HomeMy WebLinkAboutMinutes - Mail Packet - 3/31/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - March 24, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 24, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City Manager Darin Atteberry (by video-conference call), Deputy City Manager Jeff Mihelich (by video-conference call), Deputy City Manager Kelly DiMartino (by video-conference call), City Attorney Carrie Daggett (by video- conference call) and City Clerk Delynn Coldiron (by video-conference call) met on Tuesday, March 24, and the following summarizes the discussions that began at 10:35 a.m. Tonight’s Meeting: All Councilmembers are expected to call in. An email will be sent giving everyone the information they need to join the meeting and some related instructions. March 31 Meeting: Staff is meeting today to continue to work on meeting logistics. Providing additional outreach to the public on how they can participate is planned. It was noted this is important since several quasi-judicial items are included. YouTube videos/tutorials, public FAQs and working with the media were suggested methods to get the word out. There was discussion about what happens if the meeting needs to occur remotely; the City Attorney will provide additional instruction if that occurs. Currently, a quorum of Councilmembers must be present in person to hear the quasi-judicial items. 6-Month Planning Calendar: • There was discussion about the possible need to re-prioritize items on the calendar due to the Coronavirus emergency and related impacts. Discussion on policy related to child-care, homelessness, small business impacts and budget were noted as items that may be more pressing than existing items scheduled. The Executive Lead Team will be having a conversation on this tomorrow and will provide updates accordingly. • A Coronavirus update will be added to each Council agenda. • April 7 o Staff Report: Census 2020 – It was noted that this activity is in flux given everything occurring with the Coronavirus; dates are being extended, etc. Staff is asked to have the most up to date information to share on this topic. Leadership Planning Team Meeting March 24, 2020 Page 2 of 4 • April 14 o Community Wellness Addressing Homelessness – This item is expected to move since the Affordable Housing Priorities and Strategic Plan item has been moved to this date. • April 21 o Staff report on the Youth Advisory Board trip to the National League of Cities Conference will be canceled. The students will be asked to do a written report and/or annotated power point to share with Council. The Mayor may also meet with them for a debrief. • Other o Election Code Committee meeting scheduled for April 3, 2020 will be held. Staff will work out the related logistics to ensure we are in compliance with the 10-person rule and any other requirements. o Futures Committee Meeting scheduled for April 13, 2020 covering Youth Voice of the Future will be postponed. o Blocked out period in the Summer may have to be re-evaluated depending on the items that need Council consideration. More information will be provided on this if things change. Deputy City Manager Mihelich: • Noted that left turn arrows were added at the intersection of College Avenue and Highway 1 which has improved functionality and efficiency. • Noted that the Income Qualified Assistance Program will now include an opt-out option. The item is expected to come to Council for consideration on June 6. • Noted that Larimer County is working to redesign the monopole that is expected to be installed on East Mulberry Avenue near Lemay. • Noted a resident who attended an earlier Council meeting who had concerns about code violations at a property in the 400 block of Remington and Mathews. Staff is working to get the situation abated. They have informed the resident about the process and she understands that things are moving forward. • Noted that there are no new pending metro district applications. A work session on this item is scheduled for May 12 to discuss this issue in more detail. • Noted that information on minor amendments can now be found on the Development Review website. This improvement was a result of resident feedback. • Noted there is a Spring Creek Rezoning item moving forward that relates to a property near Spring Creek apartments on Shields Street between Hobbit and Stuart and an amendment to correct the related property description. Concerned residents should reach out to staff for more information. If Council Leadership Planning Team Meeting March 24, 2020 Page 3 of 4 receives any emails on this subject, they should be forwarded to the City Clerk for inclusion in the formal record since this item is quasi-judicial. • Noted a couple of items related to Montava: o Staff has been able to meet with representatives from the Boxelder Sanitation District and will update Council once more information is available. o Staff continues to evaluate water service issues related to the Montava development. An executive session related to this is planned for April 7, 2020. Deputy City Manager DiMartino – • Noted that staff is reviewing a proposal from Betty Aragon for an art donation that is requested to be placed in Sugar Beet Park. The City’s process for donated art requires that it be approved by both the Art in Public Places Board and City Council. There was a request to bring this to the board in April; that timeline will be delayed due to the current pause on meetings as a result of COVID-19. Staff will provide more context when the item comes forward. City Attorney Daggett: • Noted that employees of the City Attorney’s office are working primarily from home, with two to four total physically present in the office each day to assist with logistics as needed. City Manager Atteberry: • Noted that the City Manager’s Office is working under a reduced in-person staffing level (25% of normal). During business hours, 1 executive employee, 1 executive administrative employee, 1 administrative support employee and one floating position will be present in the office. The remaining employees are working remotely. • Noted a behavioral fact related to the Coronavirus emergency – there is a 40% reduction in traffic today. On a related note there was discussion about PFA and Police cases; there has been no decline or change in this type of activity. Staff will keep Council advised of trends as data becomes available. • Noted that he and the Mayor will be meeting with the CEO of Kaiser about potential opportunities for collaboration/sponsorship. • Noted how impressed he is with various leaders in the community, both public and private sector, who have shown great leadership during this crisis. Mayor Pro Tem Stephens: • Noted she is getting questions about whether the City is considering a stay at home order and asked about what would trigger this. The City Manager is scheduled to meet with the Director of the Larimer County Health Department today and should have more information related to this after. The committee is ready to bring the semi-finalists to Council. Meeting adjourned at 12:01 p.m.
