RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met
on Monday, December 2, and the following summarizes the discussions that began at 7:48 a.m.
December 3 Regular Meeting and Electric Utility Enterprise Board Meeting:
The December 3 agendas were reviewed.
• Making Appropriations and Authorizing Transfers of Appropriations for the Horsetooth Outlet Project
and Related Art in Public Places – There was brief discussion about the Art in Public Places (APP)
component of this project. Deputy City Manager DiMartino confirmed that the Art in Public Places
program is undergoing a program evaluation that will be complete in Q2 2020, which may provide good
information for a future discussion about the Program.
• 2020 Larimer County Regional Transportation Capital Expansion Fee Schedule – It was noted that this
fee is unique, and it would be good to highlight the benefits to the City’s Growth Management Area
under Consent Agenda Follow Up. Staff is asked to provide related speaking points.
• Midtown Business Improvement District – Staff is asked to provide an update to Council on related
activity.
• Staff Report on Trail and Roadway Improvements Benefiting K-12 Students in Northwest Fort Collins –
Staff should be prepared to answer questions about how bike lanes are cleared of snow.
• 2020 Legislative Policy Agenda – There was brief discussion about an email received requesting some
potential changes; it was forwarded to legal staff for review. There was a question about whether the
proposed Legislative Policy Agenda was unanimously approved by the committee; yes. Feedback
received to date has included a few concerns about the healthcare item, as well as others who have
voiced support. City Manager Atteberry noted a New York Times podcast related to the healthcare issue
he listened to today. He will provide more information on this to any Councilmembers who are
interested. There was discussion about the importance of tying these items to local issues and the need
for data to support this.

• Setting the Salary for Council Direct Reports – To ensure all Councilmembers have opportunity to
participate in these discussions, the executive session to continue the annual reviews of the Chief Judge,
City Manager and City Attorney, as well as the three related ordinances setting salary, have been moved
to the January 7 regular meeting.
• A Resolution identifying the ad hoc committee that will be involved in mapping out the process for the
Chief Judge recruitment will be added to the agenda as another discussion item.
• Other Business:
o An item will be added to consider selecting a second alternate for the Northern Front Range
Metropolitan Planning Organization (NFRMPO) Committee. Mayor Troxell is unavailable to
participate as the second Fort Collins participant in the upcoming December 13 meeting. The
meeting is scheduled from 2:00 – 5:00 p.m. and is expected to focus on the criteria that should
be used to prioritize projects.
o An item will be added to consider going into executive session for the purpose of discussing
legal issues related to open meetings (moved from the November 26 meeting that was
canceled).
• An Electric Enterprise Board meeting will be held following the regular meeting.
6-Month Planning Calendar:
• December 10
o Downtown Stormwater Project was added to the calendar (rescheduled from November 26).
o The order of items was discussed and will be:
Manufactured Housing Preservation and Livability Strategies.
Reimagining Boards and Commissions.
Downtown Stormwater Project.
• December 17
o Staff Report on the CAPRA Certification for Parks and Recreation will be added to the calendar.
There is a possibility that a more in-depth acknowledgement will occur as part of the
proclamation portion of the meeting. Staff is asked to verify whether a CAPRA representative
will be attending and presenting the award.
• December 21
o A Council Retreat will be added to the calendar. The retreat is expected to go from 8:00 a.m. to
2:00 p.m.
• January 7
o Consideration of an executive session to continue annual evaluations of the Chief Judge, City
Manager and City Attorney, together with the three related salary ordinances, will be added to
the calendar.

• January 14
o The Development Review Fee Update will be removed from the calendar and an update
provided through a packet memo.
o Mobility and Transportation Update will be added to the calendar.
• February 11
o West Nile Virus Update was added to the calendar.
• February 18
o Update to the Harmony Gateway Plan will be added to the calendar (moved from December
17). Staff needs additional time to prepare for this item.
• April 14
o Destination Master Plan Update will be added to the calendar (moved from December 10).
Staff needs additional time to prepare for this item.
o Community Wellness Addressing Homelessness was added to the calendar (moved from
February 11).
• April 28
o Our Climate Future will be added to the calendar (moved from January 14).
• Other
o A Climate Economy Update will be provided to Council through a packet memo. This item was
originally scheduled for the November 26, 2019 meeting.
o The Summer Recess has been scheduled from June 16 through July 7, 2020 and is now shown
on the calendar.
City Clerk Coldiron:
• Noted the Planning & Zoning Board recommended approval of the Appeal Code Updates with
modifications. City Attorney Daggett noted there was significant conversation around a couple of items
including the proposed language that consolidates multiple appeals from the same decision into one
appeal hearing (which is our current practice, giving Council the opportunity to separate if desired) and
neighbors having more ability to provide input into the process. An information memo will be provided
to Council along with the materials provided to the Planning and Zoning Board in preparation for the
meeting and a transcript related to this item.
• Noted that interviews have been conducted for the vacant Public Engagement Coordinator position that
manages the boards and commissions program. Two candidates have been identified to move forward
with an additional round of interviews. A final selection is expected within the next two weeks.

