HomeMy WebLinkAboutMemo - Mail Packet - 11/5/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting - October 28, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 28, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Monday, October 28, and the following summarizes the discussions that began at 7:38 a.m. 6-Month Planning Calendar: • November 19 o Staff Report on the Halligan Water Supply Project was added to the calendar. Release of an Environmental Impact Statement is expected soon. • December 17 o Items Relating to Montava Planned Unit Development was added to the calendar (to be continued from December 3). City Clerk Coldiron: • Asked about whether board and commission members who are being considered for reappointment are required to take the Respectful Workplace Training prior to Council considering the Resolution making appointments; this was confirmed. An email will be sent to all applicable board and commission members informing them of this. • Noted that the Public Engagement Coordinator position in the City Clerk’s office that works directly with boards and commissions was recently upgraded to a Senior Public Engagement Coordinator position. The change will help ensure the City can attract a candidate who will bring expertise and experience with engaging diverse populations to promote/build diversity on boards and commissions. The deadline for applications is November 1. Deputy City Manager DiMartino: • Noted staff has been receiving questions about recruitment for boards and commissions and the limited appointments/recruitments being done due to the Reimagine Boards and Commissions project. The Mayor will be providing an update for those in attendance at Wednesday’s annual recognition event. The next Work Session where Council will discuss this item is scheduled for December 10. Leadership Planning Team Meeting October 28, 2019 Page 2 of 3 • Noted a request she received regarding property the City owns on Stuart Street and whether it could be used for affordable childcare or housing. Additional Information will be provided to Council through email. Deputy City Manager Mihelich: • Noted appointments to the Homeless Services Advisory Committee are nearing completion. Two individuals appointed experienced homelessness for a time. Although the first meeting was scheduled for November 11 (Veteran’s Day), the meeting is being rescheduled. • Noted the first phase for scooters is underway; 500 scooters have been delivered throughout the community. A few challenges have been experienced; however, things seem to be going well. Staff is hearing there may be interest from pedestrians and business owners to possibly expand dismount zones. • Invited folks to go out and view the new raised and separated bike lanes incorporated into the Suniga Road extension. More information will be sent to Councilmembers in a Thursday packet memo. • Noted that the Colorado Oil and Gas Conservation Commission (COGCC) will be initiating rule making for oil and gas. Staff plans to actively participate in the process and monitor activities. Regular reports will be provided to Council. City Manager Atteberry: • Noted he was invited to speak at Mill City Church as part of an event recognizing their 350 volunteers. They were interested in hearing what the City is doing and learning about in this space and wanted to express the interest and availability of the faith community to co-create with the City. On a related note, Deputy City Manager DiMartino noted a site visit that was done last week resulting in the City being recommended for a Service Enterprise certification for its volunteer program and related efforts. City Manager Atteberry congratulated the team and added that this is a significant accomplishment and the result of our ongoing journey to excellence. • Noted he received an update on the Business Improvement District in Midtown. The District is aligning with various City plans (FC Moves and Economic Health were specifically mentioned) and looking for ways they may be able to leverage funding during the 2021/2022 budget process. The District businesses are excited about their current trajectory. • Noted that a Regional Elected Officials meeting is scheduled for December 19. One topic of discussion is public health where conversations about vaping, smoking, Hepatitis A and West Nile are expected. The Larimer County tax is also anticipated as an item of discussion. If others have ideas on agenda topics, please let the City Manager know. • Noted that arrangements have been made for Council to participate in a Community First tour in San Antonio on Saturday. Leadership Planning Team Meeting October 28, 2019 Page 3 of 3 • Noted Judge Lane’s retirement and the importance of Council discussing the recruitment process. It was also noted that the recent work done by the ad-hoc committee will be helpful in this process. • Noted that ASCSU students have requested an opportunity to meet with Council. Staff is asked to work with ASCSU to get something scheduled. • Noted that Moody’s affirmed the City’s AAA rating. Only five public entities in Colorado have achieved this designation. Mayor Pro Tem Stephens: • Noted a listening session she held over the weekend where people wanted to discuss Hughes Stadium, scooters and transit. She added that she told the person who wanted to discuss Hughes that this could not be done at the listening session, but that she would provide her with the dates/times of upcoming meetings where she would be able to provide Council with her comments. She stated that folks have some concerns about scooters and ebikes, especially related to how these impact pedestrians. Speed limit signs might be helpful on the trails to remind bikers to watch their speeds. She will provide contact information for the pedestrian to the team in FC Moves. • Noted she has received multiple comments about people not feeling safe on MAX. Discussion ensued about the difference between illegal behaviors and things that may cause people to be uncomfortable. Staff is asked to research and report back on actual incidents that have occurred; are actual incidents increasing? • Attended Ensight’s Halloween Eye Ball presented by the Eye Center of Northern Colorado. The themed gala provided participants with an opportunity to enjoy a night of fun and philanthropy. Donations from the event are used to provide a variety of support to people in the community who are losing their eyesight. Meeting adjourned at 9:00 a.m.
