RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met
on Monday, November 18, and the following summarizes the discussions that began at 7:39 a.m.
November 19 Regular Meeting and Electric Utility Enterprise Board Meeting:
The November 19 agenda items were reviewed.
• Mason Place Affordable Housing project – there was a question about the site demolition that is underway
and about whether initial plans included repurposing the existing building. Staff is asked to provide a
read-before providing more information on this.
• Staff report on Transfort ridership was noted as a good news item. Staff should be prepared to speak
about providing service seven days a week and how things are going related to this.
• Staff report on Halligan was noted as another good news item. A press release from the Army Corps of
Engineers is expected in the next day or so.
• Hughes Stadium Rezoning was briefly discussed. Related emails will be provided as part of Council’s read-
before materials. If Councilmembers are receiving emails directly, please forward these to the City Clerk
and she will ensure they are included as part of the record. Ensuring a respectful environment within
Chambers was also discussed; additional scripting will be provided to help address this.
There was brief discussion about the ethics complaint that was received related to Hughes. Since the
Mayor and Mayor Pro Tem were both named in the complaint, and both are members of the Ethics Review
Board, City Code requires the remaining five members of Council be convened as the Ethics Review Board
in this case. The Committee has until December 30 to review the complaint to screen for whether the
complaint should be investigated. Staff will work on scheduling and will post Notice of the review meeting
as soon as a date has been identified. The Mayor and Mayor Pro Tem will have opportunity to provide
information and/or make a statement regarding the allegations as part of the screening review.
6-Month Planning Calendar:
• November 26
o Possible executive session to discuss legal issues related to open meetings was added to the
calendar. Council will consider a motion to adjourn the November 19 meeting to November 26
for this purpose.

• January 21
o Adoption of an Urban Renewal Area Plan in the vicinity of Drake and College was added to the
calendar.
• March 17
o Water Shortage Action Plan was added to the calendar.
• March 24
o Land/Water Nexus was added to the calendar (moved from April 14). It was noted that this item
will address the cost of water allotments, alternative landscaping and other potential options.
Changes to setbacks was also noted as something that may need to be included as part of these
efforts, as well as ideas for addressing public expectations around expected changes.
• April 14
o Parks and Recreation Master Plan was added to the calendar (moved from March 24).
o West Nile Virus Policy was tentatively added to the calendar. This item may be moved to an earlier
work session.
City Clerk Coldiron:
• Asked about recognition during a regular Council meeting for the Service Enterprise certification
received by the City. This should be done as part of a staff report for an upcoming meeting. Staff will
work to get this scheduled.
• Noted that a proclamation recognizing the efforts of the First United Methodist Church to raise $250K
for Eastside Park improvements has been scheduled for December 3.
• Noted that interviews are scheduled on Wednesday, November 20, for the Senior Public Engagement
position that oversees the boards and commissions program.
• Noted that the Appeal Code changes were presented to the Planning & Zoning Board last Friday as part
of its work session. The changes will be formally presented to the Board at its regular meeting on
November 21. The Board is expected to draft a recommendation to Council.
Deputy City Manager Mihelich:
• Noted that the first Homeless Advisory Committee meeting went well. Another meeting has been
scheduled in two weeks.
• Noted there is a public meeting on Housing Our Future scheduled for tonight from 5-7 p.m. at the
Lincoln Center. It will address social equity, health equity and housing and how these three items
interface. A large turn-out is expected. He added that this conflicts with the Holocaust speaker who is
in town and presenting tonight.

• Provided a game day summary including:
o Average crowd was present.
o There were average wait times for MAX.
o 30 parking citations were issued (most around the CSU Performing Arts Center).
o 9 tows were performed.
There was a question about the cost of a citation – staff is asked to follow up.
Deputy City Manager DiMartino:
• Noted that the Lyons Club is interested in providing information to the community about the train at
City Park and still plans to give $100K towards this effort. There was a question about whether this
$100K was included in the $1M estimate to provide infrastructure and other work needed to
incorporate the train. A Thursday packet memo on this was requested. The need to engage CityGives in
fundraising efforts was also noted.
• Asked about next steps for the anti-discrimination resolution that was identified as an action step for
the Council priority regarding equity and inclusion. This item was initially supported by the Women’s
Commission, so staff will discuss with Emily Gorgol, the Council Liaison for this commission, and will also
reach out to other boards that may be interested in this topic; the Youth Advisory Board, Senior
Advisory Board, Human Relations Commission and Commission on Disability were all noted. A super-
issue meeting for interested boards and commissions was suggested on this topic prior to the March
work session.
On a related note, Mayor Troxell noted a meeting with CSU President Joyce McConnell, CSU Vice
President for Diversity Mary Ontiveros, and CSU Vice President for Student Affairs Dr. Blanche Hughes is
expected in follow-up to the conversation recently held with the Human Relations Commission on being
proactive when hate issues arise.
City Manager Atteberry:
• Noted Saturday’s event at the Gardens on Spring Creek had a huge turnout and was beautiful. Mayor
Troxell and several Councilmembers also attended. Kudos to staff and all involved in this work. This is a
great story about vision, having a plan, aligning to the plan, and achieving results.
• Noted that staff and Council will be headed to the National League of Cities conference on Wednesday.
There was a question about the Pre-K breakfast meeting that is scheduled; staff is asked to send a
clarifying message to Council about the intent, time, place, etc.
• Acknowledged the train/pedestrian accident that occurred on Friday. The train was very long and was
blocking intersections from Mulberry to Timberline. Two people attempted to cross Mason while the
train was stopped; one made it across, one was seriously wounded in her attempt. More information
will be provided as it becomes available.

