HomeMy WebLinkAboutMinutes - Read Before Packet - 7/30/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - July 29, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: July 29, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, Senior Assistant City Manager Kelly DiMartino and City Clerk Delynn Coldiron met on Monday, July 29, and the following summarizes the discussions that began at 7:36 a.m. July 30 Special Meeting and Work Session The July 30 agendas were reviewed. • Calling a Special Municipal Election – It was noted that the County is considering changes to its tax proposal that would ensure some of the resulting revenue is spent on transit. Although there are details that still need to be worked through, the proposal is getting closer to something Fort Collins could be neutral on or potentially support. Staff is asked to prepare a read-before memo that gives Council additional background information and detail on current efforts with the County. It was also noted that a work session should be scheduled with the County sometime prior to the end of August. As a result of the County’s efforts, it is likely that Council will move to table this item indefinitely at tomorrow’s meeting. • Executive Session on Connexion – There was discussion about whether there is a need for an executive session on this item. It is anticipated that Council will not move forward with this and that the special meeting will be adjourned prior to moving to the Council Work Session. Six Month Calendar • August 20 o Northfield Metropolitan District was added to the calendar. There was a question about whether this was a new service plan; it is. It was reviewed by the Council Finance Committee at a recent meeting. o Mennonite Fellowship Litigation Settlement was added to the calendar. This is planned as consideration of an ordinance approving the settlement and a related hearing. o Library Staff Report – There was discussion about the need to limit this item to 10 minutes due to the anticipated length of the August 20 meeting. Library staff is asked to provide a full report to the Council ahead of time that provides background about when and how the Library became a district, that explains the current relationship between the City and the District, and that provides the Library’s new strategic plan. Leadership Planning Team Meeting July 29, 2019 Page 2 of 4 • September 3 o Staff Report: Community Dashboard Metric was clarified to be about actual cumulative revenue compared to budget and accuracy of cumulative budgeted expenses. o Possible executive session related to landfill environmental issues was added to the calendar (moved from August 20). • November 19 o Staff Report: Community Dashboard Metric was clarified to be about Transfort fixed route passengers per revenue hour. • Unscheduled o Larimer County Proposed Regional Transportation and Facilities Tax was moved to unscheduled. City Clerk Coldiron: • Noted the last public outreach meeting on appeal code changes was held last week. This item will next be presented at the September Planning & Zoning Board meeting. Senior Assistant City Manager DiMartino: • Noted that additional money has been raised for the Veterans Plaza that has enabled them to install additional sidewalks and signage. • Noted that staff is addressing some items related to the day camp and preschool programs held at Northside Aztlan Center to ensure compliance with State licensing requirements. There was discussion about Council’s priority of affordable daycare and about Governor Polis’s focus on early education/childcare. More information will be provided in the Thursday packet. Deputy City Manager Mihelich: • Noted the memo provided in Thursday packets on oil and gas and reviewed the options. Staff intends to move forward with updates to the Land Use Code related to this issue. Council may also request that staff move forward with a moratorium. • Noted that a dedicated left turn signal at the Hickory and College Intersection will be installed on August 1. • Discussed the request that has been received for an immigrant community resolution and reviewed related options. Staff will develop an item for the Legislative Review Committee to review and will forward to the entire Council after. Leadership Planning Team Meeting July 29, 2019 Page 3 of 4 City Attorney Daggett: • Noted there is an Ethics Review Board meeting tonight at 6:15 p.m. • Noted that there would be some advantage to amending the City Code to remove sections pertaining to toplessness in light of recent litigation. There was interest in moving forward with this. City Manager Atteberry: • Provided information related to the Madwire party that was reported to the Police for follow up. • Attended an Emerging Manager’s Summit related to local government; the City was a partner with this. There were 40-50 attendees at this two-day event. He participated on a panel that discussed inter- generational diversity. It was a great collection of emerging leaders throughout Colorado. • Attended Ken Waido’s memorial service. The family was very proud of the work Ken did as a Chief Planner for the City. • Shared expansion plans for the Justice Center that the County is interested in, as well as the potential for partnering with the City on a parking garage. He noted that Council will see a mid-cycle BFO offer to study space needs for a new City municipal building, to design a parking structure and to reaffirm the City’s master plan. The offer would be funded by general government impact fees. • Noted a Regional Elected Officials Meeting scheduled for July 31. The agenda includes: o Solid Waste Update o Behavioral Health Update o Community Approach to Homelessness o Transportation and Facilities Tax Mayor Pro Tem Stephens: • Appreciated the information received on juveniles in the court system. • Noted the information received on residential burning and the fact that we are not having many issues. The regulations that were implemented seem to be working. • Asked about small cell facilities and the questions that Councilmember Pignataro submitted. Councilmember Pignataro’s request will become a SAR and staff will respond accordingly. There were questions about 5G service and it was noted that there are significant studies underway related to EMF and 5G service. Results are expected sometime later this year. There was also a question about whether the City requires providers to co-locate facilities. The right to request collocations has been included in our standards. • Noted the School District is considering a ballot initiative for a local tax to help fund teacher pay. The District is expected to vote on this at an upcoming meeting. Leadership Planning Team Meeting July 29, 2019 Page 4 of 4 Mayor Troxell: • Attended a Platte River Power Authority (PRPA) board meeting where structure of the board was discussed. The general consensus was to keep membership as it is. He also noted that PRPA’s new building will open by the end of this year; tours will be available shortly. • Noted that appointments for the Northern Colorado Regional Airport Commission have been completed. Jerry Stooksbury was reappointed as the joint representative. • Attended the United Way opening ceremony; great facility. • Noted the field hearings he will be participating in on Thursday at the Library of Congress. The meetings are scheduled from 9 a.m. – 12 p.m. There are two panels; one for the governor alone, and the panel he is participating on. Meeting adjourned: 9:51 a.m.
