These will be provided to Council in tomorrow’s read before packet. o Discussions and decisions that have previously come to Council related to this item and overall planning in this area (Mountain Vista and other plans) were noted. Staff should be clear about what has been previously decided and provide information to help clear up some of the misrepresentation that is occurring. Similar to the development that occurred in southeast Fort Collins, the same informed, planned approach is being utilized. o There was brief discussion about the possibility of future annexations within the growth management areas in the northeast. o There was discussion on the process that will be utilized for tomorrow night’s hearing. It is expected to include:  Brief overview by staff.  Applicant presentation (40 minutes).  Staff analysis/follow up on how project meets the Land Use Code.  Public comment (anyone can participate; expect to give everyone 3 minutes each).  Rebuttal opportunity by applicant.  Staff follow up.  Council discussion and vote. Leadership Planning Team Meeting January 13, 2020 Page 2 of 5 January 21 Regular Meeting: The draft January 21 agenda was reviewed. • Sale of 906 East Stuart Street – It was noted that through an RFP process a recommendation is being made to sell the property to a developer who has promised to provide, as part of the new development, one affordable housing unit for 25 years. The purchase price is $291K and the proceeds are expected to be invested in childcare efforts. • Designation of 155 West Mountain and 130 South Mason as a Fort Collins Landmark – There was a question about the owner of this property. • Hughes Stadium Rezoning – Banners were placed on College Avenue near Laurel Street and by the mall encouraging people to come participate in the upcoming Council meeting. They were quickly removed because they did not meet the City’s policy. The banners were sponsored by the P.A.T.H.S. group. • Items Related to the College and Drake Urban Renewal Plan – There was discussion about a recent Urban Renewal Authority (URA) Finance Committee meeting. The new combination of participants has resulted in a broad mix of new thoughts and ideas that will enhance the URA moving forward. 6-Month Planning Calendar: • February 4 o A presentation related to the City’s volunteer program accreditation was added to the agenda. This will occur at the beginning of the meeting. A representative from Points of Light, the sponsor organization, will be in attendance to present the award. • February 25 o Fort Collins Mobility and Transportation item was added to the calendar (rescheduled from January 7). • March 10 o This work session has been canceled due to the National League of Cities Annual Conference. Staff is asked to schedule representative visits on Monday and Tuesday morning to ensure all or most Councilmembers can attend. • March 17 o One Twenty Eight Racquette Drive Annexation and Zoning was added to the calendar. Deputy City Manager Mihelich: • Noted an email received from a resident regarding an upcoming Army Corps of Engineers meeting and lack of public notification. In response, staff provided the following information on the publicity that has been done: o Two email updates sent about the EIS and public hearing schedule to everyone registered on the project website. o Post on the City’s project website: https://www.fcgov.com/halligan/. o November Facebook post that reached 893 people. o Facebook event that reached 700+ people. Leadership Planning Team Meeting January 13, 2020 Page 3 of 5 o Two bulletins posted on FCTV, one for the EIS and one for the hearing. o Information included in the December City News, the City’s digital newsletter. o News release, EIS and public hearing information included on the Utilities home page and the City’s home page. o Event listings are included on the Utilities home page, and City’s main page. • Noted that Joe Olson will be traveling to Washington, D.C. this week to attend the Transportation Research Board conference. He is scheduled to meet with a Federal Rail Administration official about our latest quiet zone waiver proposal that is being prepared, as well as concerns about long trains and related blockages. Staff is asked to provide related train data to Council through a Thursday packet memo. • Noted that a vacancy has come up on the Arthur Ditch Board of Directors and that staff will be working to get another City representative on the board to achieve better alignment with share ownership. The election is scheduled for January 27. City Attorney Daggett: • Noted that new attorney Claire Havelda has joined her team. She comes to Fort Collins from the City of Loveland City Attorney’s office and practiced domestic law prior. • Noted that the City’s lead prosecutor has been nominated for a County Court judge appointment. The City may need to make adjustments to prosecution staffing depending on the outcome. City Manager Atteberry: • Noted that representatives from U Count have reached out and requested a meeting with him and the Police Chief. There was discussion about the efforts throughout the community related to human trafficking and the need to collaborate with all. • Asked that staff provide copies of minutes for the Homeless Services Advisory Committee to Council through Thursday packet memos. • Noted a number of upcoming meetings including: o Open House for Halligan tonight, January 13, 2020 from 5:30 - 8:30 p.m. at the Drake Centre, 802 W. Drake Road, Fort Collins. Mayor Troxell will be speaking. Staff is asked to provide a summary of the event to Council after. o Regional Vaping Meeting on January 30, 2020 from 5:30 – 7:30 p.m. at the Larimer County Building at 200 Peridot Avenue, Loveland, Colorado. o Police Services Awards on January 30, 2020 from 5:00 – 7:00 p.m. at the Timberline Church, 2908 S. Timberline Road, Fort Collins. o Natural Areas Volunteer Celebration on January 30, 2020, from 4:30 – 6:30 p.m. at the Lincoln Center, Fort Collins. Leadership Planning Team Meeting January 13, 2020 Page 4 of 5 • Noted that the County is expected to move forward with approval of a 60’ cell tower on Mulberry near Summit View Road. Concerns were expressed since this area is a gateway into the City and the County did not inform and/or include Fort Collins’ staff in the planning process as had previously been promised. Staff will follow up to find out what happened and to see what types of safeguards can be added to the process to help ensure this does not happen again. • Noted that the Human Resources Director met with an Energy Board member to discuss feedback regarding that Board. She will be sharing the ideas from that discussion with the City Clerk. City Manager Atteberry plans to provide more context to Councilmembers during 1x1 meetings. On a separate note, the City Clerk mentioned that numerous board members have not taken the Respectful Workplace Training. Staff will inform all staff liaisons that this should be a required agenda item at an upcoming meeting where all board members will view it together. Mayor Pro Tem Stephens: • Provided a summary of the latest MPO meeting. She noted that Wellington has asked to be included in the Fort Collins/Loveland metro area which met with resistance. A study was suggested to get recommendations on MPO membership prior to any changes being made. Project prioritization will be the focus of the upcoming meeting. • Noted a Denver news segment where the Denver Police Department was being highlighted for offering self-defense classes for women on a monthly basis. Staff is asked to follow up and provide information on whether we do something similar. If not, what would it take to provide something similar? Mayor Troxell: • Reported on the Election Code Committee meeting that was held on Friday, January 10. Several things were discussed including: o Leaving in place the changes that were made last year and letting things settle a bit.  Education on the new requirements will continue. o Eliminating anonymous donations; o Providing for notice and a chance to correct efforts; o Changing from a criminal to a civil penalty for non-egregious violations;  Will keep a criminal penalty for more egregious things; and o Adding clarification for rolling over remaining campaign funds and related uses. He noted there continues to be a group of residents who remain interested in election issues and who continue to advocate for ranked choice voting. • Attended a solid waste commission meeting and continues to press for a master plan. There is some concern that the County continues to push to locate the mental health facility at the landfill without a broader review of locations for the facility. Attending the Larimer County mental health meetings to note related concerns was mentioned as a good next step. • Noted that Leadership Fort Collins held a mock Council meeting that he participated in. This is a worthwhile effort to get people thinking about leadership. Leadership Planning Team Meeting January 13, 2020 Page 5 of 5 • Attended a visit with AMPT, a spin off company from Advanced Energy. This company is a solar energy equipment supplier specializing in an optimizer component. Staff is asked to provide Councilmembers with a summary of the visit. Meeting adjourned at 10:20 a.m.