• Noted a resident who has concerns with traffic at Columbia and Lemay and the lack of a traffic signal.
Previous efforts to add a signal in this location have not been successful since an agreement could not
be reached with the neighboring HOA. Another solution being discussed is to add a signal at the
southwest corner of Drake and Lemay. Efforts will continue to try to find a workable solution.
• Noted the newspaper column done by Joe Olson; it was good and reinforced that traffic safety is
something this team takes extremely seriously.
• Noted the email received from a resident describing a citizen advisory process in Jacksonville, Florida
that gives citizens more input into planning projects. This item will be turned into a SAR and staff is
asked to respond accordingly.
On a separate note, City Attorney Daggett stated there was a Planning & Zoning Board retreat held on
Friday. Board Members received additional training and had constructive discussion that should help
them move forward as a Board.
• Noted that at a meeting on the Thornton Pipeline, County Commissioner Johnson started things by
setting context on the need for respectful dialogue and a safe environment for those who wanted to
speak. The information he used may be helpful in setting up contentious hearings before Council. The
City Manager will follow up.
• Noted that organizers for a women’s pro classic race are interested in bringing this to Fort Collins. This
may be a good event for promoting women’s competitive cycling. Event organizers may be requesting
meetings with Councilmembers and others in the community to explore the opportunity. More
information will be provided as it becomes available.
• Noted a meeting with the Fort Collins Running Club track committee. Many options are being discussed,
including revamping the dirt track behind the CSU Performing Arts Center. There is a lot of support for
the effort and interest in finding partners to assist.
• Read a thank you note from a citizen on the excellent snow plowing that occurred in the Rolland Moore
neighborhood.
• Noted that a mobile laundry facility is up and running.
• Noted that the Health Department will be leading a conversation with others in the County about
tobacco usage and vaping. There is interest in limiting age and requiring licensing for tobacco and
vaping entities. More information will be shared at 1x1 meetings. If Councilmembers have any
concerns with the City participating in these efforts, they should reach out to the City Manager. Mayor
Pro Tem Stephens noted that vaping was a concern for the Youth Advisory Board members who were
interviewed. She hoped they could be involved in this process.
• Noted that staff has been discussing strategies on how to appropriately address/resource the priority of
affordable housing and will be sharing more with Council in the future.

Mayor Pro Tem Stephens:
• Noted concerns about the number of board and commission members who have not completed the
respectful workplace training. She requested that a note go to staff liaisons to remind board members
of this task. She also suggested that this be a December agenda item for boards and commissions to
ensure this gets accomplished.
• Noted a Health District meeting she attended along with Councilmembers Gutowsky and Gorgol. The
Hepatitis A outbreak, vaping and immunizations were discussed along with other things. It was a good
meeting.
• Talked with the University of Women (AAUW) regarding policy work around equity, as well as on their
concerns around congestion and growth and the need for xeriscaping and native grasses. She shared
information on the City’s childcare efforts and bus rapid transit system. They had a lot of good
conversation.
• Noted she is receiving emails from residents on concerns related to the solar program that include
allegations that Council is not holding staff accountable for what has been promised. She will forward
them on so others have this information.
• Noted a Metropolitan Planning Organization (MPO) meeting she attended. There were concerns from
some attendees on State Highway 119 improvements being funded over other priorities. They were
seeking a letter from the MPO to the Colorado Department of Transportation noting their concerns and
asking for an explanation. There was also discussion on the One Click One Call program. Staff is asked
to provide Council with an explanation of the program and indication on how much this involves the
City.
Mayor Troxell:
• Noted the Investiture Ceremony for President Joyce McConnell was well done and well attended. He
added that the ceremony had a lot of local touches that were very good.
• Attended the Solinator Garden dedication with Governor Polis and other Councilmembers. He noted
that as part of this project a species of plants has been installed under the solar panels and at the
perimeter of the site that will support local pollinators. Hives will also be present. He stated that the
project provides 1 MW of power to help meet our objectives.
• Attended the new theater announcement for Candlelight Fort Collins. This will be a nice addition with
the dinner theater going away. It will add to Midtown and FOCO Creates.
• Attended the Anheuser Busch (AB) holiday lighting ceremony; the event was very nice. AB is working to
connect with Fort Collins in various ways.
