RE: April 9, 2019 City Council Work Session Summary - Halligan Water Supply
Project Update
Utilities staff provided an update on the Halligan Water Supply Project. A video about the project
was shown, followed by a presentation that provided background information on the need for the
project, as well as an overview of project details and upcoming work. The presentation focused
on the upcoming release of the Draft Environmental Impact Statement (EIS) and related documents
for public review and comment; concepts to avoid, minimize, and mitigate impacts related to the
project; and public recreation considerations. All Councilmembers were in attendance. Staff was
seeking input or questions about the public process and plans for moving forward with the project.
Feedback on the project was positive and included recognition of the need for storage for drought
protection and other future uncertainties. The remaining discussion focused on the following
items:
Councilmembers complimented the project video and provided suggestions for
improvement, including more videos and/or more detail on needs, alternatives, etc.
Opportunities to educate the public about the need and benefits of the project, prior to the
Draft EIS release.
Clarification that Halligan Reservoir is needed for drought storage and cannot be avoided
with water conservation alone.
Next Steps
City staff will continue work on the project and related outreach and education efforts. Project-
specific presentations are scheduled with City and County boards, environmental groups, and
legislative officials. Staff will continue to provide updates to City Council as the project progresses
and release of the Draft EIS approaches.
