Park refresh efforts to determine next steps. Selling the train is an option that will be considered if it is decided not to incorporate it into City Park. • Noted that efforts are continuing to explore alternatives for possible July 4 festivities. Finding ways to engage neighborhoods and to build community in new ways are a focus. On a related note the Mayor stated that he saw many families coming together for Mother’s Day and doing outside activities on their driveways. He suggested this might be a way we could recast Neighborhood Night Out. • Noted that staff will be moving forward with the Cyclo-Cross track in Rossborough Park based on the successful pilot project. • Noted that the thank-you banners for front line staff have been installed around town and have been included on many Transfort busses. Thank you to Elevations Credit Union for its generous donation in this regard. City Manager Atteberry: • Noted that he and staff are working with Tom Gonzales, Matt Robenalt and others to see about opening up some public space for restaurants to use. Perhaps something similar to Open Streets could be used for this. The concept is being considered County-wide. Leadership Planning Team Meeting May 11, 2020 Page 4 of 4 Mayor Pro Tem Stephens: • Attended a Northern Front Range Metropolitan Planning Organization meeting last week. Some concern about I-25 funding was expressed; however, they did receive some level of confirmation that the improvements that have been started will be finished. • Noted a Governor’s recovery group related to transportation has been established that will be led by Frederico Pena and Betsy Markey. Updates on related efforts will be provided as they become available. • Noted an article she read about university cities and their ability to recover faster than others; good news! Mayor Troxell: • Noted an interview he did with Channel 9 News on the funding received by the Northern Colorado Regional Airport for capital improvements. • Participated, along with Mayor Pro Tem Stephens, on a call with Representative Neguse related to Cares 2.0. Funding for smaller cities is expected to be included. Action on this legislation is expected this week. • Noted the Conference of Mayors is collecting information on impacts related to the COVID emergency. Information on furloughs and expected budget cuts is being collected for all cities who want to participate. He encouraged the City to participate in this effort. • Noted there is a Futures Committee meeting scheduled for later today. Staff plans to reschedule the meeting to 4:30 p.m. to help alleviate some scheduling concerns. Meeting adjourned at 8:45 a.m.
