Formal action may be taken by the Committee at this meeting and the discussion of public business will occur. Therefore, the meeting is open to the public. Direct Reports Compensation Ad Hoc Council Committee June 10, 2019 4:00 to 5:00 pm Minutes Members in Attendance: Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens; Teresa Roche, Chief Human Resources Officer, Jamie Heckman, Senior Compensation Manager, Jeanne Sanford, Paralegal. Public in Attendance: None. A meeting of the Direct Reports Compensation Ad Hoc Council Committee ("Committee") was held on Monday, June 10, 2019, in the CIC Conference Room at City Hall. Agenda: 1. Review and approval of May 1, 2019 Minutes. 2. Discussion Items: a. Confirmations from last meeting; b. Process Design c. Salary Analysis Methodology 3. Adjournment The meeting began at 4:00 p.m. Mayor Troxell called the meeting to order. Mayor Troxell recognized Susan Gutowsky being absent. Mayor Pro Tem Stephens made a motion to approve the minutes and Mayor Troxell seconded the motion. The minutes of the May 1, 2019 meeting were approved. Jamie Heckman stated the meeting would begin with confirmations and recaps on what was heard last meeting, followed by a summarization and then an interactive process. If time allowed, the Committee would talk about salary analysis methodology, then next steps. Teresa Roche drafted some organized thoughts from the last meeting with specific comments under each; the Committee read the outline. Mayor Troxell stated under City Manager, public v. private sector experience was discussed. Mayor Troxell suggested adding "executive experience" which would mean working with a complex organization and where you have an executive team, organizational responsibilities are delegated at a high level. Leadership requirements for the future of Fort Collins were then discussed. Teresa Roche explained her preliminary draft where she expanded on required capabilities. Ms. Roche wanted to get the Committee's thoughts first and gauge the Committee's comfort level with her approach before she worked on them a bit more. The Committee stated they liked the way the thoughts were presented. Ms. Roche stated she would work and expand on these more because as demographics change, there is an importance to having these statements now. Ms. Heckman discussed the peer city characteristics that were a topic last meeting. The characteristics of population, service offerings, college student ratio, square miles, high performance were all relevant. Teresa Roche stated she thought about equity and inclusion as being a council priority. Ms. Roche asked whether that would be evidence of high performance. Ms. Roche noted that the City of El Paso won an award for employee engagement, in which the category is comprised of 7 factors. One factor is, are you race informed? Ms. Roche asked whether that something Committee wants to consider in the success of other cities. Mayor Troxell noted the conversation is different in each city because of the demographics and context of the communities. This topic is importance as demographics and the economy change. Mayor Pro Tem Stephens stated awareness is important to get diverse people to come and stay in our community. Teresa Roche discussed the fact that Darin, Kathleen and Carrie are having mid -year reviews in August. Ms. Roche expressed the importance of putting that on the August 28th Council priorities list. Discussion took place about Darin and Carrie's request for higher payout for overtime hours worked last year — and their hope the cap could go up so they are not losing hours. The Committee discussed bringing that issue up this year. Mayor Troxell stated this topic shows the need for the bigger planning picture. Teresa Roche asked if the City could go retroactive for lost time in 2018 as a way to correct the payout of hours issue. Mayor Pro Tem Stephens stated it would be good to have that discussion plus the ability for Darin, Carrie and Kathleen to take their vacations. Ms. Stephens stated burnout is a real concern for employees not taking their vacations. Ms. Stephens posed a question -- how does the City Council help the direct report employees do that in a way that the City does not have to increase payouts and lose vacation days. Jamie led the Committee through the interaction portion of assigning key dates to the planning calendar noting the City is in a two-year cycle process. Direction was given about how the Committee might be deliberate in the planning of these committee items in the two-year cycle. The Committee worked on the strategic map plugging in a timeline for review times. It was noted that December may be mid -year for performance measures metrics. Teresa Roche noted the time and stated the Committee would discuss salary and benefits at the next meeting.
