RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met
on Monday, February 10, and the following summarizes the discussions that began at 7:48 a.m.
February 11 Work Session:
The February 11 agenda was reviewed.
• West Nile Virus Program Review – There was discussion about the collaborative process used to review
program efforts and that the Larimer County Health Department was involved. It was confirmed that
the Larimer County Public Health Director will be attending the Council work session.
• Mitigating Plastics Pollution – There was a brief discussion about health impacts to people and the
environment of microplastics pollution. There was also discussion about the importance of related
education and moving forward with potential regulations in a phased and measured approach. There
was a question about whether federal legislation is underway related to microplastics; not at this time.
There was a question about whether waste-to-energy has been considered as part of this item; this
could potentially be part of a larger regional solution. Tying this to the health of the river was noted as
something done successfully in Washington, D.C.; perhaps it makes sense to do this here too. Staff
should be prepared to speak to the human cost and human risk associated with this.
• Residential Electric Time-of-Day (TOD) 12-Month Review – Program metrics are better than what was
anticipated; good news item. Climate action benefits, reducing stress on the overall system and
lowering coincident peak are all benefits that have been realized through this program.
February 18 Regular Meeting:
The draft February 18 agenda was reviewed.
• Affordable Housing Land Bank Property – Mayor Pro Tem Stephens received a concern from a resident
about the location of this property and the need to have more affordable housing throughout the City.

• Appropriation Philanthropic Revenue for the Eastside Park Project – City Give should be mentioned as
part of the executive summary for this item.

• Intergovernmental Agreements for the Award of Settlement Funds – These funds were part of the
Volkswagen settlement related to air quality. The funds will result in the purchase of five alternatively
fueled busses and two depot chargers. There was discussion about the utility system as a whole and
moving towards functionality that allows for two-way transfers/storage between the utility system and
electric vehicles.
• Reappointment of Lisa D. Hamilton-Fieldman as a Temporary Judge – There was discussion about the
potential for civil cases to come to Municipal Court. There is some expectation that this might happen.
• Montava – There was discussion about the process that is planned. There are some changes being
made to legal descriptions and as a result of Council’s first reading discussion. The second reading
ordinances will be published 7 days prior to the hearing, so the revised ordinances will be placed online
by tomorrow. Red-lined versions will be attached to the agenda materials. The items will be reviewed
at the hearing to eliminate any confusion about what has been changed.
6-Month Planning Calendar:
• March 3
o Staff Report on skills-based volunteers at natural areas was added to the calendar.
o Electric Utility Enterprise meeting; Epic Program Capital Agreements (First Reading) was added
to the calendar (moved from February 18).
• March 17
o Electric Utility Enterprise meeting; Epic Program Capital Agreements (Second Reading) was
added to the calendar.
• March 31
o Urban Renewal Authority Board Meeting was added to the calendar. The meeting is scheduled
for 6:00 – 8:00 p.m.
• April 7
o Electrical Assisted Bicycles on Paved Trails Regulations was added to the calendar. Staff intends
to go back to the same boards and commissions to present the information and get feedback
and recommendations.
• August 4
o This meeting will be canceled due to Neighborhood Night Out. There may be a need to schedule
a meeting for another date during the same week if there are items that need consideration.
Potential election code changes were noted as an example.
Deputy City Manager DiMartino:
• Noted that Census activities are underway. Census surveys are expected to go out on April 1 and will be
due back six weeks later, at which point Census takers will begin going door to door to collect
information. Educational components associated with the Census survey include: 1) It is easy to do this,
2) the information will not be shared with any other parts of the government, and 3) every survey