Deputy City Manager Mihelich:
• Recognized the efforts of City staff involved with clearing streets and continuing Transfort services. He
noted we are somewhat behind on clearing sidewalks and bus stops but expect to be caught up today.
Equipment malfunctions have caused some of the delay. Transfort was able to keep all services
completely intact throughout the week with the exception of the route between the City of Fort Collins
and Boulder. In this case, a car was sent back and forth to ensure there were no stranded passengers.
Kudos to all involved. The Mayor and Mayor Pro Tem added their praise as well. Great job!
• Noted the Community Wellness Advisory Committee will be meeting this Thursday, December 5. The
focus of the meeting is expected to be identifying gaps in services. The following meeting, around the
Holidays, will include tours to the major homeless facilities in Fort Collins, including the Rescue Mission,
the Murphy Center and Catholic Charities. Meeting minutes will be provided as soon as they become
available.
• Noted that the new Director of Planning, Development and Transportation, Caryn Champine, starts with
the City today.
City Manager Atteberry:
• Noted information he received regarding the role technology plays in equity issues within a community.
The information comes from the Urban Institute and explores trends in four areas of technological
change including smart infrastructure, shared mobility, civic technology and technology-enhanced data
analytics. They identify how those trends can exacerbate or mitigate inequality in cities.
• Noted Assistant City Manager/Community Services Director Wendy Williams’ last day is January 10. A
retirement party is scheduled for January 8th; details will be forwarded once they are available. John
Stokes will be acting as the Interim Community Services Director. A national recruitment will begin in
January.
There was a question about the Chief Information Officer recruitment. The City Manager noted that the
position reports to the Deputy Information and Employee Services Director and there are Skype
interviews scheduled for December 3; finalist interviews will be conducted later this month.
• Noted an upcoming regional meeting on nicotine and vaping. Items the City Manager plans to cover
include:
o Raising the age limit;
o Implementing licensing (most likely at the County level);
o Eliminating flavors (potential consideration for menthol or mint flavoring that helps with
cessation efforts);
o Pursuing a related sales tax;
o Limiting the way vaping and nicotine products are marketed (ensuring they are not targeting
young people); and
o Identifying any items the County may not be willing to pursue that Fort Collins may want to.

• Noted he participated in a good conversation related to airport design standards. There has been some
discussion as to whether the design standards would be reviewed by City Council or the Planning &
Zoning Board. City Council will get an opportunity to review and approve proposed design standards as
a joint owner of the property.
• Noted that construction on the joint police training facility is underway.
• Noted that there has been some interest expressed in holding the Colorado Classic Women’s Pro Cycling
Race as long as there is emphasis on equity. Holding this event in another location of the City was
mentioned as a possibility. The event is expected to involve the Cities of Denver, Boulder and Town of
Vail in addition to Fort Collins.
• Noted the agenda has been set for the December 19 Regional Elected Officials meeting. Topics include:
o Vaping Facts and Regulation Options.
o Regional Transportation – What Now?
o Regional Approach to Housing Needs.
o State Legislation Proposed for 2020.
The agenda is attached.
• Noted a regional group of individuals from Colorado Springs who are interested in visiting Fort Collins.
The City Manager plans to reach out to the contact person and determine a path forward on this.
Mayor Pro Tem Stephens:
• Appreciated the memo provided on law enforcement calls for service. She requested more detailed
information on the calls of service received for Redtail Ponds.
• Noted a concern she received from an individual on an icy spot in front of McGraw Elementary at the
bottom of the hill near Harmony Road. Staff is asked to follow up on this. She also wondered how
individuals can report these things when the City is closed. Access Fort Collins and the non-emergency
phone number for Police (970-419-3273) were mentioned.
Mayor Troxell:
• Attended a Realities for Children Night Lights event. He noted that the event brings together a lot of
service providers for a good cause.
• Participated in a major employer visit with the ClearCompany. He stated that this Company develops
talent management enterprise software with a unique approach of putting a company’s mission and
vision at the center of each unique talent/hiring process and provides a strategic understanding of
hiring, onboarding and employee performance. They have a number of municipal clients; Frederick
being one of them.
Mayor Pro Tem Stephens was also involved in employer visits and asked how the pictures and
information obtained will be promoted. Staff is asked to follow up.
