RESOLUTION 2020-024
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO VARIOUS BOARDS AND COMMISSIONS
OF THE CITY OF FORT COLLINS
WHEREAS, vacancies currently exist on various boards and commissions of the City due
to resignations by board members, and the expiration of terms of certain members; and
WHEREAS, the City Council desires to make appointments to fill a portion of the
vacancies that currently exist on the various boards, commissions and authorities.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the following named persons are hereby appointed to fill expired terms
or vacancies on the boards and commissions hereinafter indicated, with terms to begin immediately

of Finance at CARE Housing. In that capacity, I have assisted the company in getting in a cash flow positive
position by using a combination of reducing operating costs as well as refinancing permanent debt loans to minimize
outgoing debt service payments. At the same time, I have assisted management in maintaining and developing partnerships

Why do you want to become a member of this particular board or commission? There is a giant need
to have affordable housing in our Community. In my role as Director of Finance for CARE Housing, Inc., I am
helping to address this need. Joining this Board would develop my understanding about how to accomplish more.

I attended 3 Board meetings so far which centered around land use restrictions, potentials for use of the Hughes stadium
land and Housing Catalyst's thoughts and ideas they use to develop affordable housing units.
List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this
board or commission:
I passed the CPA exam administered in Colorado in 1993.Having been the Director of Finance at CARE Housing, I attended:-
Fair Housing trainings at CHFA- Financing seminars at Housing Colorado conferences- Seminars conducted by the Colorado Division
of Housing- Other similar trainings at NeighborWorks locations
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) We need to increase affordable housing units in Fort Collins.One of the challenges is the identification
of available land to build on and/or rehab opportunities.Solutions might include:- Discussions with
larger employers such as CSU to partner to develop vacant land for lower wage employees who can't otherwise
find affordable housing solutions near the places they work.- Discussions with the City about land in
the Land Bank for possible development.- Searching for buildings that are in need of rehab or able to
be turned into housing units.
2) Another challenge is keeping the housing inclusionary for all our community residents.Solutions might
include:- Advocating for inclusionary zoning so that all areas of the City take into consideration the
need to house all workers throughout the City within City boundaries.- Advocating for changes in land
use codes to allow for increasing population densities
3) Another challenge is the financing for affordable housing units.- Currently, using LIHTC (low income
housing tax credit) models, the current tax code allows investment in low income housing to provide
tax credits to investors. This model works well but much more of it is needed. Opportunity zone tax
credits and state tax credits are important to the financing also.- Advocating for more federal tax
credits and or other financing models would help to increase affordable housing stock.

1) Funding, increase development incentives, expand funding sources and community partnerships. The City's
role in Funding affordable housing is to be an early part of the funding puzzle.

the Parking Services Board at Colorado State University and as the City and University have a close relationship,
would like to become more involved with the City. I also use Alternative Transportation so would bring a new view.

I have served on CSU's Parking Services board for the best year and have established and maintained effective and collaborative
working relationships with multiple constituents including campus offices, students, staff, faculty members and various
other community groups.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Commuters safety during inclement weather. The City does an amazing job of keeping the roads and trails
clear following a major storm. However, their work is jeopardized when residents do not heed travel
warning. One thing the Parking Advisory Board could do is help share inclement weather communication
to encourage residents to use alternative transportation or other options in times of inclement weather
to give crews time to clear the roads.
2) E-Scooters and taking up potential parking spaces. As E-Scooters have only been present a couple of
months, residents are still trying to figure out the best way to navigate the city with them and at
times can impede where people are able to park.
3) Accessibility. The Parking Advisory Board could do an accessibility audit to see if we are meeting residents
needs.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) The affordability crisis - too many homes are priced well beyond the means of low & middle income buyers,
inclusive of critical community service providers. I believe the board can start to address this issue
through smart growth patterns, density, public & private partnerships, reduction or delayed payments
of fees, shorter review times. Multiple things can be done to decrease a developer's upfront costs,
much of which is the cost of capital so anything to assist in the reduction of time has a direct affect
on the feasibility of a project, especially in regards to new homes (rental or sale)
2) Quality of Life - How does the City of Fort Collins continue to grow an yet maintain the high quality
of life that made he City an attractive place for residents in he first place? Growth needs to be fully
vetted and reviewed on an individual project basis. New development should contribute to the amenity
structure of he immediate surrounding community such as extended trail connections, landscaping, road
improvements, etc.
3) In reference to raw, undeveloped land, most of which lies in the Mountain Vista growth area - the disparity
of water/sewer costs for a new community needs to be formally addressed. New growth, and thus the affordability
(and attainability) of new homes are at a distinct disadvantage when located outside the City service
boundary. The additional predevelopment fees for the utility "rights" make the construction of affordable
homes very difficult.

