With limited exceptions, emails and any files transmitted with them are subject to public
disclosure under the Colorado Open Records Act (CORA). To promote transparency, emails
will be visible in an online archive, unless the sender puts #PRIVATE in the subject line of the
email. However, the City of Fort Collins can’t guarantee that any email to or from Council
will remain private under CORA.

Please support Resolution 2019-047 to adopt an Intergovernmental Agreement
for Solid Waste Programming and Infrastructure Improvements between Fort
Collins, Loveland, Estes Park and Larimer County. I think both the implementation
of the 2018 North Front Range Regional Wasteshed Coalition Solid Waste
Infrastructure Master Plan and changing the City building code (Ordinance No.
063, 2019) to institute flow control for construction and demolition are positive
steps for our community. This code change would allow for on-site separation of
materials, and the building construction industry supports it due to the
convenience of an “all-in-one-bin” collection service.
The waste sorting facility would also reduce the City’s greenhouse gas emissions
and move the City closer to its 2025 Zero Waste goal.
Please direct City staff to begin consideration of City code changes that would
accelerate the construction of the organic waste composting facilities that are
part of the Master Plan, enabling the City to reduce its greenhouse gas emissions
and move the City toward achievement of its Climate Action Plan Goals.
