RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City
Manager Darin Atteberry (by video-conference call), Deputy City Manager Jeff Mihelich (by video-conference
call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video-
conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Monday, April 13, and the
following summarizes the discussions that began at 7:07 a.m.
April 14, 2020 Adjourned Meeting and Work Session
The April 14 agenda items were reviewed.
Adjourned Meeting:
• Remote Participation in Certain Meetings – There was significant discussion on this item. Highlights
include:
o Request for staff to verify that both the State and County executive orders define construction
and related activities like real estate as an essential service; a read-before memo should be
provided.
Construction is an essential service; requires development review, real estate,
architects, engineers, legal and related services to get to the point where this can occur.
Without allowing any quasi-judicial items to move forward, the City’s role in advancing
these essential services cannot be carried out.
• A list of types of projects that are currently in the City’s pipeline was included in
the agenda materials. Staff is asked to provide information on the impacts
related to a continued delay of quasi-judicial items; a read-before memo should
be provided.
o Technology options continue to be researched, tested and refined. Zoom has been selected as
the platform moving forward and, although more testing is planned, staff expects that this
solution will enable quasi-judicial hearings and provide a satisfactory level of public
engagement. Although in-person comment will not be possible, engagement online and by
phone will be available; people can continue to submit emails as well.

It was noted that WebEx will continue to be the platform for the adjourned meeting on
April 14th, and Teams will be the platform for the Work Session. Zoom will be
implemented for committee meetings and for the April 21 Council meeting.
o Discussion about the need to maintain the public’s trust in the City’s processes and for this to be
a consideration in deciding how to proceed.
o Note that once stay-at-home orders are lifted and individuals can start meeting in person, even
if in small groups, public hearings can be scheduled for the more controversial quasi-judicial
items.
o Ordinances for consideration include an emergency ordinance or regular ordinance option (the
regular option would push projects into May). The ordinances allow “routine” quasi-judicial
items to move forward, but not those that raise more significant issues, including appeals,
zonings/rezonings and additions of permitted uses.
Additional options provided with the Agenda Item Summary include:
• A version that would eliminate all quasi-judicial items while allowing
neighborhood meetings; and
• A version that would eliminate all quasi-judicial items and neighborhood
meetings.
o Discussion on what constitutes an end to the declared emergency. Clarity is needed from
Council on this item.
Robust dialogue on this item is expected.
Work Session:
• COVID-19 Update – The City Manager is working to confirm participation of Tom Gonzales, Kevin Unger
and Margo Karsten for this item. The focus is expected to be on what is happening within the medical
community and where we are in the cycle of the pandemic. There was also a request for more
information around the tents being set up at the Northside Aztlan Center and about a related exit
strategy for this.
• Affordable Housing – The COVID-19 pandemic has changed perspectives related to this item. It will be
interesting how the past month has changed housing prices and how this relates to inclusionary zoning;
this will be discussed. Staff’s recommendation will be to not move forward with inclusionary zoning or
impact fees for now.

April 21 Regular Meeting and Electric Utility Enterprise Board Meeting:
The draft agenda items were reviewed.
Regular Meeting:
• Proclamations – The Mayor intends to take 15 minutes prior to the meeting to provide some brief
summary information about the proclamations he signed.
• Annexation Zoning Ordinances – These are likely to require rescheduling; the proposed ordinance
versions would not allow for these. Annexation zonings have a deadline for when this action must be
taken (90 days from the date of annexation). These items were annexed in February, so we have some
time to get these completed but not too long.
• Ordinance Delaying Implementation of Recycling Requirements – This item has been added to the
agenda. In follow up on other related matters, the haulers have requested a reduced tipping fee at the
County landfill due to the loss of commercial service and corresponding revenue currently being
experienced coupled with the higher demand for residential trash collection. They were seeking a
reduction to help balance this.
• Landmark Designations – These are included in the proposed list of quasi-judicial items that Council may
want to move forward. Most of these designations are initiated by the landowner and rarely have any
kind of public opposition or concern. These are frequently a precursor for homeowners doing work on
their property and would help keep construction activities moving forward.
• Intergovernmental Agreement for Shared Broadband Services – There was a question about whether
Platte River Power Authority is involved in this; no. This item is for shared broadband technical and
network support services between the City, Loveland and Estes Park.
• Hughes Stadium – Will need to be continued.
• Ethics Opinion – There was discussion on whether the Mayor and Mayor Pro Tem will recuse themselves
from this item in response to citizen concerns.
• Electric Bicycles on Paved Trails – The Mayor noted he is receiving good feedback on this item.
• Northfield Metropolitan District Development Agreement – There was a question about whether this
metro district has already been approved; yes.
Electric Utility Enterprise Board Meeting:
• Intergovernmental Agreement with the Department of Transportation – This item approves a multi-year
intergovernmental agreement with the Colorado Department of Transportation for the purpose of
leasing two dark fiber strands from Fort Collins to Denver. There was a question about whether this
meets Level 3 connectivity; yes.

At this point, the meeting adjourned so staff could join the emergency operations meeting. The meeting will
resume on April 14, 2020 at 9:30 a.m.
