RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met
on Monday, December 9, and the following summarizes the discussions that began at 7:43 a.m.
December 10 Work Session:
The December 10 agenda was reviewed.
• Manufactured Housing Preservation and Livability Strategies – AIS materials on this item are very
thorough. There was brief discussion about residents’ rights, potential Land Use Code change options
and the possibility of encouraging change to State laws for items that are outside of Council’s
jurisdiction.
• Reimagine Boards and Commissions – There was brief discussion about concerns raised from boards and
Councilmembers over the pause in filling board and commission vacancies and balancing this with the
need for time to develop strategies to help accomplish the diversity goals/efforts Council is interested in
related to board membership. The strategies are expected outcomes of the work occurring as part of
this project and would likely come to Council for approval during Q2 2020. Approving 1-year terms was
noted as a possibility.
December 17 Regular Meeting:
The December 17 agenda was reviewed.
• Environmental Code Updates – The proposed changes are primarily enforcement related. Staff is
unaware of any concerns and know that the haulers are supportive of the changes.
• Annexations – The proposed annexation for Soldier Canyon Pump Station is a voluntary annexation
requested to enable the Station to be served by Fort Collins Light and Power. The three Timberline-
International Annexations are voluntary annexations requested to establish perimeter boundary
contiguity with the existing municipal boundaries to the north.
• Staff Reports – Parks and Rec CAPRA Award – It was confirmed that this would be done as a staff report
since no representative from the accreditation authority is expected to be present. It is expected that
this and the other scheduled staff report will take less than 10 minutes.

• Montava – There will be three separate items that Council will be considering, including:
1. Master PUD and three related policy plans (Mountain Vista Subarea Plan, Master Street Plan
and Parks and Recreation Policy Plan). The Master PUD portion is considered quasi-judicial. The
policy plan portion is not.
2. Vested rights development agreement.
3. Metro district benefits agreement. There was some discussion about an article that ran in
yesterday’s Denver Post related to the use of metro districts. Staff is asked to prepare a memo
that highlights the safeguards the City uses related to metro districts and the focus on
substantive benefits for the community as opposed to basic infrastructure, etc.
Issues that are expected to come up include:
• Transportation – people want all infrastructure done up front. Staff will be recommending a
phased approach for this.
• Sanitary Sewer Service – the developer has received a “will serve” letter from Boxelder so the
project will not be contingent on the City providing service. The letter sent to Boxelder
customers was briefly discussed (attached). Staff plans to work with Boxelder to develop some
related options that can be presented to Council as part of an upcoming work session.
Montava has agreed to increase affordable and attainable housing for this project to 15%. 300 of the
units will be below 60% of AMI. The remaining 300 units are expected to be between 60-120% of AMI.
6-Month Planning Calendar:
• December 21
o Council Retreat has been added to the calendar. The meeting will be held at 222 Laporte
Avenue in the Colorado River Room. ELT will join Council from 8:00 a.m. to 11:30 a.m. The
afternoon session is intended to be Council and its direct reports.
• January 7
o Salary ordinances for Council direct reports was added to the calendar.
o Consideration of an executive session to continue annual reviews of direct reports was added to
the calendar.
o Possible executive session related to broadband was added to the calendar.
• January 14
o Fort Collins Mobility and Transportation was added to the calendar.
• January 21
o Code changes related to the City’s email policy are expected to come forward for consideration.

