HomeMy WebLinkAboutMinutes - Read Before Packet - 9/24/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - September 23, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 23, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Monday, September 23, and the following summarizes the discussions that began at 7:37 a.m. September 24 Adjourned Meeting and Work Session The September 24 agenda items were reviewed. • Legal Issues Related to Landfill Environmental Concerns – The executive session is expected to last for 30- 45 minutes. • Northfield Metro District– As part of Other Business, Council will consider a proposed rehearing on this item to be conducted at the October 1, 2019 meeting. • 2020 Budget Recommendations – Staff will be including additional funding recommendations based on Council’s feedback at the last work session. Staff should be prepared to speak on the type of data that may be available related to micro plastics. Including syringes as part of micro plastics was also requested. • Reimagining Boards and Commissions – There was discussion about the need for Council to more clearly define the role and functions for each board. This is expected to come up in tomorrow night’s discussion. • Northeast Fort Collins Planning Discussion – There was discussion about the various service providers in this area. Staff should be ready to speak about how we partner with each to provide service and about how different assumptions are built into the various models that impact rates. It might be helpful to have representatives from each service entity available to share information and respond to Council questions. October 1 Regular Meeting The October 1 draft agenda was reviewed. • Objects Obscuring Traffic Control Devices – This item addresses the responsibility for pruning private trees and landscaping that encroach into the City’s right-of-way and hinder traffic control devices. • Lease of City-Owned Property at 317/321 Sherwood Street – This was noted as a good news item and will be mentioned by the Mayor or Mayor Pro Tem as part of Consent Calendar follow up. Leadership Planning Team Meeting September 23, 2019 Page 2 of 4 • Purchase of Biogas Powered Generators – This was noted as a good news item and will be mentioned by the Mayor or Mayor Pro Tem as part of Consent Calendar follow up. • Temporary Shutdown of Horsetooth Reservoir Soldier Canyon Outlet – This item provides a temporary backup water supply pumping system to allow a two-month shut down of the Soldier Canyon Dam Outlet pipeline for needed maintenance. The pipeline conveys water from Horsetooth Reservoir to two drinking water treatment plants serving Fort Collins and surrounding areas. • Small Business Revolving Loan – This was noted as a good news item. There was brief discussion on whether this should be a consent item. Since small business and related efforts are a Council priority, this item should remain a discussion item. • Resolution Regarding the Immigration Crisis – It was noted that this item will be coming to Council on October 1 and should be added to the agenda. 6-Month Planning Calendar: • October 8 • Oil and Gas Operations-Overview was added to the calendar (rescheduled from September 17). • November 26 • Downtown Stormwater Project was added to the calendar (rescheduled from September 17). • February 11 • Community Composting was added to the calendar. • Plastics Pollution was added to the calendar. Waste energy should also be considered as part of this item. City Clerk Coldiron: • Noted that John Frey, Poudre River Library District Trustee, recently resigned. Mayor Pro Tem Stephens and Councilmember Pignataro will be contacted for replacement interviews. Deputy City Manager DiMartino: • Noted there is a Parks and Recreation team in Baltimore this week for final interviews as part of their accreditation efforts. They received notice late this morning that they have been confirmed as an accredited agency with the National Recreation and Parks Association. This was noted as an example of the systematic improvement that continues since the City received its Baldrige award. On a separate note, the Mayor mentioned that the City of Germantown, Tennessee is a finalist for this year’s Baldrige Award. He has been in contact with the Mayor of Germantown regarding this effort. • Noted that Turning Point USA is hosting an event with Charlie Kirk at the CSU Performing Arts Center. The event will include guest Donald Trump, Jr. City staff is working with CSU on security efforts. Leadership Planning Team Meeting September 23, 2019 Page 3 of 4 • Announced that Honoré Depew has been selected to fill the first one-year appointment for the Policy and Project Manager position temporarily vacated by Ginny Sawyer so she can assist with Connexion efforts. Deputy City Manager Mihelich: • Noted the interviews for the two finalists for the Planning, Development and Transportation Director position are occurring today. The finalists are: o Caryn Champine, Planning Services Director for the City and County of Denver; and o Manjeet Ranu, Senior Executive Officer for the Los Angeles County Metropolitan Transportation Authority. Councilmembers are invited to two sessions: o 5:00 p.m. in the CIC Room, for an informal meet and greet, followed by a more formal time of Council questions; and o 6:00 p.m. in Council Chambers for a formal public forum. • Noted game day efforts continue to go well. He mentioned the following specifics: o A train malfunction three hours prior to the game caused delays for some. o Parking violations continue to be a problem near the CSU Performing Arts Center:  18 people were towed.  2 RP3 signs were stolen. There was a question about attendance; it was low. The City Manager noted that he visited with the emergency operations center during the game; Mike Trombley is the new City designate for this. He added that although there was low attendance, it was a high incident night for the emergency operations team. • Noted that the Executive Director for Boxelder Sanitation District is seeking a meeting with City Council before staff efforts can continue. Meeting on this item now is problematic since a quasi-judicial hearing for Montava is coming to Council in a few weeks. Staff is asked to reach out to try to get a meeting scheduled for mid-November. City Attorney Daggett: • Noted the draft resolution regarding the immigration crisis Council will consider on October 1 has been sent out for translation to Spanish. Leadership Planning Team Meeting September 23, 2019 Page 4 of 4 City Manager Atteberry: • Noted he has been in contact with President Joyce McConnell about the issues that have recently occurred related to CSU. Mayor Pro Tem Stephens stated that during President McConnell’s State of CSU address there was a student protest in front of the stage. The social media post that included the Public Enemy #1 picture was also discussed. Mayor Pro Tem Stephens noted that CSU students attended her Saturday listening session and most of the time was spent talking about racism. The need for additional community dialogue around this issue was noted. She added that community members were encouraged to know that equity and inclusion are Council priorities. The importance of partnering with CSU on these efforts was mentioned. • Noted the new water quality lab project being done in partnership with Innosphere has been delayed. Staff intends to spend time over the next year exploring all options that might be available. • Noted that staff meetings are being scheduled to provide interested Councilmembers with more information on the Linden Street project. Any Councilmembers interested in attending should contact Sarah Kane. • Noted that the Larimer County Board of Health supports restricting youth access to products containing nicotine, including vapes. A copy of their resolution is attached. • Noted he utilized the back-in-angle parking spaces today. The Mayor did as well. • Read an email from Toby Gadd of Nuance Chocolate noting how impressed he was with how the City handled every aspect of the Pine Street project. His email is attached. Mayor Troxell: • Participated in a recent MetroLab Network event in Denver. MetroLab Network is a national network of over 40 regional partnerships between cities and universities that are focused on the research, development, and deployment of new technologies and approaches to urban colleges. • Attended a meeting and open house at the Northern Colorado Regional Airport. He noted that they are moving forward with planning for a new terminal and with certification for the tower. There are a lot of great things occurring right now! • Noted that train delays are getting worse and asked about the relationships City staff have with the railroad. There is a functional relationship between the railroad and emergency services personnel; they were instrumental in getting movement from the railroad during the Saturday game delay. Just a few small details remain—but we’re open! I was incredibly impressed with how the City handled every aspect of this, from initial emergency services, through permitting and inspections, the historic district folks, etc. Everyone was helpful, encouraging, and extremely timely. We truly live in a wonderful city, and our City government is worth every tax dollar that we spend. Thank you for hiring and maintaining such a wonderful group of people.
