BOTTOM LINE
The Energy Board received a presentation at their regular meeting on March 14, 2019 regarding
the Platte River Power Authority Organic Contract and Power Supply Agreement extensions.
The Energy Board unanimously agrees to advise Council to support the changes made to the
Organic Contract and Power Supply Agreement as drafted; however, they also agree with
Mayor Troxell’s thoughts that he shared at the February 26 Council Work Session and the
February 28 Platte River Board of Directors Meeting; that future changes regarding the City’s
distributed energy future are necessary in these foundational documents.
BACKGROUND
Though the Energy Board supports the updates to the Platte River Power Authority Organic
Contract & Power Supply Agreement Extension, Board members expressed concern about the
language in the Power Supply Agreement not reflecting a wider range of distributed energy
resources given the City’s long-term carbon reduction goals. To achieve these goals without
being completely reliant on energy markets, the City will need interactivity between the Platte
River Power Authority supply and Fort Collins Utilities and customers, which includes flexible
loads, storage, and electric vehicles.
The Board hopes future iterations of both agreements will revise the language to better align
with the Utility’s distributed energy future and goals.
