RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met
on Monday, February 3, and the following summarizes the discussions that began at 7:52 a.m.
February 4 Regular Meeting:
The February 4 agenda was reviewed.
• Item #5 Repealing and Reenacting Chapter 2 Related to Procedures for Appeals to City Council – This
item will be pulled by the City Manager to allow for discussion of an amendment that would ensure that
the question of consolidating multiple appeals of the same decision is discussed along with other
procedural considerations early in the hearing process.
• Item #7 Amending Code Regarding Municipal Court – A citizen has inquired about this item, so it may be
pulled for discussion.
• Item #8 Relating to Updating Certain Minor Code Violations and Related Penalties – A question has been
raised about whether the changes being considered would apply to those already convicted. There was
also a brief discussion about the board and commission application requiring people to disclose past
convictions; this is being removed from the application form.
• Item #19 Establishing Standards for Sentences to Probation – There was a question about whether
special agency sessions would continue to be provided; yes. There was brief discussion about related
costs. Staff is asked to provide a read-before memo providing this information.
• Item #20 to Purchase Property on North College Avenue for the Affordable Housing Land Bank – There
was a question on whether feedback is being received on this item. No feedback has been received.
6-Month Planning Calendar:
• February 11
o Plastics Pollution – There was discussion about State legislation that is currently being
considered and how this relates to this item. There was also discussion about microplastics;
what they are, how they are produced, how they are measured, whether there are related
health impacts, etc. Staff should be prepared to address these things at the work session.

• May 5
o Public Employee Recognition Week was added to the calendar.
• May 12
o Poudre Fire Authority 2019 Annual Report was added to the calendar. The PFA Board and
Leadership Team will be invited to join Council for dinner that night.
• July14
o Mountain Avenue Reshaping Project was added to the calendar. There was brief discussion
about what this project entails.
Deputy City Manager DiMartino:
• Noted that the Mayor and Councilmember Cunniff have each followed up with Senator JoAnn Ginal
regarding SB10 – repeal of the pre-emption on local government’s ability to regulate single use plastics,
to encourage her support.
Deputy City Manager Mihelich:
• Noted the City intends to activate the emergency weather shelter tonight and tomorrow night.
• Noted that a resident sponsored a neighborhood meeting for Maple Hill and those who live in northeast
Fort Collins. The conversation was productive and focused on adding trail and pedestrian connections.
It is likely that Council will see related budget offers as part of the 2021/2022 process. A budget offer
for the Vine/Lemay overpass is also expected.
• Noted a Homeless Services Advisory Committee meeting scheduled for tonight from 4-6 p.m. in the CIC
Room, 300 Laporte Avenue. Tonight’s meeting will include a panel discussion focused on community
impacts associated with homelessness.
• Noted Larimer County hosted a public meeting on vaping last week. He added that certain businesses
have expressed concerns about potential regulations.
City Attorney Daggett:
• Noted that a request had been received to move the February 24 Ethics Review Board hearing to an
evening timeslot. Scheduling did not allow for this but will be considered for future meetings. She also
noted that a request had been received to video tape the hearing. Neither Ethics Review Board
meetings nor any other Council Committee meetings have been video-taped in the past and there are
no plans at this time to change this practice. An audio recording will be done for the meeting.
• Noted that applications for the Conrad Ball award are being accepted.
City Manager Atteberry:
• Noted the success of the State of the City address and thanked Council who were in attendance and
staff who were involved.

• Noted the reimagine boards and commissions article that was in the Coloradoan and related feedback
that has been received. Structuring boards and commissions for the future and being intentional about
diverse representation continue to be a focus for the project.
• Was invited to a two-day strategic operations meeting suggested by the City of Greeley to be attended
by respective City Managers and executive directors of water utilities to discuss regional water
supply/storage issues and water access. The City Manager intends to decline since it’s unclear what the
purpose of this discussion would be, and because it seems more voices are needed at the table.
• Attended the Police Awards event. He noted that the Chief and team who worked on the event have
been successful in making it much more impactful. He added that alignment with the State of the City
address, as well as Council’s priorities and the City’s strategic objectives was apparent and appreciated.
Mayor Pro Tem Stephens:
• Noted that she was approached by a citizen interested in knowing more about the City’s approach to
building diversity on budgeting for outcome results teams. Staff is asked to follow up with a Thursday
packet memo on efforts the City has implemented related to this and how the results team selection
process will work.
Mayor Troxell:
• Noted an email received from a citizen regarding regulation of F-gases. There was discussion about City
efforts related to this.
• Noted an article in today’s Coloradoan about Poudre School District and the Futures Lab.
• Suggested that the Behavioral Health team and the Wasteshed team should meet to discuss concerns
about the proposed location for the new behavioral health center. He also noted that he has requested
an overall site plan for the area from the County but has not received the information.
• Participated on a panel discussion with other mayors last week. He spoke about transportation
infrastructure and the need for a potential gas tax to help fund needed improvements.
• Attended a recent Chamber of Commerce event.
• Noted a business owner who approached him and wanted to get more involved with affordable housing.
