HomeMy WebLinkAboutMinutes - Mail Packet - 6/25/2019 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - June 17, 2019City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 17, 2019 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, City Attorney Carrie Daggett, Senior Assistant City Manager Kelly DiMartino, City Clerk Delynn Coldiron met on Monday, June 17, and the following summarizes the discussions that began at 7:40 a.m. There were no meeting agendas to review; the June 18 and June 25 meetings have been cancelled to enable Council to attend the Colorado Municipal League conference and National League of Cities summer meetings. Six Month Calendar • July 2 o Electric Utility Enterprise meeting to discuss approving multi-year agreements for video content related to Connexion was added to the calendar (first reading). • July 9 o Mobile Home Parks – There was discussion about some concerns that have surfaced about a potential transfer of an existing mobile home park for redevelopment. It is likely that this item will be discussed by Council further at the July 2 meeting under other business. • July 16 o Staff report on business trespass and College Avenue traffic safety was added to the calendar (moved from July 2). o Electric Utility Enterprise meeting to discuss approving multi-year agreements for video content related to Connexion was added to the calendar (second reading). • July 30 o Connexion strategic operations meeting – There was a question about whether the work session will be televised due to facilitated nature of this conversation; yes. • August 6 o Neighborhood Night Out – There was a question about whether there is anything different occurring this year; the party trailer was noted (where will it be located?). There were also questions about whether Council will receive packets and whether information on Connexion will be included. Staff is asked to follow up. Leadership Planning Team Meeting June 17, 2019 Page 2 of 4 • August 13 o Time with Dr. Joyce McConnell, new President of Colorado State University (CSU), has been added to the calendar, pending her availability. It was noted that she will take this opportunity to introduce and share information about herself, as well as the things she is excited about at CSU. Staff is asked to invite her to dinner with Council at 5:30 p.m. o Sports Complex Facility – It was noted that requests for running and bicycling tracks are being received from citizens. Staff will begin efforts to update the Parks and Recreation master plan this summer; residents interested in these or other parks or recreation items should be encouraged to provide feedback and get engaged as part of this planning effort. • September 3 o Staff report on the wood recycling program has been added to the calendar. • September 17 o Appeal code changes was added to the calendar (moved from August 20). It was noted that outreach is underway, and that one additional public meeting will be scheduled in July. City Clerk Coldiron: • Noted that an audit of the Clerk’s Office passport services was recently done by the Department of State; all is good. Based on the high ratings received for these services, no further audits are expected for four or more years. • Noted that recruitment for vacancies on the Planning & Zoning Board, the Youth Advisory Commission and the Zoning Board of Appeals are underway. Council interviews are expected to be scheduled soon. City Manager Atteberry: • Noted that he was asked to participate in a discussion related to mobile home parks sponsored by La Familia. • Visited the Royal Family Kids Camp sponsored by Timberline Church and held at CSU that supports and provides activities for foster families; neat event. • Noted that after assessment of usage, the drop-in hours at Campus West Connections are being reduced to 1:00 to 4:00 p.m. Monday-Friday. • Noted he has had conversations with the Poudre School District (PSD) about the proposal from the Community for Sustainable Energy that the City partner with the school district to place solar on school rooftops. Both the school district and the City are in alignment that this work should not move forward at this time. PSD is currently devoting all staff and resources to 2016 bond projects. • Noted the Boxelder Sanitation District has requested a meeting. Staff is asked to schedule a time for the Mayor, Mayor Pro Tem, City Manager and Deputy City Manager to meet with them. Leadership Planning Team Meeting June 17, 2019 Page 3 of 4 • Noted that legislation regarding minimum wage has been passed that provides the City with the authority to establish a community-wide minimum wage; need to consider acting promptly due to a cap on the number of local governments allowed to do this per the terms of the legislation. The last Colorado Municipal League newsletter had some information pertaining to this and other legislation recently. Staff is asked to provide a memo to Council providing more information. • Noted that he received information from staff on membership changes on the Boxelder Stormwater Authority Board. There was discussion about current appointments and potential changes to City appointees. A memo will be provided in Thursday’s packet that provides additional information and suggested next steps. • Noted that the Open Streets event occurred over the weekend; great event. • Noted that some vandalism occurred at the new whitewater park last week. The damage included graffiti and broken windows on contractor equipment. • Noted an upcoming meeting with County Commissioner Donnelly and County Manager Linda Hoffman on the potential Larimer County tax that may be on November’s ballot. Community shareback and limited proposed uses (regional roads and County facilities) continue to be of concern. Mayor Pro Tem Stephens: • Noted an email she received from a citizen regarding the work done near Lincoln middle school; work on the trail, connectivity, safe route to school, etc. Staff is asked to schedule this for a staff report; good news item! • Asked about the status of the Department of Transportation grant for I-25; staff is asked to follow up. • Noted that there continues to be citizen concerns about the City Park upgrade and funding for the train; they are suggesting that no BOB monies should be used for this purpose. Staff continues to work on the issue and will provide Council with an update soon. • Noted she and Councilmembers Gorgol, Gutowsky and Pignataro recently met with the Fort Collins Board of Realtors. Items discussed included affordable housing, the use of metro districts and U+2. It was suggested that staff meet with them to further discuss these items; they have some good ideas. Mayor Troxell: • Noted that resident concerns are escalating related to the Hughes Stadium redevelopment. There was discussion about the quasi-judicial nature of the project and limitations on Council engagement. It was noted that because the property was annexed, the City has more control and say over what occurs on the site. The City has a reliable and trustworthy process; the project should go through normal channels. Staff will ensure that resident communications are kept and added to the project file as part of the record. A response will be developed that informs residents how best to participate in the process and directs them to engage with planning staff and the decision-making body (Planning & Zoning Board) to ensure their feedback gets into the final record. Leadership Planning Team Meeting June 17, 2019 Page 4 of 4 • Noted he is hearing concerns related to the proposed homeless services campus; property values and safety are the issues that are being raised. There was discussion about the process, meetings that have occurred to date, and the need to have clear messaging about the process moving forward. Staff is asked to provide a Thursday packet memo describing the background, current status and process moving forward. • Noted an upcoming dinner meeting at the airport to help educate folks on related current events and in preparation for discussions about a terminal and budget. It is scheduled for June 27. Staff is asked to ensure all Councilmembers get invited. • Noted that the Colorado Municipal League conference is occurring this week in Breckenridge. • Noted that metro district conversations should include information about affordable housing, transportation and energy efficiency. All are city priorities. • Asked staff to take a look at the newspaper/magazine holders in Old Town to determine whether the numbers can be reduced. • Noted the public participation on climate emergency that occurred at the last Council meeting. In lieu of a resolution, it was suggested that staff and Council continue to highlight the things the City is doing related to this; much more robust than other communities.
