Box 580 Fort Collins, CO 80522.0580 970.221.6601 970.416.2081 - fax fcgov.com/pdt Planning, Development & Transportation MEMORANDUM DATE: September 11, 2019 TO: Mayor Troxell and City Council Members THRU: Darin Atteberry, City Manager Jeff Mihelich, Deputy City Manager CC: Drew Brooks, Director, Transfort Joe Olson, City Traffic Engineer Tom Leeson, Director, Community Development and Neighborhood Services FROM: Dean Klingner, Interim Director of PDT RE: September 9 LPT Follow Up – Game Day Efforts Introduction: This memo is to provide a follow up from the 9/9/2019 Leadership Planning Team meeting regarding Colorado State University (CSU) game day efforts from 9/7/2019 (first home game of the season). Bottom Line: CSU and the City continue to collaborate on game day operations including neighborhood code compliance and parking, traffic flow, and public transportation. The services have been continuously improved and adjusted to minimize disruption to neighborhoods and the community in general and to ensure a good game day experience for fans. This was the first game of the third season for the on-campus stadium and the operations ran smoothly, traffic disruption was minimal, and neighborhood issues continue to decline. The City and CSU will continue to monitor operations on a game-by-game basis and adjust as necessary. Summary of Operations and Themes: Neighborhood Services: Lower activity than expected for opening home game. Only a handful of off-campus tailgate parties observed. Transfort: All operations went smoothly, with no passengers left behind and no major operational incidents. One minor delay was caused due to a train. Resources were cut opportunistically due to low game day attendance. Parking: DocuSign Envelope ID: A5E5E562-8774-402E-9FDC-F40FC064FAC7 The main themes seen were: • Residents not renewing parking permits – some citations issued. • Visitors in the zones were not parking for game day related activities. • Vehicles leaving before kickoff. Traffic Operations: Pre-game and post-game congestion were less than normal likely due to lower game attendance. Traffic Operations continues to fine tune signal timing plans and work with Police Services to make adjustments to temporary traffic control to promote safety and efficient ingress/egress from campus. A new change for this season is to close the crosswalk on the east leg of Center and Prospect in order to encourage use of the underpass and to improve egress from the parking garage at Center/Lake. This change seemed to work well for game 1. DocuSign Envelope ID: A5E5E562-8774-402E-9FDC-F40FC064FAC7
