HomeMy WebLinkAboutMinutes - Read Before Packet - 10/1/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - September 30, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 30, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Monday, September 30, and the following summarizes the discussions that began at 7:42 a.m. October 1 Regular Meeting The October 1 agenda items were reviewed. • Small Business Revolving Loan Fund – the Mayor noted he received positive feedback about this program at the Business Appreciation Breakfast. • Biogas Powered Generators – this item was noted as a good news item that should be highlighted. • Munroe Canal – the location of the canal was briefly discussed; it is located above the Gateway Natural Area. • Temporary Shutdown of Horsetooth Reservoir Soldier Canyon Outlet – This item provides a temporary backup water supply pumping system to allow a two-month shut down of the Soldier Canyon Dam Outlet pipeline for needed maintenance. The pipeline conveys water from Horsetooth Reservoir to two drinking water treatment plants serving Fort Collins and surrounding areas. • Resolution Regarding Immigration Conditions at the Southern Border – the Mayor met with Berenice Rendón Talavera, Consul General of Mexico, on Friday and discussed their efforts with Colorado immigrants. She works out of the Department of Protection and Legal Affairs in Denver. The Department may have potential resources that could assist our community. Staff is asked to follow up. • Northfield Metro District – this will be done as a formal hearing with the same steps as the previous hearing. All information shared at the previous hearing will be incorporated by reference. Staff and the applicant will focus their presentations on items that have changed. Two resolutions will be provided for Council consideration; one for approval and one for denial. Staff is asked to provide an update on the progress that has been made with the affordable housing component of this item and to clarify timelines in a read-before memo. • Other Business – consideration of a motion to adjourn to October 8 for the purpose of going into executive session to discuss a natural areas land acquisition opportunity will be added to the agenda. Leadership Planning Team Meeting September 30, 2019 Page 2 of 4 6-Month Planning Calendar: • October 15 • Staff report on Teaching Tree was added to the calendar. • October 22 • Montava PUD – Due to scheduling issues, it was suggested that this item be moved to December 3. Staff is asked to follow up with affected parties to make sure this will work. It is expected that this item will come to Council for consideration as two items. The first will focus on the Montava PUD Master Plan and related plan amendments. The second will focus on the related development agreement. • November 5 • Hughes Stadium – Because the Planning and Zoning Board recommended a different zoning than was requested and recommended by staff, the specifics of how this item will be presented to Council are still under discussion. City Clerk Coldiron: • Noted an email received from a group of citizens with a number of asks seeking review, strengthening and streamlining of the City’s Charter, Code and guidelines related to elections. They are also seeking three fair election resolutions proposed by Represent Fort Collins, including: o Support for independent and transparent redistricting o Support for measures that remove the negative influence of money on campaigns and elections o Support for Ranked Choice Voting in City elections The LPT discussed the number of election code changes that have been made over the past couple of years and noted it might be good to live with these for a while before making other changes. Whether there is an ongoing need for the Election Code Committee was also discussed. Deputy City Manager Mihelich: • Noted the final open house on the Linden Street project is scheduled for today from 4:00-6:00 p.m. at the Art Lab, 239 Linden Street. The project team will present its recommended design, ways to mitigate the loss of on-street parking associated with the recommended design, and a summary of the outreach done as part of the conceptual design phase. City Attorney Daggett: • Noted Council’s current email policy is outdated; it was adopted in 2003. Changes in technology and social media need to be addressed. Staff plans to bring back an updated proposal for Council consideration. • Noted the change in work session agendas to change the final agenda item to announcements versus other business, to avoid creating the impression that this is a time for discussion of new policy items. Leadership Planning Team Meeting September 30, 2019 Page 3 of 4 City Manager Atteberry: • Noted there will be a memo included in the Thursday packet that covers water issues related to the Montava project. • Noted the memo included in last week’s packet related to opportunity zones. • Noted the new water quality lab project being done in partnership with Innosphere has been delayed. Staff intends to spend time over the next year exploring all options that might be available. • Noted there is an upcoming regional meeting scheduled for December 19. Potential agenda items include regional homelessness and public health and communities. Under public health, mental health, West Nile, vaping and Hepatitis A were all noted as potential topics to cover. Councilmembers should let the City Manager know if there are additional topics that should be added to the agenda. • Appreciated the boards and commission discussion that Council had at the last work session. He provided an overview of the summary memo that will be included in Thursday’s packet. Reviewing administrative versus operational boards was also discussed. • Noted that the opening of Suniga Road has been delayed to ensure several “punch list” items can be addressed without the complication of traffic. It should be open soon. • Noted that former Police Chief Dennis Harrison passed away late last week. Mayor Pro Tem Stephens: • Attended the Open Streets event at Seneca yesterday; great event! She met with several residents at the event as part of a listening session. A couple of concerns noted included a new Youth Advisory Board member not knowing the date and time of an upcoming meeting and a suggestion that more food trucks be incorporated into these events. Staff is asked to follow up on these items. • Thanked staff for the memo on ozone attainment and noted that the most impact will be experienced by oil and gas companies. • Thanked staff for the information on performance metrics at Redtail Ponds. She was encouraged that this helps people get to a place where they can become gainfully employed. • Attended a SAVA event where she met with a woman who shared concerns about racism in the community. There was also conversation about the “black face” event at CSU and the ongoing repercussions. There is concern about the amount of racial tension that seems to be building in the community; a need for community dialogue and effort in this space was noted. The Mayor also attended this event and spoke with a developer about HOA water concerns. It was suggested that all water taps for an HOA be aggregated to help avoid going over allocations and being penalized. The need for a transition plan for landscaping was also discussed as things move from bluegrass to xeriscapes and/or other alternative landscapes. Staff is asked to follow up. Leadership Planning Team Meeting September 30, 2019 Page 4 of 4 • Noted the letter received from Kathy Malinowski that was included in Thursday’s packet regarding development along Highway 287 and Skyway Drive. She noted concerns about the Black-tail Prairie Dogs that live in the area. Staff is asked to follow up and respond. Mayor Troxell: • Attended the Business Appreciation Breakfast; great event. The speaker was excellent and had a great story. • Met with an individual who is interested in holding a net zero event in the City. Staff is asked to follow up. • Noted an article in the Denver Post about Omni Tracks. Being intentional about a relationship with this group was suggested. • Noted articles in both the Denver Post and Coloradoan about homelessness. He also noted that trash is building on Linden Street near the mission. Staff is asked to follow up. Meeting adjourned: 10:19 a.m.
