RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City
Manager Darin Atteberry (by video-conference call), Deputy City Manager Jeff Mihelich (by video-conference
call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video-
conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Tuesday, April 28, and the
following summarizes the discussions that began at 12:05 p.m.
This is a continuation of the Leadership Planning Team meeting from yesterday, April 27, 2020.
May 5 Regular Meeting:
• A discussion item for Hughes Stadium will be added. This item was moved to the May 19, 2020 agenda
during a previous meeting but is not authorized for consideration under the Ordinance Council adopted
last week outlining temporary procedures for remote participation. This will enable Council to decide in
advance whether this item can move forward at the May 19, 2020 meeting, in case there continues to
be partial or full remote participation for that meeting.
6-Month Calendar:
• May 12, 2020
o Possible executive session to discuss environmental issues at the landfill was added to the
calendar (moved from May 5).
• June 16, 2020
o Competitive Funding Process Recommendation for Affordable Housing and Human Services was
added to the calendar.
City Clerk Coldiron:
• Provided a correction from last week’s notes: the $1M identified in COVID costs does not include lost
revenues due to facility closures. It only includes the expenses associated with paying the employees of
closed facilities, plus the direct response activities.

• Asked for guidance on whether recruitment and interviews could be done for the Commission on
Disability and the Parking Advisory Board; both remain under quorum. There was interest in moving
forward with this so these boards would be able to meet and conduct business once all restrictions were
lifted.
Deputy City Manager DiMartino:
• Noted that staff (at the request of Poudre Fire Authority) is recommending a Code clean-up item related
to hemp extraction be placed as a consent item on the May 19 Council agenda. There is currently
language in the City Code related to hemp extraction that unintentionally overrides the Uniform Fire
Code (inside city limits), so PFA is unable to issue permits to extraction businesses that would otherwise
qualify to operate in the city. The change would clean up the code to allow PFA to issue permits to
businesses that pass inspection in accordance with the Uniform Fire Code. Residential extraction would
still be prohibited.
Deputy City Manager Mihelich:
• Noted that Larimer County staff met with GSI about their request to temporarily reduce the Landfill tip
fees. The item will now be messaged up to the Board of Commissioners for their consideration.
• Noted that due to the pandemic, Bike To Work Day has been rescheduled from June to September.
• Noted that Theresa Connor has been appointed as Interim Executive Director of Utilities beginning May
2. She will spend this week with Kevin Gertig focusing on knowledge transfer.
City Attorney Daggett:
• Asked about whether the Colorado Municipal League conference was still occurring in June. Changes
are being negotiated now; it is anticipated that this will move. More information will be shared once it
becomes available.
City Manager Atteberry:
• Provided an update on a Connexion complaint regarding a broken water line. The line that broke was
abandoned and not located. The water line was capped off but still pressurized. Things have been
resolved. Additional details can be provided if requested.
• Noted that with the conclusion of the Stay-at-Home order, efforts are underway to close the temporary
outdoor shelter and eliminate camping at Heritage Park. There is adequate capacity indoors at various
facilities to accommodate all individuals that are currently camping. Moving people indoors will help
ensure a more safe, hygienic environment for all. Accommodations for homeless individuals who are
showing COVID-like symptoms are available at a facility on Myrtle Street and a local church. Anyone
who has tested positive for COVID-19 is taken to the hospital. Staff will be prepared to speak about this
at tonight’s meeting.

• Noted that staff has reviewed all complaints received about inadequate ADA requirements at the
Northside facility. There are no existing violations.
• Noted an open records request that had been received related to how the Halligan project ended up
part of America’s Water Infrastructure Act of 2020. Staff’s understanding is that this was added by the
legislators as part of their normal process. Anything that has reached the environmental impact phase
and is getting ready for construction is included in these types of bills.
• Noted banners to thank front-line workers are being hung throughout the community. Elevations Credit
Union provided the funding through CityGives. Associated artwork is attached.
• Noted that Neighborhood Night Out has been postponed to October.
• Noted he is considering whether it would be prudent to issue a requirement for people to wear masks
whenever they are in local businesses and is seeking Council’s feedback on this. More discussion is
expected on this item tonight.
Mayor Pro Tem Stephens:
• Asked about a resident’s email received about the process used for NISP and whether boards and
commissions were given the opportunity to provide comments. Staff noted that the City has been
working with the County on a Site Plan Advisory Process where comments were provided; however, no
recommendation was provided. Additional follow up will be provided to Council about this process.
Mayor Troxell:
• Noted he spoke with Weld County Commissioner Scott James about their plans to relax COVID-19
restrictions and shared City concerns related to this.
• Participated in a call with the Larimer County Health Department today. They shared that testing
capabilities are increasing and efforts related to social tracing have begun in an effort to learn how to
isolate outbreaks and respond accordingly.
• Met with the Youth Advisory Board members who attended the National League of Cities conference to
review the power point they put together to report out on their experience. The students were very
complimentary of all who were involved with them and of the activities they participated in; it was a
great experience. Their power point will be provided to all Councilmembers.
• Continues to meet with the northern Colorado mayors. This has given all an opportunity to share
information and build relationships with the new elected officials.
• Participated in a DOLA meeting on Friday morning where CARES 1.0 funding was discussed. Distribution
of the funds is still being sorted out.

• Participated, along with Mayor Pro Tem Stephens, in Governor Polis’ recent webinar where upcoming
actions/changes were discussed. It was noted that Councilmember Pignataro requested an update on
this webinar. Information related to this will be shared at tonight’s meeting
• Participated, along with Mayor Pro Tem Stephens, on a call with Representative Neguse on CARES 2.0.
This is expected to be considered sometime next week. He noted the great leadership being shown by
Representative Neguse and applauded the influence he is having for northern Colorado and Fort Collins.
• Has joined a group called Colorado Concern that includes CEOs from across the state, and their staff,
who are developing recommendations related to upcoming infrastructure bills. Work is being done
around several topics including: transportation, energy and environment, communication, education
and healthcare. He is participating on the group focused on energy and environment.