I was on the affordable housing board for a few years before moving to Alabama. I thoroughly enjoyed attending and participating
in the discussions each month. Since moving back, I have gone to a handful of board meetings. It seems that each of the

CHFA, Up to date on Fair Housing training and practices. Knowledge of current city and HUD rules/regulations. I interact
daily with individuals who depend on affordable housing.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Increase current stock of affordable housing units by providing incentives to current and potential
developers. Incentivize by using fee waivers, density bonuses, impact fee delay, etc. How to reduce
the cost for current affordable housing developers and owners. Many projects are needing to be rehabilitated

have a positive impact on the local economy.
2) To ensure Fort Fund grantees effectively market events through the provided support working with staff
and city resources to create marketing and social media strategies including all types of arts including
cultural and tourism programs.
3) With the City Council adoption of the City's Arts and Culture Master Plan in 2019, support the implementation
of the goals and corresponding strategies and action items.Specific to the "Immediate Actions" in
the Plan, and through a community engagement process and in working and advising staff to assess and

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you

1) I believe that the board's task of aligning with the 2019 Arts & Culture Master Plan's first vision--that
"arts and the creative culture in Fort Collins are inclusive and equitable for all residents and visitors"
will be the most challenging. I am well-suited to help address this issue because social justice is
central to my scholarship. My work examines institutional discourses that serve to build individual
and community identity, particularly with communities of difference (racialized, gendered, and other
intersectional identities). I believe my equity-focused expertise is an asset.
2) I believe that the encouragement of an informal and "do-it-yourself" creative community that draws in
and upholds youth in Fort Collins is the second greatest challenge. Fort Collins has a well-established
identity as an up and coming musical community, but even as someone raised by Fort Collins musicians,
this image and practice often foster an elitist and inaccessible image. I believe my role as a community
facilitator will help us create innovative strategies to engage youth in the design, planning, and implementations
of art-based endeavors that are "for youth, by youth" in nature.
3) I am particularly interested in and up for the challenge of community engagement issues across multi-dimensional
creative industries. I work closely with our current CSU administration and Diversity and Inclusion
initiatives, I have an interdisciplinary background and connection to various artistic industries, and
I have a life-long connection to the Fort Collins community. For instance, my background in environmental
horticulture and work as an internship in horticultural therapy at the Denver Botanic Gardens expands
on my musical connections for a more wide-ranging knowledge across sectors.

