RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, Deputy City Manager Jeff Mihelich, Deputy City Manager
Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Monday, September 9, and
the following summarizes the discussions that began at 7:40 a.m.
September 10 Work Session
The September 10 agenda item was reviewed.
• 2020 Budget Revision Offers – It was noted that the information provided for this item was good and
thoroughly explained each item. It was also noted that the Council Finance Committee has reviewed this
information. The offer for Developing Equity Gaps Analysis, Indicators and Principles notes developing
principles of community modeled after Colorado State University (CSU). Staff is asked to provide a copy
of CSU’s principles as part of the read-before packet. A read-before memo related to train horns will also
be provided.
September 17 Regular Meeting, Utility Enterprise Board Meeting, Work Session
The September 17 agenda items were reviewed.
• Code Changes Related to Public Nudity – It was noted that this item should be moved to discussion since
there was not a unanimous vote by Council. Upon review of the meeting video, staff found that the vote
was unanimous and, therefore, the item will stay on consent.
• Amendments to the District-Precinct Map – It was noted that this item will not change Council district
boundaries.
On a separate note, it was mentioned that the Election Code Committee (ECC) held its first meeting last
Friday. A number of residents attended and provided public comment on election complaints and
compliance, the ECC meeting schedule, guidelines for election workers, redistricting, campaign finance
and ranked choice voting. Committee members are reminded to send their lists for future topics to the
City Clerk.
• Northfield Metro Districts – It was noted that staff has asked the developer to:
o Ensure the construction of all units is in accordance with the Department of Energy’s Zero Energy
Ready Home (ZERH) program;
o Include Energy Recovery Ventilation systems and a no-more-than 4% duct leaking standard; and
o Increase the amount of solar being installed.

It was mentioned that the work session on metro districts has been scheduled for January 14. This date
provides some separation between the Northfield Metro District item and the policy discussion Council
has expressed interest in having. No other metro districts are expected to come before Council prior to
the January discussion.
• Oil and Gas Operations – It was noted that this item will provide Council with background and set context
on where Fort Collins is related to this issue. Staff also plans to ask Council for feedback on possible next
steps/options.
6-Month Planning Calendar:
• September 24
o Possible Executive Session to discuss legal issues related to landfill environmental issues was
added to the calendar.
• October 22
o Parks and Recreation Master Plan was added to the calendar (moved from November 26).
• November 5
o Hughes Stadium Annexation Property Rezoning was added to the calendar.
• November 19
o Possible executive session to discuss compensation for the City Manager, City Attorney and Chief
Judge was added to the calendar. This item is scheduled for 5:00 p.m. during dinner.
• December 3
o Appeals Code Updates was added to the calendar (moved from November 19). This item was
moved due to a scheduling request from the Planning & Zoning Board. The Board will be hearing
the Hughes Stadium rezoning item in October and requested all other items be moved.
• January 14
o Metro Districts was added to the calendar.
o Our Climate Future Update was added to the calendar. It was noted that this item will share
results from phase one of the Our Climate Future project, as well as an update on the Climate
Action Plan, Energy Policy and Road to Zero Waste Plan. Staff should be prepared to talk about
scaling these items for Fort Collins.
On a separate note, there was conversation about the need for high level coordination related to
utilities as part of the development process and the desire to consider longer-term system
integration as well as more immediate operational strategies.

• February 25
o Land/Water Nexus – Building a Resilient Community Landscape was added to the calendar. It was
noted that Fort Collins has been very intentional about setbacks and landscapes over the past 30
years with developments and that the City looks great because of this. It is important that this
transformation be intentional and ensures Fort Collins remains a great looking City.
City Clerk Coldiron:
• Was asked about any current topics of interest that impact the Clerk’s office. Coldiron noted that there
is a push occurring to build interest for ranked choice voting through the League of Women Voters and
possibly others. City Attorney Daggett noted that a Charter change would be required before this could
be done in Fort Collins. The need for new equipment and software, as well as a related educational
campaign for voters were noted as additional items that would be required to change.
Deputy City Manager Mihelich:
• Noted conversations are occurring with waste haulers related to recycling. A request has been received
for the City to add fees based on an index and to possibly remove low value plastics from the recycling
stream. Staff will report back as things develop further.
There was also discussion about micro-plastics. A discussion on this topic is expected to come to Council
in January 2020.
• Provided a report on game day efforts and noted that there was nothing big that occurred, but parking
remains a challenge. He offered details, including:
o There was light attendance at the game
o There was a train that caused delays for folks coming to the game
o There were 4 parking on yard violations
o There were 7 large parties that had to be addressed
o There were 7 challenges with Uber and Lyft picking up/dropping off at the wrong location
o There were 8 cars towed and 1 motorcycle that received a parking ticket
Staff will provide a follow up memo in Thursday’s Council packet.
The Mayor noted that it is free to ride the MAX on game days.
Deputy City Manager DiMartino:
• Noted that staff is reviewing online apps for private parking spaces to understand how this might impact
sharing economy. These work similar to an airbnb app, where available parking spaces are listed online
and people can choose and pay for them. Staff is not making any recommendations for action at this
point but will continue to monitor.

• Noted that spray operations for West Nile Virus were done for 1/3 of the area that was planned last
night. Due to the rain, spraying operations were halted. Spraying will continue as planned for
Wednesday night. The area that did not get sprayed on Sunday, will be scheduled for another
application this coming weekend. New notifications will be sent prior to inform residents.
The Mayor noted a Ted Talk he recently watched on the health of bees in urban centers; they are finding
them to be more vibrant here than in some rural areas. He will send out a link for those interested in
viewing.
Mayor Pro Tem Stephens:
• Thanked staff for sending the community trust and immigration resolutions and noted there is some
overlap between the two. She suggested that the task force used for the community trust resolution be
reconvened to work on this issue. Staff noted that we should receive information from CSU next week
regarding plans for the upcoming community dialogue. Holding quarterly meetings of the task force in
an effort to have ongoing community dialogues and to build awareness/relationship was also suggested.
Celebrating with different cultures and increasing awareness/engagement may be helpful in this space.
It was suggested that this be discussed at the upcoming Equity and Inclusion work session. Partnering
with CSU and their international programs was also noted.
Mayor Troxell:
• Noted a resident’s concerns about speeding along Drake, Horsetooth and Harmony. President
McConnell has also expressed concern regarding the traffic death experienced on Campus. Staff is
asked to provide a memo to Council and President McConnell related to these items.
Mixed-modes of transportation are increasing; long boards have become more prevalent. A public
awareness effort was suggested to remind people to be more careful. Scooters joining the mix was also
noted and should be included in the awareness efforts.
• Noted that long-time resident Jack Daniels passed away.
• Attended the Outreach Fort Collins event.
