RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City
Manager Darin Atteberry (by video-conference call), Deputy City Manager Jeff Mihelich (by video-conference
call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video-
conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Monday, April 6, and the
following summarizes the discussions that began at 7:04 a.m.
April 7, 2020 Regular Meeting and Electric Utility Enterprise Board Meeting
The April 7 agenda items were reviewed.
The City Manager noted that the priority of agenda items was discussed and were brought forward as follows:
• First, those items related specifically to COVID-19 activities that are critical in nature; and
• Second, those items that have completed the public process and are ready for Council approval and/or
are lingering from previous Council action that need to be completed.
Items needing additional public process or that are quasi-judicial in nature were moved to a future meeting.
• Proclamation for Fair Housing Month will be signed by the Mayor but not read. The Mayor will note this
and provide some related information as part of the meeting.
• Emergency Rules and Regulations Enacted by the City Manager – A new item on signs in the right-of-way
was signed over the weekend and will be added; an updated Resolution will be provided. It was noted
that a press release is done by the City’s Communications and Public Involvement Office each time one
of these regulations is signed. The information is also posted on the City’s website to help keep people
informed.
• COVID-19 Update – Jim Byrne will give the presentation. A representative from staff groups involved in
addressing COVID-19 issues and related services should participate online and be prepared to address
questions that Council may have.

• Electric Bicycles on Paved Trails – Staff’s recommendation is to move forward with approval of both
Class I and Class II electric bicycles based on the data received from the pilot. Feedback received has
been very good and there have been no issues raised. Three boards, the Land Conservation Stewardship
Board, the Senior Advisory Board and the Natural Resources Advisory Board recommended that only
Class I electric bicycles be approved. Motion language to approve only Class I electric bicycles was
provided as an attachment to the Agenda Item Summary should Council want to move in this direction.
• Emergency Ordinance allowing for remote participation – Staff is working to identify technology that
could be used for this that ensures a fair hearing. The ability to share many visuals for all participating is
one area that needs to be tested. Having multiple ways for people to participate, to ensure they can
participate fully, is also being explored. Councilmember Cunniff may propose an amendment that
eliminates quasi-judicial proceedings and neighborhood meetings from being held remotely. Staff has
noted that having the ability to meet remotely for neighborhood meetings is desired to keep
development projects moving forward in an effort to not delay items designated as essential services.
Administrative Hearings and some board and commission meetings were noted as being different from
quasi-judicial hearings and that it may be helpful to give separate consideration to. The Planning and
Zoning Board plans to test remote participation for non-quasi-judicial items at their upcoming April 16
meeting. Significant public feedback and discussion by Council on this item is likely.
• Electric Utility Enterprise Board meeting – A motion will be considered under Other Business to adjourn
the regular Council meeting to hold this meeting. Afterwards, Council will return to the regular Council
meeting for consideration of a motion to go into executive session.
• Executive Session – A motion will be considered to move into executive session related to Connexion. If
Council approves, the session will be done through a Microsoft Teams meeting versus the WebEx
session. A link for both will be provided in the instructions sent to Council prior to the meeting. After
the executive session, Council will move back to the WebEx session to continue Other Business and
adjourn.
Logistics for tomorrow night’s meeting were discussed. Items of note include:
• No Councilmembers will be physically located in the Council Chambers; everyone plans to participate
remotely.
• A WebEx session will be used to facilitate the remote session, similar to what was used for last week’s
meeting. There was a question about whether there are tutorials available for WebEx and/or staff who
can assist those who are having issues; yes to both.
• No in-person public participation will be available. City Hall will remain locked and all public comment
will need to be given through the WebEx session. Alternatively, residents can provide their comments
to Council through an email.
• Some scripting changes will be made to help facilitate meeting logistics. Determinations will continue
to be included in both the Mayor’s and City Manager’s speaking points.

6-Month Planning Calendar:
• April 14
o COVID-19 Update will be a panel discussion including Jim Byrne, together with representatives
from the Health District, Hospital and School District (Tom Gonzales, Kevin Unger, Margo
Karsten, and a Poudre School District representative were mentioned).
o Community Wellness – This will be an annual check-in as has been done for the past few years.
An update will be provided on the work of the Advisory Committee; however, their work is
currently suspended until mid-May due to the COVID-19 emergency.
• April 21
o Hughes Stadium second reading has been added to the calendar.
o Acceptance and Adoption of the Ethics Opinion Related to Councilmember Summers has been
added to the calendar.
• May 12
o Poudre Fire Authority 2019 Annual Report – This item will be dedicated to the annual report;
dinner is expected to be postponed. Once things start getting back to normal, dinner will be
rescheduled with the Poudre Fire Authority, as well as with other durable partners such as the
Downtown Development Authority, Poudre School District, Colorado State University and
others.
o Parks and Recreation Plan was added to the calendar (moved from April 14).
• May 19
o Harmony Gateway Plan was added to the calendar (moved from April 7).
• Recess Period in June/July – It is expected that this time will be needed to help Council catch up on
items needing consideration. All dates will be reopened with the exception of the week following July
4th.
A meeting to prioritize the items listed on the planning calendar is planned to further discuss items that are
critical in nature and/or those that have had robust engagement and are ready to move forward. Items will be
rescheduled accordingly. A revised planning calendar will be provided to Council in time for next Monday’s
Leadership Planning Team meeting.
City Clerk Coldiron:
• Noted that there are some liquor licensing violations occurring that staff is investigating, including issues
with Door Dash. More information will be provided once it becomes available.

