This is the highest density of structures at risk for flooding of any other part of the city. The area was built over a century ago prior to design standards for stormwater management and flood hazards. In 2003, the Stormwater Master Plan recommended a system of improvements in the Old Town Basin to address the flood risk including the Magnolia Street Outfall project. Staff continues to work on the project. A work session with Council was rescheduled from March 26 th to July 23 rd due to other work session priorities. A few of the task items that are underway include: Basin Wide Alternative Evaluation – The Magnolia St. Outfall project is part of the system of improvements still necessary to address the remaining flood risks in the Old Town Basin. A basin wide alternative evaluation is underway to determine if more cost-effective solutions exist for the Magnolia St. project as well as the remaining improvements. Flood Damage Analysis – A flood damage analysis is underway for the entire Old Town Basin. The analysis will estimate the cost of damages expected due to the risk of flooding. These damage costs are a critical component in the benefit-cost analysis of improvements. Public Engagement Process – An extensive and thoughtful process for engagement with all stakeholders is under development. Public engagement will be a key component throughout the project. Opportunities for Collaboration – A goal of the project is to seek opportunities for collaboration with other City goals and objectives. A workshop is planned with key City departments to begin this collaboration. Water Board Update – A presentation was made at the February 21 st Water Board meeting to update the Board on the project.
