HomeMy WebLinkAboutMinutes - Read Before Packet - 4/21/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - April 21, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 21, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City Manager Darin Atteberry (by video-conference call), Deputy City Manager Jeff Mihelich (by video-conference call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video- conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Tuesday, April 21, and the following summarizes the discussions that began at 8:00 a.m. This is a continuation of the Leadership Planning Team meeting from yesterday, April 20, 2020. April 21 Regular Meeting and Electric Utility Enterprise Board: • COVID-19 Staff Report – The City Manager noted that this item will focus on Fort Collins’ interpretation and response to the Governor’s press conference given yesterday. It will touch on the expected path forward for the near future and build the expectation that it will take some time to get back to our new normal. On a related note, the City Manager mentioned that staff is working on allowed group sizes moving forward and what this means for Council meetings, events and summer programs. It is likely that most summer programs, activities and gatherings will be canceled. City Clerk Coldiron: • Noted that the Calls of Special Meeting were signed and posted. These relate to the interviews Council will be conducting on Wednesday, April 22nd, for the Chief Judge position. Deputy City Manager Mihelich: • Noted that staff is working on the NoCo Recovers item (listed on calendar as COVID-19 Update) for the April 28, 2020 Work Session. The presentation will highlight the extraordinary efforts that are being done to support the community during this time. City Manager Atteberry: • Noted an upcoming meeting scheduled for 10 am on Thursday with Alan Rudolph, Vice President of CSU Research, Tom Gonzalez, Director of the Larimer County Health Department and others related to COVID response, testing and related activities. He plans to participate along with Mayor Troxell. Leadership Planning Team Meeting April 21, 2020 Page 2 of 3 • Noted that the Governor has indicated that none of the initial CARES funding received by the State will be distributed to local municipalities. The Colorado Municipal League, Congressman Neguse and others have been advocating for this to change. Congressman Neguse is sponsoring a separate bill that includes funding for smaller municipalities; he is representing our interests well. Mayor Troxell noted that the update given at the Council Finance Committee related to CARES funding was helpful. • Noted that as of last Friday, the City’s hard costs related to COVID are approximately $1M. This includes lost revenues due to facility closures and direct response activities. Personnel costs are included for those employees providing direct response/services only and do not include all the indirect costs of many staff who are spending significant hours on response and recovery. • Noted an exit strategy has been developed for Northside Aztlan Center and Heritage Park. It will be shared once it is finalized. High level messaging is being provided to interested residents in the community. A successful transition for these areas is a high priority for the organization. • Noted Transfort’s share of the federal grant funding is $8.7M. Staff is working on a strategic plan for how to allocate the funds. Recovering general fund losses and expanding services in certain areas, as well as adding additional busses, routes and bus rapid transit on West Elizabeth are being considered. • Noted that an electric billboard is being proposed in the County at I-25 and Harmony (northwest quadrant). It would be located on State property. Comments and justifications through a detailed staff report will be provided to the County as this moves through the development process. There was discussion about what the City might be able to do to have more ability to regulate these types of things, especially in City gateway areas. Amending the City’s intergovernmental agreement with the County would be a good way to accomplish this. Mayor Troxell: • Thanked Mayor Pro Tem Stephens and Councilmember Gutowsky for their efforts related to the Chief Judge interviews done by the ad-hoc Council committee. Three very good, viable candidates have been moved forward for Council interviews on April 22, 2020. He also thanked Teresa Roche, Catherine McGowan and Jenny Lopez-Filkins for their efforts. • Noted the Streets back-up generator project discussed at the Council Finance Committee and his hope that distributed energy would be integrated into the plans. • Noted the Thunderbirds flyover that occurred on Saturday; awesome! He wondered if something like this might be an alternative to normal July 4 festivities given that these will likely not occur. • Noted the COVID response and messaging that has occurred in Fort Collins and how effective our efforts have been. This is apparent as you compare to others, such as Weld County, who have vastly different numbers. He encouraged all to continue with the same level of diligence and with the good and balanced approach that has been taken. The email was shared with City Leaders. Meeting adjourned at 9:11 a.m.