Deputy City Manager Mihelich:
• Noted he provided a detailed memo to the haulers regarding their requests. He is waiting for feedback
from them related to the tip fees so those can be forwarded on to the County for consideration. Staff
plans to move forward with executive changes to the current policy. An Ordinance will be provided for
consideration by Council to extend the compliance dates that were proposed to move to late in the
year.
• Noted a water main break that occurred outside of Hickory Village mobile home park. It was a radial
crack requiring replacement of a 10’ section. Bottled water and a port-a-potty were provided for nearby
residents. The work went well.
• Noted that the hours at the Recycling Center will remain on the Winter schedule since visits are down
right now.
Deputy City Manager DiMartino:
• Noted that City Council will be recording a Public Service Announcement for the community. Sarah Kane
will be reaching out to get things scheduled.
City Attorney Daggett:
• Noted that the meeting dates for the Election Code Committee have been reset. Staff is working to get
materials ready for the upcoming meeting on April 23 to ensure the meeting is productive and continues
to move forward those items Council is interested in.
City Manager Atteberry:
• Noted that Hexcel and Woodward have parted ways. A press release went out this morning.
• Noted that several changes are being made related to Transfort due to low ridership (20% of normal),
including:
o CSU routes are being postponed indefinitely (CSU supports);
o Lowering service on all routes to Sunday levels; and
o Cancelation of Sunday service. Work is being done with Dial-A-Ride, Uber and Lyft to find ways
to fill this gap.
• Noted material he provided to Council from McKinsey & Company which included some good economic
scenario information.
• Noted he continues to work with Finance staff on revenue forecasts. He has met with Mayor Troxell and
Councilmembers Cunniff and Summers to provide briefings in preparation for the upcoming Finance
Committee meeting scheduled for April 20.

• Noted an obituary for Alex Chapman that indicated he was on City Council but do not believe he was.
Staff confirmed this.
• Acknowledged the good work being done to identify and select a new Chief Judge.
• Acknowledged an email Council received from a resident regarding a parks maintenance tax. Staff is not
currently working on efforts related to this as long-term funding for transit is a priority. This resident
has indicated he intends to move forward with a citizen initiative if something is not moved forward.
• Noted a Loveland councilmember is working to get a group of elected officials in the region together to
advocate for and have higher level discussions with the various business communities around COVID-19
issues. Local chambers of commerce and economic health staff are worried this might confuse things
and be a distraction to current efforts. More details are expected and will be shared.
Mayor Pro Tem Stephens:
• Noted former Mayor and Councilmember Ray Martinez asked about whether a proclamation would be
done for Brownie McGraw.
• Participated in a recent Metropolitan Planning Organization meeting, along with the Mayor, which was
Weld County Commissioner Barbara Kirkmeyer’s last meeting. Mayor Pro Tem Stephens noted that
transit money was received from CARES and she plans to reach out to see if any of these dollars will be
flowing to Fort Collins.
• Noted information she received from Congressman Neguse’s office that unpacks the CARES act. The
Mayor encouraged everyone to be familiar with this in preparation for tonight’s business town hall.
Mayor Troxell:
• Noted there is a telephone town hall meeting scheduled for tonight at 5:15 p.m. related to business. A
second one is scheduled for Thursday, April 9, at 10:00 a.m.
• Noted some information he received on COVID-19 testing that he plans to forward to the City Manager.
He also noted a call he had with Congressman Neguse on planning for recovery. During the call, he
talked about the CARES2 act which will benefit cities less than 500,000. The Mayor noted the
importance of strategic planning for recovery and the need to do testing in a way that will identify
future flareups but not require shutting everything down.
• Noted he will be doing a public service announcement today related to COVID.
• Continues to participate in the Bloomberg leadership group related to crisis management. They are
discussing social, economic and health impacts related to the current crisis.
• Noted that Woodward and others are starting to have layoffs.
• Participated in a meeting with Governor Polis on Thursday regarding legislative actions that have and
are occurring. He noted the recent FPPA legislation that results in an economic hit to the City. He asked

the Governor for more consideration prior to implementing similar things due to budgetary issues the
City is facing.
• Noted that Brownie McGraw and several others had recently passed away.