Since studying graphic design at the art building at CSU, I have been impressed with the level of cultural events available
in Fort Collins - not just art in public places, but the music, plays, exhibitions, and so forth.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) The Museum of Art has a great space, and occasionally gets internationally-recognized artists to show,
in addition to the consistent presence of local artists. A goal I see for the space would be to meld
the two thoughts, to have a consistent local presence in the space, that relates to the international
artisans; in a way creating a cohesive exhibit with a local face directly correlated to the international
exhibition.
2) Fort Collins has many reasons for tourism increases over the past years, including an uptick in breweries
and brewery-related events, the addition of the whitewater park to the Poudre River, and creation and
/ or growth of cultural festivals like the Horsetooth Film Festival. With these events comes opportunity
for cooperation with city-wide programs, and the potential for related organizations to apply for grants
made available through the city. This brings opportunity to work with these organizations - and potentially
with other boards - on cultural events and exhibitions.
3) Maintaining and updating the properties we have should be a paramount concern, and I'm sure it is. As
technology changes and advances, so does the need for relevant infrastructure, creating a kind of catch-up
if those elements are dropped or stalled as time goes on. Keeping these items toward the top of the
list for the board, and working with associated facility management teams to ensure they have everything
they need - or that the board is at least aware of those needs - is a great way to ensure success
down the road.

1) Creating awareness to the Fort Fund Grant and it's opportunities: Although the Fort Fund Grant is well
known in the community, I believe we would be able to reach more cultural and arts programs both new
and old by either visiting or reaching out to their program and welcoming their participation in local
community events. This in turn will help with the bottom two issues.
2) Keeping to the "Master Plan": Since this plan seems like it was implemented fairly recently and may
be somewhat new to the community and board members, I believe our best outcome for this will be to regularly
set goals for implementation of each criteria. We then can revisit where we are at on the goals, and
the overall plan at board meetings and set new goals and brainstorm ideas so that the process can be
as seamless as possible while also being effective and timely.
3) Making Fort Collins a Cultural Center and Destination: The best way I see to reach this goal is through
an array of promotion and marketing on the many activities and events that Fort Collins has to offer
as well as successfully promoting new events. In order for any of them to be successful, I see local
participation & positive attendee experience to be the main driving factor. Annual events & ongoing
activities in Fort Collins that could be labeled as "cultural" or "things to do" will be necessary to
drive tourism and attendees. Social Media, Website SEO and word of mouth are most effective.

I was referred to apply for this board from Byrce Merrill with Bohemian Foundation
who sent my information to Jim McDonald whom I had met at the Bohemian Foundation
Annual Party. I have worked with The Bohemian Foundation for over 6 years on several
events and programs such as community events in The Music District, Little Kids
Rock, New West Fest and Thursday Night Live. As a young boy, I had always been
interested in Music & Arts. I have volunteered and worked in the music and events
industry since I was 14 years old and have a vast amount of knowledge of the industry
as well as the local community. My family is 4th generation Fort Collins Natives
and I am passionate about my community. I have grown large connections within
the music community and enjoy what I do. Starting in 2009, I was recruited by Team
Fort Collins, The City of Fort Collins and Poudre School District to work on Down
for Life Hip Hop Expo, an experimental Tobacco Free Campaign in the PSD Middle Schools.
It was extremely successful and the annual events had a great participation and
attendee rate. Throughout 2009-2018, I volunteered and donated to several different
youth programs related to music, dance and arts. In 2018, I began as a board
member with Team Wellness & Prevention and continued with them until they dissolved
in October 2019. I attended all board meetings as well as meetings with our outside
fundraiser organizations. I volunteered and donated for several fundraisers to help

1) Lowering rent prices and creating more affordable housing options. It is no surprise that Fort Collins
has become more expensive to live in over the past decade. Citizens are struggling to pay rent, affordable
housing hardly exists, and homelessness rates are increasing. That is why I would advise the city, the
board, and the mayor to allocate resources form cannabis sales and tax revenue to construct lower rent
apartments, more section 8 housing, housing for the homeless, and just more affordable options in general.
We can achieve this by creating a rent cap (ballot initiative) and more.
2) Lowering taxes on small businesses: Over 4 dozen businesses have closed down in a year and dozens more
are struggling to pay their rents and taxes. I would advise the city to create incentive programs to
lower taxes and rents on struggling businesses (creating an application system), and would advise them
to find ways to prevent all of these businesses from closing down. Too many businesses are struggling
and regulation is required.
3) Environmental/Economic Sustainability: As projects like the Harmany corridor and vine bridge are being
completed more and more of our natural beauty is lost. We must find ways to be environmentally sustainable
while growing our economy. I would advise the city to expand on environmental projects (i.e installing
more solar power, wind power, planting more trees, etc) using city resources to restore our air quality
and our beauty. Through research, it has been proven that economically do grow when they invest in environmental
endeavors, we must do the same.

