HomeMy WebLinkAboutMinutes - Read Before Packet - 10/8/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - October 7, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 7, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Monday, October 7, and the following summarizes the discussions that began at 7:45 a.m. October 8 Adjourned Meeting and Work Session The October 8 agenda items were reviewed. • Oil and Gas Operations – There was brief discussion about the information that would be shared including context about local regulations, the current operating agreement, and the recent legislative session, as well as information about the locations of oil reserves in or near Fort Collins. Platte River Power Authority activities near Rawhide and energy by design were also noted as items of interest. • Equity and Inclusion – Mayor Pro Tem Stephens was encouraged to see how much work is occurring in this space. • Fee Update – There was discussion about the need to provide more context for new Councilmembers around the construct of fees, the various categories of fees, definitions, how often they are reviewed, etc. October 15 Regular Meeting and GID Meetings The October 15 agenda items were reviewed. • GOCO Grant to Develop Link from CSU Main Campus to Spring Creek Trail – This was noted as a good news item. It will connect the trail that goes under Prospect Road to Spring Creek Trail and will provide separation for pedestrians and bikers. • Utility Rates – Is consistent with the approach that Council has already considered and approved prior actions under. 6-Month Planning Calendar: • December 3 o Montava Planned Unit Development Master Plan was added to the calendar (moved from October 15). o Appeal Code updates will be moved to January 7, 2020. Leadership Planning Team Meeting October 7, 2019 Page 2 of 4 • December 17 o Update to Harmony Gateway Plan was added to the calendar. City Clerk Coldiron: • Explained that due to the boards and commissions reimagine project, staff is recommending automatic reappointments for eligible board members on non-quasi-judicial boards that would otherwise drop below quorum limits and a regular recruitment process for quasi-judicial board vacancies. Appointments will not be made at this time for non-quasi-judicial boards who are not at risk of falling below quorum. • Asked for further clarification about the Election Code Committee and last week’s conversation about possibly dissolving. Other ways to get this work accomplished, i.e., through ad-hoc committees and work sessions were discussed. Having a conversation about this between all Councilmembers was suggested; perhaps under Other Business at the Regular Council Meeting. Deputy City Manager Mihelich: • Noted that Caryn Champine has accepted the Planning, Development and Transportation Director position. She is currently the Director of Planning Services for the City and County of Denver. Her first day is expected to be during the first week of December. • Noted that the e-bike pilot program has been underway for six months. To date, 333 people have been surveyed on the trail. Most people support Class 1 e-bikes but remain concerned about Class 2 e-bikes. Out of 1,110 speed snapshots, only 16 of the bikes shown were e-bikes. The average speed for regular bikes was 12 mph; the average speed for e-bikes was 15.9 mph. Very few complaints have been received. • Noted staff will be recommending changes to the Traffic Code in the next couple of months. Allowing towing of inoperable vehicles is one of the items being considered. Staff will ensure consistency between parking and other City codes. • Noted that game day operations continue to work well and improve. Some specifics reported included: o Less tows were requested around the Colorado State University Performing Arts Center o 2 RP3 signs were stolen, and o There was a delay in getting traffic control devices picked up The MAX was noted as being a great service! It is free, predictable, the busses are full, people are excited, etc. • Noted that staff is working on finalizing the e-scooter contract. It is anticipated that scooters will be available for use on October 21. A press release is expected to go out later today. Leadership Planning Team Meeting October 7, 2019 Page 3 of 4 City Manager Atteberry: • Noted the memo included in last week’s packet regarding establishing an advisory committee for the Affordable Housing & Homeless Services Site; he plans to move forward on this quickly. A related article that ran in the Coloradoan over the weekend about the San Antonio site was also discussed. Arrangements will be made for Councilmembers to visit the San Antonio site when they are there for National League of Cities in November. Extending this opportunity to community members who might be interested was suggested. • Noted the memo included in last week’s packet related to minimum wage. Staff does not intend to do anything further on this item unless directed otherwise by Council. • Noted the memo included in last week’s packet related to the Linden Street project and that staff intends to move forward with Option 1A unless directed otherwise by Council. Mayor Pro Tem Stephens: • Noted a Service Area Request that has been submitted on a policy regarding rotational training at the Senior Center. Staff is aware and will respond shortly. • Asked whether tickets were needed for the Whitewater Park grand opening; no tickets are needed. • Noted that Jamie Grimm, our local government relations liaison from the Colorado Department of Transportation (CDOT), is interested in meeting with Fort Collins representatives. Staff is asked to schedule a meeting with both Jamie Grimm and Heather Paddock, Johnny Olson’s replacement at CDOT. • Noted that momentum continues to build related to getting passenger rail established from Fort Collins to Denver. Amtrack has expressed interest in this and other Colorado routes. A coalition is being established to address this and needs a local representative. Staff is asked to provide a list of potential individuals who could serve in this role. Mayor Troxell: • Attended the recent North Front Range Metropolitan Planning Organization meeting. • Asked about efforts related to undergrounding transmission lines and what it would take to start moving the dial on this item. He is interested in seeing related strategies developed. • Attended a crop walk event yesterday. The event has been operating since 1988 and supports the Fort Collins Food Bank. It is sponsored by various faith-based communities. • Noted continued interest by running enthusiasts for getting a dedicated track. A meeting will be scheduled to talk about donative opportunities and possible paths forward. • Noted that November 2 is CSU Civic and Service Day. At the game, first responders and City and State employees will be recognized for their service. City employees are invited to come. Leadership Planning Team Meeting October 7, 2019 Page 4 of 4 • Attended a dedication of the Poudre Fire Authority Ossuary at Grandview Cemetery. He commended Poudre Fire Authority staff for the great job they did with this ceremony. • Attended a Solid Waste Policy Committee meeting last week. He requested information from the County on master planning for the area. • Noted that staff was here from Independence, Missouri learning about our community; great visit! • Attended the 100th year anniversary event for WWV; the oldest radio station still working which provides continuous time signal broadcasts that reach every continent. Meeting adjourned at 9:57 a.m.
