HomeMy WebLinkAboutMinutes - Read Before Packet - 11/12/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - November 12, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: November 12, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry (by phone), Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Tuesday, November 12, and the following summarizes the discussions that began at 7:10 a.m. November 12 Adjourned Meeting: The November 12 agenda item was reviewed. • The order of the annual performance evaluations was discussed. It will be: o Chief Judge Lane o City Attorney Daggett o City Manager Atteberry November 19 Regular Meeting and Electric Utility Enterprise Board Meeting: The November 19 agenda items were reviewed. • Two options for a possible executive session to discuss compensation for the Chief Judge, City Attorney and City Manager were discussed: o Call a special meeting to enable this to be scheduled at 5:00 p.m., or o Consider the item prior to Discussion Items as part of the regular meeting. It has been requested that the executive session occur as early in the evening as possible. If a special meeting is desired, the Mayor will announce that he plans to do this as part of tonight’s meeting. • Mason Place Affordable Housing project was noted as a good news item. It is the City’s second permanent supportive housing project to help address homelessness. It is similar to the Redtail Ponds project and located on Mason Street, with easy access to the MAX. The Mayor and/or Mayor Pro Tem will provide information related to this under Consent Calendar follow up. • Purchase of Zero Emission Buses was noted as another good news item. There was brief discussion on the length of time the buses can stay charged (4-6 hours) and how this will be managed. Leadership Planning Team Meeting November 12, 2019 Page 2 of 3 • Moral Obligation to Pledge to the URA was noted as another good news item; the City will receive $5M that can be used for other City purposes. It was noted that this item has been well vetted with the URA Board and URA Finance Committee. • Staff report on Halligan was noted as another good news item. After 11 years of work on this project, we are nearing release of the Draft Environmental Impact Statement. • Hughes Stadium Rezoning was briefly discussed. Related emails will be provided as part of Council’s packet materials. If Councilmembers are receiving emails directly, please forward these to the City Clerk and she will ensure they are included as part of the record. Ensuring a respectful environment within Chambers was also discussed; additional scripting will be provided to help address this. • Electric Utility Enterprise Meeting – there was brief discussion about the purpose of this item and related terms. 6-Month Planning Calendar: • December 3 o Staff Report on Lincoln Middle School Safe Routes to School improvements was discussed in light of the tragedy that just occurred at Lopez Elementary. This puts into perspective the need and importance of this work. Staff should be available to talk about school zone safety and related efforts. Utilizing a flag system was briefly discussed. There is a SAR circulating that will provide more information on this • February 25 o The entire evening is dedicated to the 2020 Strategic Plan. This is intended to be a facilitated conversation focused on policy. The resulting Strategic Plan will prepare staff to move into the 2021-2022 budget process. • March 24 o Parks and Recreation Master Plan was added to the calendar (moved from February 25). • April 14 o Land/Water Nexus was added to the calendar (moved from February 25). • Summer Schedule o There was conversation about this year’s summer schedule. Meetings from June 16 through July 7 will be tentatively canceled, allowing Councilmembers opportunity to participate in state- and federal-level policy efforts and goal-setting at the Colorado Municipal League Conference and National League of Cities Summer committee meetings, as well as to have time off for the July 4 Holiday. Deputy City Manager Mihelich: • Noted that Willow Street is now open in both directions; the project turned out well. Some minor landscape and other final touches will be completed as soon as weather allows. Leadership Planning Team Meeting November 12, 2019 Page 3 of 3 • Noted that work on Hickory Street is currently being completed. The street leads to the trailer park and will include repaving and some traffic cushions. A celebration event with the neighborhoods is planned in December to acknowledge these improvements, together with North College pedestrian improvements near Highway 1, the new signal at North College and Hickory, and security lighting at Soft Gold Park. • Noted the First United Methodist Church raised $250K to help improve the Eastside Park and would like to come to Council to present the check. There was discussion about doing this as part of Proclamations and/or during the public participation portion of the regular Council meeting. Doing both was suggested. Staff will follow up with the Church to plan further. City Attorney Daggett: • Noted that it might be helpful to have a brief executive session to discuss legal issues related to open meetings. November 26 was noted as a possible date. Staff is asked to move forward and place this on the 6-month planning calendar pending further confirmation that this date works for Councilmembers. City Manager Atteberry: • Noted that the Health Department is seeking a round-table discussion to talk about Tobacco 21, vaping and a potential licensing framework as directed by the Board of County Commissioners. The Mayor noted he would like to see the marijuana added as a topic to the conversation. A related email is attached. Mayor Pro Tem Stephens: • Nothing further to discuss. Mayor Troxell: • Nothing further to discuss.
