From: Andrew Mowery <andrew.p.mowery@gmail.com> Sent: Tuesday, November 5, 2019 2:43 PM To: Sylvia Tatman-Burruss <statman-burruss@fcgov.com> Subject: Hughes Stadium Property Rezoning Dear City Council As a 20-year resident of Fort Collins, we chose to purchase a home at the farthest west boundary of Fort Collins for a reason - to be away from the crowds, development, and traffic, which we saw sprawling to the North, South, and East. We were assured Overland was a boundary, and that West of Overland would remain open space properties that we could enjoy the rest of our lives. Now, after numerous developments have successfully breached that boundary, we are faced, once again, with the prospect of another large piece of land being converted from space we can all use, to profits for a very few. And, more people in this area than our roads can handle. Overland Trail is a main artery for many who live on the West Side of town. It's our way of getting to the shopping areas of Mid-Town and the far South ends of town. It's become more and more congested each year, yet no improvements are being made to accommodate all of the new housing that has already been built. Add to this the increasing popularity of recreation at Horsetooth Reservoir, and the result is not just more traffic and delays, but increasing risks of accidents for drivers, riders, and pedestrians. This is also having a negative impact on the many birds and animals that call this area home. For those of us who are already used to regular visits by Elk, Deer, Bear, Coyote, and Mountain Lions, additional development only encourages more of the negative contacts for both humans and these beautiful animals. What we need in Fort Collins is affordable housing that is located near the urbanized corridor. We do not need more housing that is so far from everything that it requires more cars on the road for accessibility. What we need in Fort Collins is more open space where people already live. We don't need to simply fill in the empty spaces with more homes for the sake of profit. What we need in Fort Collins is leadership that understands preserving our quality of life is what created the value we all enjoy in the first place. Ultimately, this is not resolved by putting 2.5 acre home sites on this property. It's not a compromise, it's an invitation for more expensive homes, which only exacerbates the divides between haves and have-nots. This space is not the right place for ANY development. Fort Collins needs to preserve the foothills as sacred open space for the enjoyment of current and future generations. I oppose the LMN zoning on the east half of the property. It is imperative to keep the number of potential residences at a minimum because of our neighborhood concerns regarding traffic, dust, wildlife barriers, adequate access to trails/foothills, and ultimate congestion. There has not been adequate study of the potential for traffic problems, school resources for the kids, and how this neighborhood could absorb even the number of families proposed with both LMN and RF zoning. The 600-700 homes proposed by Lennar was totally unacceptable, and I very much appreciate the time and attention that City staff have devoted to public hearings and neighborhood input. We love our "crown jewel" on the west side of Fort Collins, and we insist on keeping it family-friendly and safe from traffic congestion. Thank you for your consideration of these comments.