1) Small business support. There are many small businesses in Fort Collins that provide necessary or desirable
services to our community. Sometimes there is a lack of support to help these businesses thrive and
succeed. Not all small business owners have the necessary acumen to succeed in this environment. United
Way provides spaces, accounting and HR services at low and below market cost to small business and non
profits. We can partner with United Way or other local organizations to create a small business support
network to help small businesses not only survive, but thrive.
2) It's no secret that Fort Collins is growing. It is integral that we are very cautious as the decisions
we make now can impact generations of community members in the future. We need to ensure growth initiatives
are analyzed and prioritized appropriately with an equity, climate and positive growth lens. We can
do this by making collaboration with other commissioners such as the Human Relations Commission, Air
Quality or Natural Resources Board, Affordable Housing Board or many others in have a true well rounded
idea of impact around initiatives.
3) Lack of accessible mass transit and interstate conditions. I have had family members and friends look
to Fort Collins as a possible place to move and grow a family. Unfortunately, due to the challenges
of transportation and inconvenience of interstate traffic, they have looked elsewhere for places to
reside. I believe there are initiatives to improve transportation conditions, however how are we communicating
these initiatives with potential or current community members.

1) Identifying the unmet needs of the small to mid sized businesses and assimilate those most common into
priorities. Work closely with the Economic Health department to identify ways to address these issues.
I mention the small to mid sized companies and not the larger employers, as in my brief exposure it
seems like these larger companies are are engaged with the city.
2) Providing the economic health perspective around any of the major projects the city is considering or
launching. Interact with the project teams to understand the goals of the project and then engage with
actions, working closely with the Economic Health group, to assure success of the project. I feel the
complexity of the issues we will face as we "scale" to a 250,000 population is going to take significant
coordination and collaboration. "Economic health" of the employers is a critical component.
3) Contributing, supporting and offering advice towards the Economic Health goals of the City Council and
the Economic Health department. Having a committee of volunteers, with a range of business experience
should be highly leveraged.

Please note my comments are based on observations around living in Fort Collins
for 3 1/2 years, taking the CityWorks class, meeting with Josh Birks and Darin Atteberry
and attending a couple City Council meetings and one workshop. I do not pretend
to understand all the nuances involved. I only attempted to provided feedback based
on this limited exposure. The single reason for taking the CityWorks course was
my curiosity on the plans and approaches to address the scale issues over the next
10 years. This remains a real interest.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Affordable and equitable housing in Fort Collins for students, immigrants, and non-salary residents
in the face of high housing cost inflation. This board may collaborate with the affordable housing board,
CSU, and other organizations to study zoning, cause and effect of current plans/management, and develop
strategy to ensure diverse peoples and culture. A careful study of the challenges and stakeholders must
be undertaken for measured growth.
2) Responsible regional economic expansion concerning tourism, small business initiatives, & transportation.
Partnering with the cultural resources board to curate a destination Choice City that draws visitation
and tax dollars in turn ameliorating the cost of growth. Research of the regional air transport solutions,
and partnering with neighboring municipalities stands to expand accessibility of our markets.
3) As someone who made effective use of the Larimer County Workforce Center after being abroad, I view
talent development as important to fostering homegrown labor productivity. Finding talent is as important
as developing it, proactive engagement in the community in addition to resource offerings is a direction
increasingly taken by employers, and it may be valuable to apply the same perspective on behalf of the
city. A study synergistic engagement may lend to efficient spending, though I'd have much to learn
of the current state in this arena.

