Alternatives Parking Summary: There are 58 diagonal on-street parking spaces along Linden Street between Walnut Street and Jefferson Street, including three accessible spaces, free for public use. Most of the spaces are signed with a two-hour limit to encourage turnover. The following outlines alternatives considered and remaining on-street parking: Alternative On-Street Spaces Alternative Description A 45 Convert half of the diagonal parking to parallel parking A-1 28 Convert all diagonal parking to parallel parking B 56 Diagonal parking only C 48 Intermittent diagonal parking Firehouse Alley Parking Structure Summary: The Firehouse Alley Parking Structure was constructed in 2017. This facility added 216 public parking spaces approximately 400 feet from the Linden Street/Old Firehouse Alley intersection (distance based on the southern pedestrian exit). The structure is open 24 hours a day and is security patrolled. Monthly parking permits are available for purchase and vary in price. The three- month occupancy rate average for the structure is approximately 50%, with the daytime use (Monday through Friday, between 8:00 am and 5:00 pm) at approximately 70%. Private Parking Summary: The City is working to develop an overall inventory of private parking availability in Old Town. In general, the private parking uses in Old Town vary; being available for customers, employees, and residents. For additional information, please reference the “Private Parking Exhibit” attached to this memo. Next Steps: Staff’s preferred alternative for the Linden Street Renovation Project is Alternative A-1. While this will reduce the on-street parking along Linden Street by 30 spaces, an additional 216 public parking spaces have become available at the Firehouse Alley Parking Structure since the Linden Street concept was developed in 2014. Staff will continue to meet with concerned stakeholders to better understand their perspectives on the challenges associated with Old Town Parking and if there are opportunities to mitigate these concerns as part of the project. In order to begin construction in the summer of 2020, staff needs to finalize the layout of Linden and begin final engineering design by the end of September 2019.
