HomeMy WebLinkAboutMinutes - Read Before Packet - 7/9/2019 - Memorandum From Rita Knoll Re: Leadership Planning Team Meeting Minutes - July 8, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: July 8, 2019 TO: Mayor and Councilmembers FROM: Rita Knoll, Chief Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, Senior Assistant City Manager Kelly DiMartino, Chief Deputy City Clerk Rita Knoll and Deputy City Clerk Sara Gonzales met on Monday, July 8, and the following summarizes the discussions that began at 7:38 a.m. July 9 Work Session The July 9 Work Session Agenda was reviewed.  Affordable Housing and Mobile Home Preservation ‐ staff is seeking Council direction for the preservation of mobile home parks as a component of affordable housing in the city. A suggestion was made to look at grant funding for supporting this issue.  City Financial Overview and Planning Overview ‐ staff is not seeking specific direction from Council but will provide an overview of the City’s finances and the upcoming budget revision process for 2020. July 16 Regular Meeting The July 16 draft agenda was reviewed.  Housing Catalyst will make a presentation to Councilmember Cunniff for his service on the Housing Catalyst Board of Commissioners since 2014. This presentation will occur at the beginning of the meeting, after the City Manager’s Agenda Review.  Resolution making findings of fact and conclusions of law regarding the Sunshine House at Bucking Horse Appeal has been placed on the Consent Agenda as it is a vote on the decision made at the appeal on July 2 and is not a reopening of the hearing.  Initiate Rezoning of Hughes Stadium Annexation ‐ it was noted this item initiates the rezoning process. Staff will provide a recommendation and description on how the recommendation was reached when this item comes before Council for rezoning. Staff will provide a Thursday memo describing the process of rezoning with a timeline and will include opportunities for citizen comment during the process.  First Reading of an Ordinance imposing a moratorium on development of existing mobile home parks has been added to July 16.  Motion to Call a Special Meeting for July 30. The motion to call the Special Meeting will include consideration of First Reading of an Ordinance to Call a Special Election in Conjunction with the November 5 Larimer Coordinated Election (in order to preserve the City’s option to participate). Leadership Planning Team Meeting July 8, 2019 Page 2 of 3 Six Month Calendar:  July 23 Work Session o Larimer County Proposed Regional Transportation and Facilities Tax for the November 2019 Ballot has been added for discussion. Larimer County staff and City staff will present. o Northeast Fort Collins Planning discussion has been moved to September 24.  August 20 Regular Meeting o Climate Action Emergency Resolution has been added. A draft of the proposed resolution will be provided in the August 8 Thursday packet for feedback before consideration on August 20.  September 24 Work Session o Reimagining Boards and Commissions has been added.  November 12 o The yearly evaluation of the City Manager, City Attorney and Chief Judge has been scheduled for this date. o City Park Improvements and Parks and Recreation Master Plan work session topics will be rescheduled.  Unscheduled items o Potential Development of a Homeless Campus has been added to unscheduled for a future work session. It was noted that this item is in its infancy and a broad (not date‐specific) engagement plan will be provided soon. Chief Deputy City Clerk Knoll:  Reported she had been contacted by a group called Colorado Voters for Animals about a possible initiative for the April 2021 ballot. The group did not volunteer any information about the subject of the initiative. Senior Assistant City Manager DiMartino:  Indicated that the Clarendon Hills fence is under construction this week. The property owner will be responsible for maintenance going forward, and the HOA has released the City from any further responsibility.  Commended City crews for their work on the Fourth of July. She indicated that the lightning protocol was used to clear the park, which went very well, and the attendees were able to return to the park for the fireworks show.  Reported on the Oak Street and Buckingham bathroom issues. A memo will be provided in the Thursday packet, but she noted that one additional daily cleaning has been added for the Oak Street bathrooms, additional signage is being placed, and hourly security personnel will watch for biohazards and, if necessary, close the bathrooms and call for cleanup. The Buckingham bathroom issues are still being evaluated. Leadership Planning Team Meeting July 8, 2019 Page 3 of 3 Deputy City Manager Mihelich:  Noted he will follow‐up with Josh Birks on the July 2 Other Business request for evaluation of affordable housing and energy efficiency requirements for metro districts. Mayor Pro Tem Stephens:  Appreciated the memo on car camping issues. Mayor Troxell:  Inquired about the Sports Complex Feasibility study and how it addresses opportunities that could be unique to Fort Collins.  Inquired about the area surrounding the whitewater park and how camping issues may introduce e coli into the river. Nearby encampments are being cleaned up, and the river is constantly tested for contaminants.  Appreciated the West Nile Virus update.  Expressed thanks for the Fourth of July events.