As a former Energy Board member, I will not need much time to get up to speed. I am a LEED AP; an experienced CO Certified
General Appraiser; an Appraisal Institute MAI candidate; have completed CSU's Green Building Certification Program; was
on City's Building Energy Score Work Group and Climate Action and Green Building Pgm Advisory Committees; was Appraisal
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Reaching out to consumers to encourage and support energy conservation and the use of alternative and
renewable energy. I have personally had an energy audit done on my home and, via the FTC on-bill financing
program and rebate incentives, was able to fix (replace/repair) many of the inefficient energy items
highlighted in this audit. If more homeowners and businesses could be reached and shown how valuable
this effort is to them, the community and the utility provider(s), the City could be more aggressive
with their energy reduction goals. This will save future capital investment dollars.
2) Continued coordination with the other Boards that also have sustainability goals in order to have a
unified approach as we attempt to make the City of Fort Collins a model city for energy conservation
and the use of renewable energy in the Built Environment. This was addressed as part of the last update
of the FTC Energy Policy, City Plan, etc.
3) Furthering the analysis and implementations that began with the Fort ZED effort, exploring alternatives
and keeping up to date on current technology developments. This has been and will continue to be challenging
for all involved. As a former Energy Board member, I was delighted to learn so much about the technology,
the challenges and the progress recently made in the field of energy and for energy providers.

suggested that I should apply. I applied in when they were in the dark old building and didn't believe I could stay awake
in a night meeting in a dark room. Now that the energy board meets at 222 La Porte, I know this is a far better space and

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Electrification is the key to climate change mitigation. The energy board could look at what are the
best practices in other cities to reduce carbon fuels.
2) Building standard - The energy could be supportive of the 2021 IEEC building code and help builders
adopt best practices on insulation, air sealing and windows. The DOE Zero Energy Home standards could
be used as a model for all new construction.
3) Time of use rates have been implemented over a year ago but impact and the data has not been clearly
presented to the public. The energy board could help make this data transparent to community and analyze
how it affects different groups like affordable housing and all electric users.

in conservation; I'd like to see the city expand it's diversion programs to do more to keep recyclable and compostable
materials out of our landfill. Having lived in abroad, I've seen excellent programs

I have a passion for the environment. I've lived in areas with excellent (and successful) waste diversion programs, but
I have no formal training. If needed, I have extensive budgeting and forecasting experience.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Climate change is an existential threat to our community and our planet. The City needs to promote
a variety of programs to help residents reduce fossil fuel consumption (ride MAX/Transfort, perhaps
promote more bicycle-to-work days), encourage more use of solar and wind for energy, stronger enforcement
on vehicles that spew black smoke, etc. I see this as the #1 issue, but I am not sure exactly what
the City can / cannot do on it's own. We already have a good amount of natural areas for wildlife protection
and local parks for recreation, which is one of the reasons I moved to Fort Collins.
2) Promote waste-reduction by increasing participation in recycling city-wide. Educate residents as to
how to keep recyclable materials out of landfill (ie: what can be recycled, proper handling, etc.)
If no program exists, develop a program for school children, to raise awareness early on. Implement
a curbside compost program, to further reduce landfill, rather than relying on voluntary seasonal yard-waste
cans. The Front Range Waste Diversion Grant Program signed into law in 2019 will generate increased
fees for landfill disposal which could help kick-start a curbside composting program.
3) Incentivize residents and businesses to use water more wisely. Too often I see sprinkler systems (mostly
HOA's and businesses) running full-blast at mid-day, with water pouring onto sidewalks and into the
gutter. Professional gardeners know the best time to water is early in the morning, where water can
be absorbed best and there's less evaporation. We could probably significantly reduce water consumption
by educating entities to reschedule their sprinkler timers (time of day, and duration of watering).
Perhaps incentivize those who reduce usage.

Why do you want to become a member of this particular board or commission? Having served in the
sustainability sector for 20 years, I have a strong desire to contribute my skills, knowledge, and expertise
to my community. Oddly enough, I love committee work and feel this may be the perfect way to do just that.