o Hughes Rezoning – It was noted that the Ethics Review Board is scheduled to meet on Monday,
December 16 to review the complaints received. Council can consider continuing this item if
the work is not complete by the January 21 meeting.
• February 18
o Update to Harmony Gateway Plan was added to the calendar.
• April 7
o Possible executive session related to broadband was added to the calendar.
• April 28
o Our Climate Future was added to the calendar.
• May 26
o Mid-year reviews for Council direct reports was added to the calendar. The work session will be
canceled.
City Clerk Coldiron:
• Noted that an offer letter is expected to go out today for the vacant Public Engagement Coordinator
position that manages the boards and commissions program.
• Noted there is a Super Issue Boards and Commission meeting tonight at the Senior Center. The meeting
is scheduled from 6:00-8:00 p.m. and will focus on two items:
o 2020 Strategic Plan and Budgeting for Outcomes.
o Parks and Recreation Master Plan: Process Update and Visioning.
Deputy City Manager Mihelich:
• Noted the County had a meeting on vaping last week and has agreed to move forward with regulations
on age limit and a licensing framework. Discussion on regulating flavors will continue. A work session
on this item is expected to be scheduled in January or February 2020. There was brief discussion about
marijuana; this did not come up as part of the meeting. The Mayor shared data related to marijuana
from Smart Colorado.
• Noted that the oil and gas item is complex and staff does not recommend moving this forward faster
than planned. Staff is preparing a Council memo providing more information.
• Noted additional follow up that has occurred related to reporting snow issues. The current
recommendation continues to be for people to call the non-emergency police number (970-221-6540)
and/or utilize Access FC to report snow issues. Staff is also looking into implementing 24-hour call
coverage during storms. More information will be provided as it becomes available.

Winter Bike-to-Work Day (scheduled for December 11) was mentioned together with the need to
provide some education about best practices for riding bikes in icy conditions. Staff is asked to do
whatever is possible to get safety information out and to provide follow up information in a Thursday
packet memo.
• Noted that staff is working with HOAs on landscaping requirements; Rigden Farm was mentioned. HOAs
are not allowed to stop watering and change landscaping without submitting a revised plan. A revised
plan has been submitted in this case.
Deputy City Manager DiMartino:
• Noted that public engagement is commencing around the Parks and Recreation Master Plan with events
scheduled over the next couple of days. A consultant has been hired to lead the process. Interested
groups (running track mentioned) are being encouraged to get involved. Additional sessions will be held
in January.
• Reported back on the City’s Navigator Program and confirmed that services are available in Spanish.
Since its implementation in June of this year, 48 requests have been made. Healthcare, housing and
financial literacy are the top three items employees have requested assistance with.
City Attorney Daggett:
• Noted that the Election Code Committee is expected to look at a number of possible Code and Charter
changes and will bring forward a recommendation to City Council. One item mentioned was Charter
language addressing vacancies and the need to possibly tighten this process.
• Noted some concern about the gap created due to the Summer recess and asked about the possibility of
holding a Council meeting during the first week in August. While Neighborhood Night Out is routinely
scheduled for the 1st Tuesday in August, there is a Code provision that enables Council to move its
regular meeting to another night the same week. In lieu of this, it was suggested that staff move the
Neighborhood Night Out event to another night. Staff is asked to consider this and follow up with any
concerns.
There was also a question about whether LPT meetings would continue during the recess. It was
determined that they will continue.
City Manager Atteberry:
• Read a poem written by a resident related to the City’s snow removal on Canyon Avenue.
• Noted he received the 2020 Operating Plan from the Museum of Discovery as part of the normal annual
review process. He will provide Council with a copy of the finalized adopted plan.
• Provided notes about information Commissioner Johnson used prior to a contentious meeting on the
Thornton Pipeline (attached). Something similar may be incorporated into our process for contentious
items.

Mayor Pro Tem Stephens:
• Held a listening session on Saturday where multiple people came to speak about sex trafficking. They
are hoping to see additional efforts from the City in this regard. She provided staff with the information
they gave to her.
• Held a small listening session where people wanted to talk about graffiti. She plans to enter a SAR
related to this. She also heard from a graduate student about health equity issues within the
community.
Mayor Troxell:
• Attended a Local Legislative Affairs Committee meeting on Friday. The need for regional economic
development work was discussed among other things.
• Attended the grand opening of the La Piadina restaurant at The Exchange. The owner is an immigrant
from Hungary and has a great story. The event included great food and music (Sugar Britches)!
• Greeted the Mayor of Hoosville at the Grinch-style party at the Union Bar and Soda Fountain.
