RE: Remington Stormwater Outfall Project
Bottom Line
The purpose of this memorandum is to advise Council of a previously approved and appropriated
stormwater project that will be under construction in February. The purpose of the Remington
Stormwater Outfall project is to complete the stormwater system by connecting the recent
improvements at the College/Prospect intersection to a new outfall and a stormwater quality
treatment system to Spring Creek. The Remington Stormwater Outfall was identified in the
master drainage plan Spring Creek Basin Selected Plan of Improvements to address the
College/Prospect intersection flooding issues as well as localized flooding along Remington
Street. This project was funded with the Safe Community BFO #11.14 as part of the 2019-2020
budget cycle.
Background
The master drainage plan for the Spring Creek Basin was updated in 2003. In that plan (Spring
Creek Basin Selected Plan of Improvements, 2003), the College/Prospect and Remington/Lake
intersections were identified as having flooding problems during minor storm events, that could
be solved with a single stormwater outfall system along Remington south to Spring Creek.
The College/Prospect improvements were installed in 2017. Prior to that, stormwater piping and
inlets at this intersection were inadequate to convey even minor storm events. The improved
intersection now includes 36” diameter stormwater mains with 18” diameter laterals to a series of
inlets on each corner. Today, this recent improvement ties into an older and undersized
stormwater system down Remington Street.

The Remington Stormwater Outfall project will connect the intersection improvements to the
creek and complete a stormwater outfall with a water quality treatment system for this portion of
the Spring Creek basin. This project has been designed to mitigate flooding from severe storm
events. The resulting outfall system design is approximately 1800 feet of 48” and 72” stormwater
mains along three blocks off Remington from Prospect to Spring Creek. Other minor storm pipe
laterals off the mains in Remington are planned to be constructed in the next few years. A map of
the project extents is attached.
The Spring Creek Basin Water Quality Master Plan, 2011, notes that the Remington Outfall
project is located in the Spring Creek East Sub-basin and that there were no significant water
quality measures in place in this basin when the report was finalized. This project, along with the
improvements at College/Prospect, will incorporate stormwater quality treatment for roughly 34
acres in this basin to protect Spring Creek.
Project Goals
The goal of the Remington Stormwater Outfall project is to provide flood mitigation and water
quality treatment of stormwater runoff, supporting the Safe Community and Environment Health
Outcome Areas. These goals help reduce the social, environmental, and economic impacts
associated with urban flooding such as public safety, property protection and water quality.
In addition, the project allows for an opportunity to replace the aging and undersized sanitary
sewer mains within the project area. Two full blocks of 6” sanitary sewer main that was built in
the 1950’s will be replaced with new 8” PVC sanitary sewer mains.
Community Outreach
Communication and outreach efforts to inform residents and businesses of the upcoming
construction project include mailed postcards, emailed newsletters, a project specific webpage on
fcgov.com, Next Door notifications, a neighborhood Open House, and sign boards placed at the
project site with informational handouts. Communication efforts are underway, with door-to-
door delivery of general project information flyers to all residents on Remington along the
project route. All other communication tools are currently being developed and will be rolled out
in January 2020, prior to the start of construction in February 2020. Outreach will be an on-going
effort throughout the duration of construction, with project updates provided on the webpage and
newsletters on a regular basis.
Pre-Construction Activities
In preparation for the larger construction project, some pre-construction activities have been
taking place in the area that include tree trimming along Remington Street, tree removal at
Spring Creek where the outfall pipe will be located, relocation of electric and cable utilities along
Parker Street and installing new water line valves at the Stuart and Parker intersections.

Residents or businesses that have been directly impacted by any of these activities have been
notified and coordinated with separately.
Construction
Construction is planned to begin mid-February 2020 and will last 19-20 weeks, with completion
by the end of June 2020.
Construction activities will begin at the south end of the project at Spring Creek and continue
north. Construction will be phased such that the south block will be fully closed first, then the
Stuart intersection, then the middle block, and so on, with the sequence moving from south to
north. Each block is planned to be fully closed to automobile traffic when construction is active
on that block. The intersections of Remington/Spring Park Drive and Remington/Prospect will
remain open to traffic during construction.
There will be a corridor reserved for bicycle traffic during most phases of construction with
intermittent closures during intersection work. Sidewalks along both sides of Remington are
planned to be open to pedestrian traffic throughout the duration of construction.
Automobile access and parking on the street will be unavailable when construction is active on
the block. Residential lots adjacent to alleys will be able to utilize their alley access at all times.
For lots that do not have alley access or cannot park off the alley, parking permits will be issued
for parking on adjacent roadways. This area is located within the Residential Parking Permit
Program (RP3) where parking permits are required for street parking longer than 2 hours.
Parking services will issue up to 3 permits per household to accommodate additional street
parking needs for the duration of this project.