I'm an experienced facilitator with two degrees in environmental education and sustainability. A published author, I've
researched water issues as well as a whole host of sustainability related topics. Relationship building and fair process
are fundamental to my work; I have a background in Quaker education and Appreciative Inquiry.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Climate action is a top priority, and with the Climate Action Plan a lot of amazing work has already
gone into investing in our future through this issue. I believe the work of the NRAB is to help ensure
the CAP stays relevant, engaging, and nimble. I also hope the Board has its eye at the 30,000 foot level,
keeping all who are accountable for climate change and climate solutions in the conversation, not just
the individual residents of the City.
2) Regional wasteshed planning has been, and will continue to be, an integral issue for the NRAB. With
an exciting new plan for handling end of life products (waste) in the works, I would hope that some
energy shifts higher up the waste stream to resource reduction. This has ties to economic stability,
as well as environmental impact, and is a wonderful chance to advise and promote interconnected conversation
with other Boards and City departments as well as with the residents, even beyond Fort of Collins as
the Regional Wasteshed Planning Process demonstrates to wonderfully.
3) Environmental justice is a major issue around the world and here in Fort Collins. How can we make our
sustainability actions, especially as we implement the Climate Action Plan, accessible and valuable
to all of Fort Collins? The City has done a lot of work around this, so I would expect the NRAB to consistently
hold up equity as an essential piece of decision making, including look to experts or ambassadors from
all the communities we have, and to openly hear their perspectives and ideas.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Air Quality: We need to find ways to improve air quality and health. One idea would simply plant more
trees along busier streets. Revising emissions tests, improving HVAC system efficiency, and improving
public transportation are also factors. We failed our air quality tests last year harming our citizens,
which cannot continue.
2) Land Conservation: parks and natural areas are extremely important to citizens and we must preserve
them and expand them using city resources as much as possible. For example, a majority of citizens are
against the boating clubs' construction in Horsetooth Reservoir because it will harm our waterway. The
same goes for the recreation area along the Poudre River. Preserving flora and natural areas is more
important.
3) Clean water at parks and dog parks: Ecoli and other bacteria have been harming plant life and dog health
from what I've noticed and I think that the city can do more to ensure that the water around parks and
public lands are safer to be around.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) I believe that dedicating and developing new parks, open space, natural areas, and trails within the
Fort Collins growth management area is one of the major issues that the Parks and Recreation Board must
address. The Parks and Recreation Board needs to work with all the relevant staff members and neighborhood
organizations to research and develop options for dedication and development for consideration by the
City Council.
2) In association with issue 1 is the long term Parks and Recreation master planning that should be reviewed
and updated on a bi-annual or annual basis. This includes outreach and coordination with other long
term planning documents including transportation, housing, and other relevant plans.
3) I believe that issue 3 is for the Parks and Recreation Board to continually work with staff and other
boards and commissions to assure that all aspects of Parks and Recreation services and facilities are
available, accessible and affordable to all citizens including children, adults, seniors and visitors
to Fort Collins.

