HomeMy WebLinkAboutMinutes - Read Before Packet - 12/17/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - December 16, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 16, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Monday, December 16, and the following summarizes the discussions that began at 7:43 a.m. December 17 Regular Meeting: The December 17 agenda was reviewed. • Boards and Commissions Appointments – There was discussion about the best way to move forward with appointments. Staff plans to do the following: o Bring forward an ordinance for Council consideration on December 17 that will allow interim one-year appointments. o Move forward with approximately 30 4-year terms as originally planned and communicated to board members. The resolution will move forward for Council consideration on January 7. These appointments will be comprised of:  Eligible board members whose terms are expiring, who are not term limited, and who expressed an interest in being reappointed; and  Recommendations from the Council interviews for these vacancies. o Move forward with filling remaining vacancies with interim 1-year terms. These appointments will be comprised of:  Back up individuals based on Council interviews that have been conducted previously; and  Individuals identified as part of a new round of recruitment/interviews. Resolutions will move forward for Council consideration as potential members are identified. Two additional resolutions are expected (January 21 and February 4 or 18). • Timberline-International Annexations – There was brief discussion about the location of these annexations. Leadership Planning Team Meeting December 16, 2019 Page 2 of 4 • Larimer County Community Services Block Grant Advisory Board – Staff is asked to provide a one-page memo on the activities of this Board. The information should describe the kinds of funds they receive and any overlap between this board and the City’s. • Executive Session to Continue Annual Reviews – It was noted that this might not be necessary. If it is, it is not expected to take long. There was a question on whether there would be a staff presentation for each salary ordinance; yes (a short one). There was a question on whether Council would just need to add a recommended percentage; yes. • Other Business – There are no known items expected to be brought up under Other Business other than the proposed executive session regarding Connexion. There was brief discussion about expectations for the coming Connexion update. 6-Month Planning Calendar: • December 21 o Council Retreat – There was discussion about a visual facilitator attending the first part of this meeting. The visual facilitator is working in partnership with the consultant who has been confirmed for this meeting. Staff will follow up. • December 23 o Leadership Planning Team meeting has been canceled. • January 7 o Items related to Montava were added to the calendar (moved from December 17 due to public notice issues). There was brief discussion on how best to review the information provided given the volume. Outreach on the move of the meeting was also discussed. Efforts are underway and include:  Mailed notice to the full mailing list.  Published notice in the Coloradoan.  Online updates.  Nextdoor updates.  Email updates to those subscribed to the email list.  Printed notice.  In person guidance at the December 17 Council meeting. • January 14 o Larimer County Collaborative Plan Regarding Vaping/Nicotine Access was added to the calendar. Tom Gonzales from the Larimer County Health Department will be attending and seeking Council feedback on this issue. o Fort Collins Mobility and Transportation – There was discussion about future planning and concerns with development in NE Fort Collins. It was noted that development will be incremental and planned, including the related infrastructure. Connections to major arterials are expected to help solve congestion issues. Leadership Planning Team Meeting December 16, 2019 Page 3 of 4 o Metro Districts – The memo provided on this item was good. There was discussion about the way the City uses metro districts and the added benefits that are required to enhance the community. • January 21 o Appeal Code Updates item was added to the calendar (moved from January 7 to accommodate Montava). o Hughes Rezoning – There was brief discussion on whether Council will want to move this item since second reading related to Montava will be scheduled on the same night. Since this is second reading and a hearing has been noticed, in order to move the item Council will need to make a motion to continue this item if it won’t be considered on January 21. • February 4 o Staff report on water reclamation and biosolids platinum certification was added to the calendar. • February 11 o Plastics Pollution – There was a question about whether this item included micro plastics and whether waste energy solutions were being considered. The item will take into account micro plastics, as well as other things. o West Nile – It was noted that staff will be reviewing year end season information together with any update on research being done by the Technical Advisory Committee. Staff will also be exploring whether Council desires to make policy changes related to this topic for the upcoming season. • March 17 o Electrical assisted bicycles on paved trails regulations was added to the calendar. o Possible executive session related to broadband was added to the calendar (moved from April 7). • April 28 o Electric residential time of use review after 1 year was added to the calendar. It was noted that there is not as much concern being expressed as anticipated. Council is looking forward to this conversation. Staff is asked to provide a packet memo once related data becomes available. • May 12 o Local farm concept on a community separator natural area was added to the calendar. This item will review the concept of working with a local farming cooperative to develop and integrate sustainable and restorative farm practices with natural area features and habitat restoration. • June 9 o Reimagine Boards and Commissions was added to the calendar (moved from May 12). Leadership Planning Team Meeting December 16, 2019 Page 4 of 4 Deputy City Manager Mihelich: • Noted that a meeting will be scheduled with City leadership and Boxelder Sanitation leadership to help further discussions. A work session is expected to follow. • Noted that snow removal efforts from the last storm cost approximately $700K. Deputy City Manager DiMartino: • Noted that staff is working on a refreshed application for What Works Cities. It is due this month. • Noted that representatives from Colorado Springs will be visiting the City on May 27 and 28, 2020. Staff is working to coordinate efforts. • Noted the results from the latest Community Survey are available. Staff plans to send a memo outlining the results versus scheduling a work session. Traffic and affordable housing continue to be the top issues for community members. • Noted that staff provided information regarding open meetings legislation to Kathy Kipp. This item was not included in time for the CML policy process so they will be unable to provide staff support. As a result, it is unknown whether this proposed legislation will move forward. Staff plans to bring forward local code changes related to this. City Manager Atteberry: • Noted a restraining order that was issued against an individual who trespassed on Platte River Power Authority (PRPA) property and behaved disruptively at a PRPA community listening session. City staff is aware of this issue and will provide information to Council under separate cover. • Noted that AT&T sent a note to Council thanking the staff team for the work they are doing around wireless facilities. Council will see this in Thursday’s packets. Mayor Pro Tem Stephens: • Noted she continues to hear a lot about school safety issues and wondered what was occurring in this space. Work continues between City staff and the Poudre School District. There is a team coming that will be doing an assessment of City streets around schools, as well as the school’s internal parking areas. A proposal is expected following this assessment. There was a question about whether short term fixes are being explored such as utilizing volunteer parents as crossing guards. Staff is asked to follow up. Meeting adjourned at 9:52 a.m.
