HomeMy WebLinkAboutMinutes - Read Before Packet - 9/3/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - September 3, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 3, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Delynn Coldiron met on Tuesday, September 3, and the following summarizes the discussions that began at 7:07 a.m. September 3 Regular Meeting The September 3 agenda items were reviewed. • Waste Innovation Program – Council will be receiving a read-before memo today describing the items that have been funded through this program and related results. • Digital Billboard Regulations – Councilmember Summers plans to pull this item from the Consent Calendar so that Council can further discuss. • Staff Report: Wood Recycling Program – Staff should be prepared to speak to how the City can effectively recycle the tree canopy once the Emerald Ash Borer epidemic makes its way to Fort Collins. Information on what it costs to protect trees or save an infected tree should also be provided. On a separate note, there was discussion about developments throughout the City where landscape plans are being revised through the minor amendment process resulting in turf grass being removed to make way for native landscapes and xeriscapes. There were questions about whether there were alternative guidelines provided as part of the approval process, about whether landscape alternatives are discussed as part of the initial development review process, and about whether City Plan contains information relative to this. A work session on this item was suggested. Staff is asked to follow up. • Short Term Rentals – It was noted that the County is considering regulations related to short-term rentals. • Northfield Metro District Nos. 1 through 3 Consolidated Service Plan – Staff plans to ask Council to continue this item to September 17. Staff is working with the developer to see if agreement can be reached to: o Construct all units in accordance with the Department of Energy’s Zero Energy Ready Home (ZERH) program; o Include Energy Recovery Ventilation systems and a no-more-than 4% duct leaking standard; and o Increase the amount of solar being installed. Leadership Planning Team Meeting September 3, 2019 Page 2 of 5 There was discussion around the PICA citizen committee and the items they are seeking. There was a question about how many metro districts are in process; just this one. Staff is asked to provide a map, in today’s read-before packet, that shows all approved and proposed metro districts, together with their status. Scheduling a work session to reopen the dialogue around metro district standards was requested. 6-Month Planning Calendar: • September 17 o There was a question about items for this meeting. There will be second reading items, Northfield Metro Districts (if this item gets continued at tonight’s meeting), and a possible executive session to discuss legal issues related to landfill environmental issues. Two work session items are also scheduled for that night including Oil and Gas Operations Overview/Options and Downtown Stormwater Project. • October 1 o The Epic Program Capital Agreements item was removed from the calendar as further Council action will not be required. o An Electric Utility Enterprise Board meeting was added to the calendar as this is where Epic Program Capital Agreements would be considered. • October 15 o An Electric Utility Enterprise Board meeting was added to the calendar. • November 5 o Hughes Stadium Annexation Property Rezoning was added to the calendar. • November 19 o Appeals Code Updates was added to the calendar. After brief discussion about limiting agenda items to provide more time for Councilmembers who would be leaving for the National League of Cities Conference, it was decided to move this item to December 3. o There was discussion about the timing of the possible executive session to discuss compensation for the City Manager, City Attorney and Chief Judge. This item will be scheduled for 5:00 p.m. during dinner. • January 14 o Development Review Fees Update was added to the calendar. City Clerk Coldiron: • Noted that the Boards and Commissions Coordinator position has been posted. The deadline for accepting applications is September 10. Leadership Planning Team Meeting September 3, 2019 Page 3 of 5 Deputy City Manager DiMartino: • Noted staff reached out to the Trolley Association and was informed that although they are restoring a second trolley, only one will be operating on the tracks. An exception to this might be during certain events where both trolleys will be operating. • Noted that a City Park refresh meeting was held last week with the stakeholder group. Staff and Brian Dunbar did a great job facilitating differing perspectives and framing things in a constructive way. Although there remains opposition from some on including a train at City Park, staff does plan to include it in the plans that move forward for Council consideration. A memo will be provided in Thursday’s packet giving a status update on this item. • Noted staff is meeting today with Martine Carcasson from