Communication and stakeholder engagement, project management, transportation interests
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Dealing with continued growth of the city. Fort Collins continue to grow and it will be important to
expand and improve the existing transportation network. Projects should focus on total users of services
with an eye towards return on investment. More emphasis should be placed on low hanging fruit with
minimal costs and time restraints while still providing noticeable improvements for transportation.
Additionally I think the board should engage with civic organizations (HOAs, other community groups)
to get feedback directly from communities.
2) Technology Advancements. Technology can provide excellent return on investment. Adding more smart
intersections including turn single adjustments and, priority at different times of day can improve
overall traffic flow with minimal costs. Also, more automated traffic counters can help determine when
and how to expand the existing transportation network.
3) Supporting Multi Modal Transportation Options. The board should focus on traffic throughput by utilizing
various transportation options. These include walking, biking, the trail system, mass transit, and
driving. Efforts should be made to link transportation decisions with other jurisdictions to provide
multi-modal options across the region.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) I believe the assessment and documentation of women's experiences in Fort Collins is one of the most
important and challenging issues that ultimately guide programming, educational development, and our
ability to longitudinaly understand sustained transformation. This is an area of expertise, through
facilitation work, qualitative inquiry, and other research areas of expertise that I believe I can be
a major contributor to.
2) As an educator and a communication studies scholar, I believe that elevating the quality of the conversation
around women's experiences and issues is critical. My scholarship and feminist praxis are explicit in
their desire to be a part of the political movement and transformation to enhance the status of women.
I believe that my work on the Assessment Group for Diversity Issues at CSU as well as my certificate
and continued work with conversations across Gender, Power, and Difference position me to be a positive
contributor to communication needs surrounding public awareness issues.
3) I am very interested in the multi-dimensional needs to work across organizations, intergenerationally,
and in varying sectors. I have a longstanding reputation of being versatile, working across many spaces,
facilitating conversations with wide-ranging needs, and my scholarship is interdisciplinary and intersectional
in nature. I believe that my ongoing work with the CSU administration is a testament to my commitment
to community development work and gender is the central animating feature of the work I do in the world.

and place a high value on relationships with others. My profession and specializations in trauma have allowed me to work
with many women in different stages of life. In addition to my own practice, I have trained volunteer counselors to work

believe this board or commission should address each issue?
1) I have witnessed certain clients remain in violent romantic relationships. As a former resident of Austin,
Texas, I feel I have a progressive perspective to offer regarding domestic violence. Travis County has
a separate court for family violence cases and a task force to enforce protective orders. If law enforcement
is called to a family violence situation, one party must be arrested. The arrested party is then required
to complete a Batterer Intervention Prevention Program. The victim cannot subsequently drop the charges.
This allows for earlier intervention, counseling, and education.
2) Affordable housing for single women and single mother's continues to be an issue here. Women who are
working for Uber, DoorDash, or McDonald's deserve a safe and clean place to live. Single mother's need
more support; threats of children being removed from the home are more hurtful than helpful. It is
my understanding that there is an affordable housing initiative underway in the downtown area. A police
presence and good property management company can go a long way toward up-keeping the property and deterring
crime. Investing in more resources for young and adult children is also needed.
3) Access to quality mental health services is so important. My employer is leading the way in trying to
work with Medicaid, EAP's, and all insurance carriers to provide timely services. The agency now has
over 150 therapists on staff, but still receives 100 plus calls each day from clients in need. I would
recommend the council help fund businesses and agencies providing services. I also recommend contributing
towards training costs for therapists for evidence based trainings like EMDR Therapy or Somatic Experiencing.
This offers more highly trained therapists to the community.

the area. As a licensed clinical psychologist I am aware of the social constraints that are often subtle and

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Creating opportunities for women who are single, aging and in need of affordable housing. Fort Collins
appears to be a good place to retire and have resources for elderly populations. However for those women
who find themselves with single income, limited retirement savings due to divorce or death of a spouse,
the accessibility to such resources are likely limited. We need to insure that all citizens are able
to be comfortable in old age including access to healthcare and opportunities for good health-physical,
mental and social well-being.
2) Leadership. Opportunities for women to be involved in all levels of leadership within the city. This
can be developed at an early age, with young girls being engaged in civic involvement. Resources for
women to run for office, serve on boards, and provide consulting to the private sector.
3) Safety. Fort Collins is a safe city. Being alone and female can increase risk, however. Safe and affordable
housing is paramount. Additionally, domestic violence remains shrouded in secrecy and shame, and needs
to be addressed comprehensively. Better resources for shelters are important, but so is creating a culture
among men, especially at an early age to value women and to take care of their own mental health so
as not to take out their issues in violent and demeaning ways towards women.
