RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, Chief Deputy City Clerk Rita Knoll
and Deputy City Clerk Aimee Jensen met on Monday, November 25, and the following summarizes the
discussions that began at 7:40 a.m. CSU Student Christian Dixon was also in attendance.
November 26 Adjourned Meeting and Work Session:
The November 26 agendas were reviewed.
• The proposed executive session to discuss legal issues relating to open meetings is expected to last
approximately 1/2 hour.
• Councilmember Cunniff will be calling in for the work session.
• Downtown Stormwater Project – Deputy City Manager Mihelich stated this project will not be
completed until 2023 and that Council will be asked to make decisions regarding this project as it
progresses.
• Mobility and Transportation – Deputy City Manager Mihelich stated this item is an update for Council,
showing the direction we are heading. Discussion ensured regarding ‘micro-transit’.
• Climate Economy Update – there was concern that if the executive session is lengthy that this item will
be postponed.
December 3 Regular Meeting and Electric Utility Enterprise Board Meeting:
The December 3 agendas were reviewed.
• Making Appropriations and Authorizing Transfers of Appropriations for the Horsetooth Outlet Project
and Related Art in Public Places -- There was discussion about the appropriateness of an Art in Public
Places (APP) component with this project. Deputy City Manager DiMartino indicated the Art in Public
Places program is currently undergoing a program evaluation, which may provide good information for a
future discussion about the APP Program.

• Staff Report on Trail and Roadway Improvements Benefiting K-12 Students in Northwest Fort Collins –
This staff report includes safety at schools. The City Manager was asked to follow up on a recent email
regarding the perception that private and Charter schools are treated differently when it comes to
addressing and funding school traffic safety issues.
• An Electric Enterprise Board meeting will be held following the regular meeting.
6-Month Planning Calendar:
• West Nile Virus Update was moved from April 14 to February 11.
• The Homelessness Update was moved from February 11 to April 14, and renamed “Community
Wellness: Addressing Homelessness”.
Deputy City Manager DiMartino:
• Announced that Wendy Williams will be retiring effective January 10. John Stokes will serve as Interim
Community Services Director.
• The Museum of Discovery is currently recruiting a new executive director for the non-profit side. Finalist
interviews are planned in January.
• The U.S. Fish and Wildlife Service has removed the Colorado butterfly plant from the list of federally
threatened and endangered plants due, in part, to conservation efforts at Meadow Springs Ranch and
Soapstone.
Deputy City Manager Mihelich:
• Indicated that the emergency weather shelter plan is implemented for tonight and tomorrow night.
• Noted staff met with GSI concerning problems with contaminated recycling loads being rejected at the
landfill (due to soft plastics).
• The battery demonstration project at 222 Laporte is now operational. The project will be testing a range
of use cases for the battery over the next 18 months to demonstrate benefits to the building operations
and for Utilities system.
City Manager Atteberry:
• Noted Timnath has hired an Interim Town Manager, Wesley LaVanchy, and Terry Jones will serve as
Interim Police Chief upon the retirement of Sherri Wagner.
• Announced that Elevations Credit Union will be sponsoring the 2020 4th of July celebration.
• Noted the need to establish a process and timeline for the Chief Judge recruitment efforts.
• Noted that the year-end Council retreat, tentatively scheduled for December 21 from 8 a.m. to 2 p.m.
needs to be finalized in the next day or two. The Mayor will send out an email to Council to confirm
commitments to attend.

• Nothing further to discuss.

Mayor Troxell:
• Mentioned the Election Code Committee (ECC) meeting on November 15 and described the discussion
items moving forward. Staff will attempt to scheduled monthly ECC meetings in order to finish its work
and recommend Code changes to Council for implementation by September.
• Discussed the variation in format for the December 12 Metropolitan Planning Organization meeting and
his inability to attend. He or Mayor Pro Tem Stephens will bring up at the December 3 Council meeting
the option to have Councilmember Cunniff attend in his place. City Manager Atteberry will reach out to
Suzette Mallette about the format of the meeting.
