Informational Item: This is provided for informational purposes; no action is required by Council. Background and Project Purpose A new floodplain and floodway based on the design and construction of the Pedestrian Underpass at the intersection of Shields and Elizabeth Streets has been adopted by the City of Fort Collins Utilities. The purpose of the project was to provide safe and efficient pedestrian and bike travel under Shields Street. The underpass was constructed by Colorado State University. The pedestrian underpass is located in Section 15 of Township 7N, Range 69W, southwest of the intersection of Shields Street and Elizabeth Street in Fort Collins. This update is only related to the City- regulated Canal Importation Basin. Due to more detailed mapping, one structure was newly mapped into the floodplain and the floodplain expanded on 5 properties. These changes were not due to the project, but simply due to more detailed topography and more accurate modeling and mapping. Attached is the approval letter and maps of the floodplain revisions showing the current regulatory floodplain, existing risk, and post project floodplain. Citizen Notification Fort Collins Utilities will be notifying citizens of the impact this project has on their properties and residences. A personalized letter with map inserts detailing current regulatory, existing risk, and post project floodplains will be sent to each owner and resident. Attachments: 1. In 2019, Ayres Associates updated the floodplain and floodway along West Elizabeth Street based on the design and construction of the pedestrian underpass at the intersection of Shields and Elizabeth Street. To the extent that additional technical analysis results in the refinement of the floodplain, flood fringe, floodway, erosion buffer zone or other delineations contained in the plans listed below, or to the extent that the completion of a capital improvement project results in a modification of any such delineations, the Utilities Executive Director shall, pursuant to his or her duties as set forth in Paragraph 10-26(9), document the associated change in the delineation, which modified delineation shall control the application of the requirements set forth in this Article. A copy of the studies or reports shall be on file in the permanent records of Utility Services. Documentation of any modification of any delineation pursuant to this Subsection shall be on file in the permanent records of Utility Services. The floodplain/floodway update presented with this memorandum is considered an update to the adopted map based on policies and design criteria adopted by City Council. Therefore, we recommend approval of the updated Canal Importation Floodplain Map, and the application of City Code 10-19(b) to this floodplain map. _________________________________________ Civil Engineer III _________________________________________ Civil Engineer III _________________________________________ Director, Civil Engineering _________________________________________ Deputy Director, Water Engineering & Field Services Floodplain Map Approval By signature, the Utilities Executive Director has determined the Pedestrian Underpass at the intersection of Shields Street and Elizabeth Street of the Canal Importation Basin flood risk area does not diminish the purpose and objectives of the existing master plan and does address the disposition of stormwater runoff in the basin. The floodplain update and mapping will be kept on file (as stated above) in the office of the Utilities Executive Director upon approval.
