The Larimer County Fair Board was established as an advisory board
to the Board of County Commissioners. The Board was responsible
for organizing and coordinating the yearly County Fair with the
County Fair Manager, submitting recommendations on the hiring of

recommendations concerning fairgrounds growth and improvements.

Advisory Board
Resolution 96-36. Larimer County was required to create this Board
based on a November 1995 initiative that approved a county-wide ¼-
cent sales and use tax specifically earmarked for open space, natural
areas, wildlife habitat, and regional parks and trails. The initiative
stipulates that the Board be comprised, at a minimum, of 1 elected
official or appointee from the municipalities of Berthoud, Estes Park,
Fort Collins and Loveland, and 1 member from the Larimer County
Planning Commission, and 4 citizens appointed at large. The 1995
Initiative has been replaced and a City representative is not required
under the new tax measure. On April 25, the Board was scheduled
to adopt updated bylaws that change the composition of the board
to “at least 9 citizens appointed by the Board of County
Commissioners…” eliminating the City representation on the Board.
The bylaws must be approved by the Board of County
Commissioners to go into effect.

Resolution 87-123 approved formation of the North Front Range
Metropolitan Planning Council to allow Fort Collins to work with
other local governments in Larimer and Weld Counties to develop
transportation plans and policies that will assist in managing
projected growth in a sound, cost-effective manner. The formation
was required under Section 134 of Title 23, U.S.C., as amended, for
the use of Federal funds in transportation projects within US Census
designated urbanized areas. As well, Section 174 of the Clean Air Act,
as amended, requires that, for areas which have not attained national
standards for carbon monoxide and other designated pollutants, the
State and officials of local government shall jointing determine an
implementation plan to bring the area into compliance.
