RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met
on Monday, October 14, and the following summarizes the discussions that began at 7:38 a.m.
October 15 Regular Meeting
The October 15 agenda items were reviewed.
• 2020 Budget for the Northern Colorado Regional Airport – There will be added costs needed for the
transition to the mobile tower. It is anticipated that the costs will be covered by reserves.
• Code amendments related to rates/fees applied under an Income Qualified Assistance Program – Noted
as a good news item.
• Youth Advisory Board – Reaching out to the Boys and Girls Club was mentioned as way to change the mix
of individuals represented on this board; would like to have more diversity.
• 2020 Utility Rates - Is consistent with the approach that Council has already considered and approved
prior actions under. Questions and discussion around affordability are likely. Staff intends to reach out
to the Energy Board Chair to better understand the information the board provided. Staff will be prepared
to speak to this as part of the meeting.
6-Month Planning Calendar:
• October 22
o The order of the work session topics was discussed. The order planned is:
City Park Improvements
Update to Harmony Gateway Plan
Parks and Recreation Master Plan
• December 3
o It was noted that Councilmember Summers plans to be absent and there was discussion about
whether Montava Planned Unit Development could occur without all Council present. Staff will
reach out to the developer on timing and report back.

• December 17
o Timberline Mixed-Use Annexation Initiation was added to the calendar.
o Soldier Canyon Pump Station Annexation Initiation was added to the calendar.
• February 4
o Timberline Mixed-Use Annexation (First Reading) was added to the calendar.
o Soldier Canyon Pump Station Annexation (First Reading) was added to the calendar.
• March 24
o Affordable Housing Priorities and Affordable Housing Strategic Plan were added to the calendar.
o Equity and Inclusion Input was added to the calendar.
City Clerk Coldiron:
• Noted that several staff members will be at the ICMA meeting on Monday, October 21. The Leadership
Planning Team (LPT) meeting will be done through a conference call that morning.
• Shared some alternate wording options for “announcements” on work session agendas for
consideration. The LPT discussed these and other potential options. Further discussion with Council on
this is expected.
Deputy City Manager DiMartino:
• Provided follow up on occupancy related to short-term rentals (STRs). Of the 400+ STRs, staff found 20
advertising above the expected 2 people/bedroom + 2 limit. Of those, 5 STRs are being reviewed for
appropriate permitting. Of the remaining 15 STRs, the advertised capacity is only over by 1 or 2 people
so no further action, beyond additional monitoring, is planned. There was a question about whether the
advertised over-capacity STRs were in multi-family buildings? If so, follow up was requested to ensure
the health and safety of occupants.
• Confirmed that the Downtown Lighting Ceremony has been moved to Old Town Square to
accommodate a larger crowd. It is scheduled for November 1.
Deputy City Manager Mihelich:
• Noted staff is preparing a white paper related to undergrounding transmission lines. A work session will
be scheduled to discuss related efforts.
• Provided follow up on an Animal Control case where a dog jumped the fence and killed a neighbor’s dog.
The incident occurred approximately six months ago. Ultimately, restitution efforts were satisfactory to
the neighbor who lost their pet. Staff has been working with the Larimer Humane Society on
communication improvements that would enable staff to reach out to affected parties in a more-timely
manner.
On a separate note, it was mentioned that the Larimer Humane Society will be seeking an increase in
fees as part of the upcoming budget process.

• Noted Suniga Road fully opened this morning.
City Manager Atteberry:
• Acknowledged the whitewater park grand opening. Kudos to all involved. It was a great event and had
good turnout. Dozens of people were still enjoying the area the next day. The Mayor was also in
attendance and addressed the community as part of the event.
• Noted some concerns being expressed to him about the minimum wage topic and its urgency.
• Noted a developer has approached the City about a proposal for use of a metro district to support a
long-term memory care center and a potential partnership with the City on a parking garage. Staff is
concerned that the proposal would not address Council’s policy thresholds.
• Noted the City recently re-issued a revocable permit to Northern Water to access several Natural Area
properties in the vicinity of Lemay Avenue and the Poudre River. The purpose of the permit is to allow
Northern to investigate various options for delivering future NISP bypass flows to a pipeline in the area.
The permit does not allow any infrastructure to be built. When, and if, Northern determines a location
and design, the City would negotiate with Northern over the terms of any permanent access or
infrastructure.
• Noted that staff intends to move forward on the Linden Street project as outlined in the Thursday
packet memo unless other direction is received from Council. (After the meeting, it was requested by a
Councilmember to add this item to tomorrow night’s agenda under Other Business).
• Noted that staff is working diligently to get an advisory committee established for the affordable
housing and homeless services site. Adding a homeless individual has been suggested. Appointments to
the committee should be finalized this week.
• Attended the Human Relations Commission meeting together with the Mayor and Mayor Pro Tem to
start a discussion about how to speak to racial or bias events that occur within our community. The
discussion was good.
Mayor Pro Tem Stephens:
• Asked about vaping and whether we are looking at this from a State focus? It was noted that this item is
being added to the City’s legislative policy agenda for review.
• Appreciated the memo on childcare that was included in Thursday’s packets. She noted that the City
has been able to leverage a lot of good things without a whole lot of money. This is a good news item.
• Appreciated the memo on the Election Code Committee (ECC) and the amount of work that has been
done. The LPT noted that many of the remaining items are ones the Council, as a whole, may be
interested in discussing and it might make more sense to suspend or disband the committee and take
these up at a work session. This will be discussed further at the next ECC meeting on November 15.

• Asked about the Natural Areas Foothills Management Plan and whether recommendations from the
biking advocates were incorporated. Many of the items were not incorporated but staff committed to
look for other trail options for them. Staff is asked to follow up on whether a trail connection tying in to
Coyote Ridge was included.
• Spoke at a Soroptimists Club regional meeting. She noted that the Soroptimists are a group of women
who do service projects and a lot of work around community and self-sufficiency for women. She was
able to speak about the City’s efforts related to childcare and homelessness.
Mayor Troxell:
• Attended an event at the Abyssinian Christian Church where they were celebrating their 30-year
anniversary as well as transitioning to new leadership. He noted that they have a great story on
perseverance and that part of their mission is outreach to college students. They were mentioned as a
potential and important resource for community discussions on race/bias and related activities.
• Attended an event at Harvest Farm over the weekend. He noted the great success rate they have in
helping men find a pathway towards recovery. Through the program participants gain skills, stability
and the self-esteem necessary to become productive, self-sufficient members of society.
• Participated on a panel as part of a Grid Conference he attended for Platte River Power Authority. He
noted that other communities look to Fort Collins as a leader in this space and noted Time-of-Day rates
as an example.
• Noted an article on recycling in the newspaper and spoke about confusion that may exist related to
keeping certain plastics out of the waste stream. He talked about circular economy and the need for an
overall framework. Road to Zero Waste was mentioned as something that will help with this.
