HomeMy WebLinkAboutMinutes - Read Before Packet - 3/24/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - March 23, 2020City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 23, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by video-conference call), Mayor Pro Tem Kristin Stephens (by video-conference call), City Manager Darin Atteberry (by video-conference call), Deputy City Manager Jeff Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron (by video-conference call) met on Monday, March 23, and the following summarizes the discussions that began at 7:36 a.m. March 24 Work Session and March 31 Adjourned Meeting: The March 24 agenda items were reviewed: • COVID-19 Update will be added to the agenda as the first item. • Affordable Housing Priorities will be moved to April 14. This provides some additional time so that an in-person conversation can or is likely to occur. An in-person conversation is preferred due to the complicated/comprehensive nature of this topic. Possible changes to the U+2 ordinance and possible fees for VRBOs were mentioned as additional items that would be good to address as part of this discussion and further reason to postpone. Any stakeholder feedback that has been received should be packaged with the agenda materials. • Water Supply Vulnerability Study – There was a question about whether other service providers such as the Loveland Fort Collins Water District, Northern Water, and/or ELCO have been engaged in this process; they have. It was suggested that representatives from each be invited to attend the work session (may have to call in to ensure we only have 10 people in the CIC room). Meeting logistics for the March 24 meeting were discussed. Items of note include: o It is anticipated that Mayor Troxell, Councilmembers Cunniff and Gorgol and City Manager Atteberry will be calling in for the Work Session. Councilmember Summers may want to as well. o A WebEx phone number will be shared prior to the meeting to allow for remote participation from Council and necessary staff. o Staff will ensure no more than 10 people are present in the CIC Room to maintain compliance with Health Department recommendations and physical distancing requirements. Leadership Planning Team Meeting March 23, 2020 Page 2 of 3 The March 31 agenda items were reviewed: • Sanitary Sewer Line Easement on Soaring Vista Natural Area - There was a question about how disruptive this work will be. The line will be placed parallel to other existing utility lines so disruption should be minimal. • Resolution Ratifying Emergency Regulations approved by the City Manager – This is a new item that will be added to the Consent Calendar. Examples of those actions include suspension of Utility shut-offs and use of Northside Aztlan Center for temporary shelter services. It was also noted that all actions approved by the City Manager related to the COVID-19 emergency should be listed in a central location on the City’s COVID-19 website. • The order of Discussion items was discussed. The order will be: o Resolution Accepting and Adopting Ethics Opinion 2020-01 related to Councilmember Summers. o Hughes Rezoning – It was noted that no new concerns have been raised. There was discussion about getting the word out to people, as early as possible, on how they will be able to participate. A list of options should be developed, included in a public participation FAQ and distributed as broadly as possible. Items mentioned included:  Emails and/or letters sent to Council ahead of time.  A phone call-in option where individuals could leave a message.  Remote participation through WebEx.  Coming to Council and providing in-person comment. Information should be posted on relevant City webpages and distributed through social media and other means available. 6-Month Planning Calendar: • April 7 o Water Shortage Action Plan was added to the calendar (moved from March 17). o Adoption of the 2020 Strategic Plan was added to the calendar (moved from March 17). o Executive session to discuss water issues was added to the calendar. • May 5 o One-Twenty Eight Racquette Drive Annexation and Zoning was added to the calendar. • May 19 o Staff report on Wildfire Smoke Resiliency Efforts was added to the calendar. • June 2 o Staff report on East Mulberry Corridor Considerations was added to the calendar. Leadership Planning Team Meeting March 23, 2020 Page 3 of 3 At this point the meeting adjourned to enable people to get to an emergency operations meeting. A second leadership planning team meeting is expected to occur tomorrow to finish discussion, including short- and long- term planning related to the COVID-19 emergency. Meeting adjourned at 8:27 a.m.
