It also highlights your specific involvement. Please note that all Council members will receive finalist candidate materials on the evening of Monday, April 20. The document on the finalist’ materials may be 80 pages. Please consider blocking off time to review these materials prior to your scheduled interviews on Wednesday, April 22 starting at 7:30 am. Three-Day Schedule: Monday, April 20 • The Ad Hoc Committee members will interview the six top candidates with the goal of narrowing the pool from six to four or fewer finalists. The April 20 meeting agenda is attached along with the draft minutes from our April 13 meeting. • Following their decision, all Council members will receive remaining finalists’ materials for interview preparation including: o Cover Letter, Resume and Interview Responses o Stakeholder Themes and Insights o Chief Judge Traits o Short video response from each candidate to the question: Why do you want to be the next Chief Judge at the City of Fort Collins? o Interview Guidance Document and Matrix Tuesday April 21 • Remaining four or fewer candidates will participate in the following events: o Welcome with Catherine and Teresa o 1x1 with Carrie Daggett o 1x2 with Darin Atteberry and Teresa Roche o Q&A with Court Administrator Patty Netherton and Deputy Court Administrator Chad Thompson. Candidates will receive a short video “tour” of the court in advance. • Candidates are invited to watch Council in the evening. Wednesday, April 22 • The full Council will interview each candidate individually. Semi-structured interviewing format; guidance document and matrix will be provided. o First two interviews at 7:30 and 8:00 am o Final two interviews at 4:30 and 5:00 pm o Zoom invites forthcoming. o As this is a public meeting, members of the community may choose to observe these four interviews with the Council. o There will be an opportunity for Council to debrief these interviews and to discuss feedback from other interviews during the April 28 executive session. TR • Candidates will participate in two structured panel interviews representing internal and external perspectives. • All Council members, stakeholders, City staff and members of the community are invited to attend the virtual Public Forum from 6:00 pm to 7:30 pm. o Community members are invited to submit questions in advance and offer feedback on the City’s landing site at ourcity.fcgov.com/chief-judge o The Zoom session will be recorded and will be available on demand following the Wednesday session in addition to being broadcast on FCTV. o The public forum is being publicized in this Sunday’s Coloradoan, the City’s social media sites, the fcgov home page, the COVID daily newsletter and we have sent email invites to several stakeholders, all Board and Commission members and City staff. o Council members are encouraged to invite interested constituents to participate in the Public Forum; the 4/15 News Release is attached for your convenience. Chief Judge Recruitment Ad Hoc Council Committee Minutes April 13, 2020 3:30pm to 4:53 pm Members in attendance: Mayor Wade Troxell; Mayor Pro Tem Kristin Stephens; Council Member Susan Gutowsky; Teresa Roche, Chief Human Resources Officer; Jenny Lopez Filkins, Senior Assistant City Attorney; Catherine MacGowan, HR Business Partner; Lynda Byrnes, HR Business Support; Edward Williams, Executive Recruiter- BakerTilly. A meeting of Chief Judge Recruitment Ad Hoc Council Committee (“Committee”) was held virtually via Zoom on Monday, April 13, 2020 at 3:30 pm. Mayor Troxell calls the meeting to order at 3:31 pm. Based on Emergency Ordinance Number 054, 2020, Mayor Troxell determined it would not be prudent for all committee Councilmembers to be present physically due to a health emergency. Mayor Troxell determined that the meeting should proceed virtually because the matters being discussed are pressing and require prompt action by City Council. Mayor Troxell asks for approval of March 30, 2020 minutes Mayor Pro Tem Stephens moves to approve the minutes. Ms. Gutowsky seconds. All in favor? Each votes in favor. No one from the public is in attendance at the meeting, thus no public comments. Mayor Troxell asks for consideration of a motion to adjourn into an executive session. Ms. Roche proceeds with the last agenda item of the day which is reviewing final selection activities, virtual panel interviews and public forum. Teresa says staff will publicize the public forum in partnership with communications and public information office to get the word out starting this week. Ms. MacGowan adds that the landing page where all the information regarding public forum also includes a place where the public is encouraged to submit questions for candidates prior to forum These questions will be vetted beforehand as there will be no live opportunity for questions. Ms. Roche suggests the committee close with a moment of appreciation Mayor Troxell: It’s been a good process with a good team and good candidates and at good point to take the process forward to council and the public, and he is thankful. Mayor Pro Tem Stephens: found the process informative, happy to have all the information and grateful for the process being laid out so well Ms. Gutowsky: grateful for having such a transparent process. Community members are invited to view the forum live online and may submit questions for consideration in advance. The virtual event will offer insights into the experience, leadership philosophy and judicial demeanor of the candidates. Viewers will be invited to share their feedback for City Council’s consideration. The link and instructions to view the forum will be posted at ourcity.fcgov.com/chief-judge in advance of the event. Community members can submit questions for consideration by Monday, April 20 at ourcity.fcgov.com/chief-judge or by emailing cmacgowan@fcgov.com. Questions will be vetted by the City’s Human Resources staff and may be asked during the public forum or during panel interviews earlier in the week. Selection Process Final candidates will participate in interviews and selection events with stakeholders and the public the week of April 20. Due to COVID-19 public health considerations, all selection activities will take place virtually. Mayor Wade Troxell, Mayor Pro Tem Kristin Stevens, and Councilmember Susan Gutowsky were appointed by the full Council to serve on an ad hoc committee for the Chief Judge recruitment process. The ad hoc committee will interview the top six candidates on Monday, April 20, in order to narrow the candidate pool to four or fewer finalists to move forward to selection activities on April 21-22. The schedule for the virtual ad hoc committee interviews will also be posted at ourcity.fcgov.com/chief- judge. Ad hoc committee members will consider a motion to go into executive session for the purpose of discussing personnel matters involving the evaluation and selection of Chief Judge finalist candidates and if the motion passes, the candidate interviews will take place in executive session. No decision will be made in execution session. Any decision about finalists will be made in open session after the executive session concludes. The City launched a statewide search in early 2020 to prepare for the departure of Chief Judge Kathleen Lane, who has led the department since 1989. The position is responsible for leading the judicial branch of city government according to the ordinances adopted by City Council and is one of three City leadership positions appointed by Council.