matters. Data shows that this results in approximately $2K/per person/year to communities. A
proclamation (English and Spanish) as well as a staff report will be scheduled shortly.
Deputy City Manager Mihelich:
• Noted the City received an award from the Colorado Department of Public Health for being a Radon
Aware Community. This recognizes the Radon Control Methods and Radon-Resistant Construction items
adopted as part of the International Residential Code and International Building Code changes done in
2019.
• Noted that the Home2Health Program is having a community conversation about housing and health
equity in Fort Collins. The Storytellers Project will provide a way for individuals to share their
experiences and give a holistic perspective to our local challenges. The event will include a free video
screening and panel discussion to showcase the stories of community members as they relate to
housing and health. The event will be held on February 27, from 6:30 – 8:00 p.m. at the Lyric.
• Noted the City of Loveland has implemented an emergency weather shelter plan based on Fort Collins’
model.
• Noted he will be meeting with a representative from the Boxelder Sanitation District to discuss
ideas/options for the service they provide in northeast Fort Collins in response to Montava.
• Noted a recruiter will be on site this week to discuss the new Housing Manager position. The job is
expected to post within the next couple of weeks.
City Manager Atteberry:
• Noted the Council priorities calendar included in Thursday packets. It will be updated at least monthly.
Staff is looking for feedback on the format and any changes desired.
• Noted an upcoming Northern Colorado regional electeds meeting scheduled for February 27. Larimer
County, Windsor, Wellington, Timnath and Fort Collins are expected to attend. Current agenda items
include:
o Updates on comprehensive plans.
o Poudre River trail.
o B-dams.
Regional transit/transportation was noted as a potential additional item for discussion. There was
interest in knowing more about the future of Laporte as well. It was suggested that this item be brought
up under other business.
• Noted that there is some business interest in building a US Customs function into the Northern Colorado
Regional Airport.
• Received a suggestion from a resident on using train cars/shipping containers for affordable housing.
Staff has taken a preliminary look at this and it is likely these can be used in Fort Collins for housing or
commercial use, if they meet the same building code and other requirements as any other new building.

These typically require some amount of retrofitting to meet standards for energy efficiency, insulation,
foundation and wind/snow loads.
• Noted the Larimer County Stakeholder Meeting re: Retail Licensing Framework for Limiting Youth Access
to Nicotine was held on January 30. Staff will provide more information in a Thursday packet memo.
• Noted that the City of Greeley is planning a two-day strategic operations meeting on water and related
issues to be attended by regional City/Town Managers and Utility Directors. He shared concerns with
the Greeley City Manager about whether this is the best mechanism to address this. He suggested that
the elected officials and City Managers that are part of the regional leadership group hosted by the
Community Foundation of Northern Colorado should get together to discuss this further. If the StratOp
meeting proceeds, it will be important for Fort Collins to participate.
Mayor Pro Tem Stephens:
• Attended the Poudre Fire Authority (PFA) awards ceremony; great event. She noted that PFA has a high
percentage of saves for those who go into cardiac arrest.
• Attended a Northern Front Range Metropolitan Planning Organization (MPO) meeting. Wellington has
asked to join this MPO but there is some resistance to this. Wellington joining the MPO is a likely
outcome of the census data process. A discussion is planned between Morgan, Weld and Larimer
Counties about the future of the MPO. Mayor Pro Tem Stephens asked for assurance that the full board
get a record of the information discussed.
Mayor Troxell:
• Participated in the NLC Silicon Valley Policy Roundtable. Approximately 20 mayors and councilmembers
attended from across the nation. They visited several tech companies, including:
o Apple Headquarters – toured this amazing facility and learned more about privacy and the
lengths they go to protect it.
o Auto Desk Headquarters – interesting tour.
o Zillow – had prepared sheets for each participating jurisdiction about housing prices and related
statistics within each community. Learned more about the data they collect.
o Zoox Headquarters (located on the Stanford Campus) – learned about autonomous vehicles and
was able to ride in one. They have made good strides in testing; working on a four-person pod.
His conversations with other Mayors reinforced the world-class way our City operates with systems such
as strategic planning and Budgeting for Outcomes. He noted he is encouraged by how much innovation
is part of our thinking.
• Noted he is impressed with the way Chief Swoboda is operationalizing and articulating world class
within his area.

• Noted the airport economic development article that was included in Thursday’s packet. He expects, as
efforts continue to be more strategic, that the City could realize 10 times the $160M impact listed.