CSU’s Center for Public Deliberation to start designing the upcoming forum/community conversation around immigration. Late October is the target date. Representative Neguse has expressed interest in participating. Invitations to Senator Gardner and Senator Bennet, or their representatives, were also suggested. • Noted that staff is ready to install sharps containers at two of the Oak Street Restrooms. They will be installed inside the restrooms. Deputy City Manager Mihelich: • Noted that letters are being sent to property owners related to easements needed for the Halligan project. • Noted that Boxelder Sanitation representatives are seeking a joint meeting with Council. They are hoping to provide Council with some background information to help with context. The Mayor will respond. • Showed a short video on reverse angle parking and noted that staff plans to implement a demonstration project on Howes Street between Laporte and Maple. A Thursday packet memo will be provided to give more context and information. City Manager Atteberry: • Acknowledged a big weekend for the City with events including: o Launch of Connexion o CSU vs. CU Rocky Mountain Showdown o Tour de Fat o Fortitude Race He noted that all of the events went really well. There was some discussion about the possibility of using the Oxbow site for overflow parking during events to help ease some of the pressures in surrounding neighborhoods. There was also discussion about how much people enjoy the Fortitude race and the commitment to continuous improvement to mitigate neighborhood impacts. Leadership Planning Team Meeting September 3, 2019 Page 4 of 5 • Noted an area in NE Fort Collins has exceeded the City’s vector threshold standards for West Nile Virus. Staff will be meeting with the County Health Department today and anticipates that a recommendation for spraying may be forthcoming. • Noted that the Housing Catalyst was audited and received a clean, unmodified opinion, which is the highest audit opinion possible. The auditing firm congratulated the Housing Catalyst’s Board of Commissioners for having one of the top public housing authorities in the Country. Housing Catalyst manages 10 separate housing authority and partnership entities with over $169 million in assets and annual revenue in excess of $34 million. The Board was also informed that Standard & Poor’s has recently affirmed the AA- investment grade credit rating for Housing Catalyst. They are one of only 17 housing authorities across the country with such a rating. • Noted a grant given to the City from the Bohemian Foundation in the amount of approximately $88K for the Pianos About Town Project as part of the City’s Art in Public Places Program. • Noted that staff will be doing outreach with non-profit organizations who are holding special events to inform them about the City’s liquor licensing regulations and to provide assistance in resolving issues that could potentially hinder their event. • Noted Councilmember Summers’ interest in suicide prevention and discussed potential opportunities. It was suggested that Councilmember Summers participate in groups such as the Imagine Zero Coalition and share related information back to Council. Mayor Pro Tem Stephens: • Asked whether the cyclocross track is moving forward in Rossborough Park. It is moving forward with an expected construction start date in September. • Asked about the status of the minimum wage discussion. Two memos have been provided to Council on this item. If Council would like staff to do further work, more direction is requested. • Noted that some board and commission members are expressing concerns about the reimagine effort and have some confusion around the need to increase diversity. Nothing is needed at this point, she just wanted staff and Council to be aware. • Asked about the idling signs that are posted near train crossings and asked if these should be added at other places where people stop and wait. Pick-up areas at grocery stores, school drop off/pick up areas and fast food restaurants were noted. Staff is asked to follow up. Mayor Troxell: • Noted he had fun serving as a judge, along with Mayor Pro Tem Stephens, at the Tour de Fat event. • Noted a resident email he received on development in the NE area of town and the need to construct infrastructure. This email will be added to the formal record related to the Montava project. Leadership Planning Team Meeting September 3, 2019 Page 5 of 5 • Noted a resident email received about puppy mills. The Town of Berthoud just passed an ordinance related to this and the resident was hoping the City of Fort Collins would do the same. There was a question about whether we have known puppy mills in Larimer County and what the Humane Society’s role in this would be. Staff is asked to follow up. • Noted a concern received from a resident in the Sheely Neighborhood and the Whitcomb/Prospect stoplight. They reported that at this light, when coming out of Sheely, sight lines are blocked because the red curb does not go back far enough. Staff is asked to follow up. Meeting adjourned: 9:40 a.m.
